HomeMy WebLinkAbout02-10-1987 Approved PCSC Minutes CITY OF DUBLIN PARK AND RECREATION COMMISSION MEETING DATE: January 13 , 1987 On February 10, 1987 , the meeting of the Park and Recreation Commission was called to order at 7 : 30p.m. at the Shannon Community Center, Dublin, California, by Chairperson Norb Hudak. Roll Call Present: Commissioner Hudak, Schmitt, Hernandez, Donnell and Zika Oral Communications - None Approval of Minutes Commissioner Donnell referred to agenda item #6 . 3 , Page 3 , correcting the minutes to read that the Commission would be unable to attend the conference as the Annual St. Patrick ' s Day Celebration was on the same weekend. Commissioner Schmitt stated that it was not because the Commissioners did not wish to attend;' which was indicated in the minutes. It was moved by Commissioner Schmitt and seconded by Commissioner Donnell to approve the minutes of January 13 , 1987 as corrected. (UNANIMOUS) Written Communications Correspondence has been received from the Shannon Seniors Dance Club requesting that the City pay the $180 . 00 per year dues being assessed to them by ASCAP, American Society of Composers, Authors and Publishers. The Shannon Seniors Dance Club sponsors dances at Shannon Center each Tuesday with live music . ASCAP alleges that the club is ` playing music that is covered by copyright laws . In order to continue playing this music, they must have a license agreement with ASCAP at a cost of $180 . 00 per year. It is the recommendation of staff that the Commission consider the request of the Shannon Seniors Dance Club. If the Commission is in favor of the City absorbing this cost, it will be necessary to obtain City Council approval. Vincent Dilworth, spokesman for the Senior Dance Club, stated that Aerobics, Jazzercise, Tap & Ballet, Country Western and also special events , at the Center play music . The club has non-profit status and requests $1. 00 for membership each week. Music is provided by a one piece band the first three weeks of the month, and a union band on the last week of the month. The union band is paid for by the union ' s welfare fund for unemployed musicians . Mr. Dilworth pointed out that the license agreement refers to the location and premises as 11600 Shannon Avenue, and to the owner or operator, not to the users . If the City attorney feels that the charge is proper, the Senior Dance Club respectfully requests that the , City pay the charges as the owner or operator of the premises . Minutes - February 10, 1987 Page Two It was moved by Commissioner Zika and seconded by Commissioner Hernandez to refer the matter to the City attorney to determine 1) if the Senior Dance Club maybe stopped from having live entertainment if they don't pay, and 2 ) are we in fact subject to pay as owners of the building? (UNANIMOUS) Old Business 1987 Goals and Objectives The City Council Goals and Objectives Study Session will be held Thursday, February 12 , 1987 at the Dublin Library beginning at 7 : 00p.m. The proposed Recreation Department Goals and Ojectives were adopted by the Park and Recreation Commission on January 13, 1987 . Objective number nineteen was added by staff as a carryover from 1986 . The purpose of the study session is to allow the public to comment on any of the goals and objectives, and also to give the Council the opportunity to prioritize the goals and objectives, or to add additional ones that they would like to see accomplished. 1987 St. Patrick ' s Day Celebration The 4th Annual St. Patrick ' s Day Celebration will be held on Saturday, March 14, 1987 . The schedule of festivities are as follows : 11: 00a.m. Parade 12 : 00-5 : OOp.m. Community Game, Food and Information Booths 12 : 30-5 : 30p.m. Entertainment 5 : 30-7 : 30p.m. Corned Beef Cabbage Dinner 7 : 30-11 :30p.m. Dance We currently have commitments from the following groups for booths and have made contacts with the following groups for entertainment: Booths Entertainment South Valley Youth Football Far Western Square Dancers Dublin-San Ramon Drop-In Center Dublin Cloggers Dublin Women' s Club Irish Bagpipers Dublin-San Ramon Lions Club McBride Irish Dancers Valley Humane Society Wilts Country Dancers Hilltopper Jeep Club Portuguese Folk Dancers Dublin Little League Del Valle. Folk Dancers Cub Scouts Scottish Country Dancers Dublin Police Services Gypsy Wind Job ' s Daughters Andre School of Dance ' Kiwanis Club Various Magicians & Clowns Dublin High Band Boosters DSRSD Fire Services Dublin Historical Perservation Assoc. Minutes - February 10, 1987 Page Three New Business Shannon Center Facility Use Policy Chairperson Hudak has requested that the Commission discuss the possibility of revising the Facility Use Policy in order that profit making groups be allowed to utilize the Shannon Commmunity Center. It is staffs recommendation that the Commission receive the presentation from Chairperson Hudak and discuss the ramifications of revising the Policy in this way. Commissioner Hudak stated that he would like to see the Center available to profit making groups . Commissioner Schmitt objected to use for extended periods of time. Commissioner Zika asked if there is a current request at this time for use? Commissioner Hudak replied, no. Diane stated that during the weekdays there are rooms available sometimes during the day and evening. For weekday use by anyone, we will only accept applications 3 months in advance. Residents can rent one year in advance and non-residents 9 months in advance. The Department plans their special activities a year in advance. Diane suggested taking a phone survey of requests from profit making groups over a period of time to see if there is a need for revising our current Facility Use Policy. The Commission agreed. Easter Egg Hunt The 1st Annual Easter Egg Hunt will be held at Shannon Park on Saturday, April 18, 1987 . The hunt will be geared for children 18 months through 8 years with separate hunt areas for each group. There will be a $1. 00 charge per child to help offset costs. Staff has been in contact with a number of service clubs regarding co-sponsorship of the event. The Easter Egg Hunt will be publicized in the Spring brochure. Input from the Commission on this first time event for Dublin is encouraged. Commissioner Hudak felt that the age should be raised to 12 years . Commissioner Zika asked why is it costing $3 , 150 , and could the cost be lowered to $ . 50 per child? Diane replied that amount budgeted includes staff costs for Recreation Leaders for 4 hours and $2, 500 for supplies . Dr. Zev Kahn suggested that the event be at no charge and that perhaps donations be requested from local merchants . Diane stated that the merchants are continuously asked for donations and have responded generously in the past, however if we continue to do so, it will not last. It was moved by Commissioner Zika and seconded by Commissioner Hernandez to charge a fee of $ . 50 for each child pre-registered, $2 . 00 per pre-registered family and $1 . 00 per child the day of the event. Donnell - Nay, Schmitt - Abstained, Hernandez - Aye, Hudak - Aye, Zika - Aye (PASSED) Minutes - February 10, 1987 Page Four Other Business Commissioner Schmitt asked what the status was on the Senior Center. Diane replied that the School District has appealed the State Office of Local Assistance decision and that a hearing before the State Allocation Board is set for February 25, 1987. Commissioner Schmitt requested that she would like to have scholarships for seniors and ways to obtain funds be placed on the agenda next month for discussion. Commissioner Hernandez stated that she received complaints from the seniors that the $15.00/couple charged for the Cityhood Birthday Dance was too expensive. Commissioner Hudak complimented staff on the dance and hoped that more would be planned for the future. Commissioner Hudak suggested writing letters to the businesses that did not show for the Delicacies of Dublin as scheduled. Staff Reports Diane reported that at the City Council meeting of February 9, 1987, the maintenance assistance requested by Dublin High School was discussed. The Council is in favor of looking into doing some improvements and getting a Task Force formed to determine what should be done. It is recommended that representatives be from the various sports groups, DHS, cultural groups, etc. Adjournment Being no further business, the meeting was adjourned at 8:40p.m. Respectfully submitted, Char J.
