PARK AND RECREATION COMMISSION
MEETING DATE: January 13 , 1987
On January 13 , 1987, the meeting of the Park and Recreation
Commission was called to order at 7 : 32p.m. at the Shannon
Community Center, Dublin, California, by Chairperson Norb Hudak.
Roll Call
Present: Commissioner Hudak, Donnell, Hernandez, Zika and
Schmitt
Oral Communications - None
Approval of Minutes
It was moved by Commissioner Donnell and seconded by Commissioner
Schmitt to approve the minutes as submitted. (Unanimous).
Written Communications
Notice of an Installation and Awards Dinner to be held at the end
of this month, was received from the Bay Area Park & Recreation
Commissioners & Board Members Council. It was noted that the
dinner is scheduled at the same time of the Cityhood Birthday
Celebration.
Commissioner Schmitt stated that notices of this type are
received too late to respond within the timeline given. Diane
Lowart stated that she would draft a letter to bring this matter
to their attention.
Old Business :
1987 Goals and Objectives
At the December 9 , 1986 meeting of the Dublin Park and Recreation
Commission, the Commission reviewed a status report on the 1986
Goals and Objectives and discussed the proposed Goals and
Objectives for 1987 . As a result of their discussion, the
Commission added an additional three goals and objectives to the
sixteen initially proposed by staff.
Staff feels that the nineteen Goals and Objectives proposed for
1987 are reasonable and can be accomplished during 1987 . It is
therefore recommended that the Commission adopt the proposed 1987
Goals and Objectives.
It was noted that Exhibit A of the proposed 1987 Goals &
Objectives did not reflect the changes and additions made by the
Commission on December 9 , 1986 . Therefore, the list was reviewed
and corrected.
It was moved by Commissioner Zika and seconded by Commissioner
Hernandez to adopt the proposed 1987 Goals and Objectives as
corrected. (Unanimous)

Request for Maintenance Assistance from Dublin High School
At the December. 9, 1986 meeting of the Park and Recreation
Commission, Joan King, Principal of Dublin High School, presented
the Commission with a list of proposed improvements for the
grounds at Dublin High School.
Staff has had the opportunity to review the list as well as
discuss the matter with the City Manager. It is the
recommendation of the City Manager that the Commission defer
further consideration of the proposed improvements until the City
Council has the opportunity to consider the request. It has
previously been the policy of the City Council that improvements
to property are not made on land that is not owned by the City.
It is therefore recommended that the Commission direct staff to
submit the request to the City Council for their consideration.
It was moved by Commissioner Zika and seconded by Commissioner
Donnell to submit the list of proposed improvements submitted by
Dublin High School to the City Council. The list is to be
submitted generically indicating that we have been approached by
Dublin High School indicating that they have facilities they want
to share with the community in exchange for funds from the City
to upgrade and maintain the facilities . (Unanimous)
Five Year Cityhood Birthday Celebration
The Five Year Birthday Celebration is scheduled for January 30,
31 and February 1 . The poster, essay and photo contest are now
in progress .
The Volunteer Recognition Reception is scheduled for Friday,
January 30 at 7 : 30p.m. at Shannon Center. Awards will be
presented to volunteers, Citizen of the Year and Organization of
the Year. Hors D 'Oeuvres will be catered, champagne and non-
alcholic beverages will be served.
The Cityhood Birthday Party is scheduled for Saturday, January 31
from 12 Noon to 5 : 00p.m. at Shannon Center. The festivities will
include displays, entertainment, class demonstrations, wine
tasting, samples of various restaurant specialties, City birthday
cake, games for children, and to conclude the festivities a dance
for adults from 8 : 00p.m. until midnight with Gary Mora, DJ from
KYA.
On Sunday, February 1, Open House tours will be conducted at the
Dublin Heritage Museum from 1: 00-4 : OOp.m.
New Business:
Resolution Establishing Procedures Pursuant To and In Compliance
with the Ralph M. Brown Act
During 1986, Asembly Bill 2674 was signed by the Governor and
went into effect on January 1, 1987 . This Assembly Bill makes
some changes to the Brown Act open meeting requirements .

The Assistant City Attorney has prepared a memorandum
recommending changes to the method of conducting Park and
Recreation Commission meetings in order to implement the
requirements of Assembly Bill 2674 . In addition, a resolution
has been prepared which includes the recommended changes . It is
recommended that the Commission adopt the attached resolution.
It was moved by Commissioner Schmitt and seconded by Commissioner
Zika to adopt the resolution submitted. (Unanimous)
Fall 1986 Quarterly Activity Report
Fall 1986 class enrollment was down from 75% to 74% from the
Summer Quarter. This also reflects a 6% decrease compared to.
Fall 1985 . This decrease could be due to the fact that. the City
of San Ramon' s Recreation Department is now in. operation.
The Children' s Karate, Tumbling and Tap & Ballet classes continue
to be very popular. Seventy-eight ( 78% ) of the classes that were
offered were conducted. Stenciling and Christmas Crafts Workshop
did particularly well. Trips and tours enrollment declined with
the exception of the San Francisco Ballet "Nutcracker"
performance. The teen/adult success rate was 72% .
The department conducted a Halloween Party with "250" children in
attendance. The Tree Lighting Ceremony drew "300" adults and
children to Shannon Center for entertainment and refreshments .
One hundred twenty-three (123 ) people enjoyed Breakfast With
Santa on December 20 . This event was co-sponsored with the Exalt
Club from Dublin "High School with proceeds benefiting their
group. The department also combined efforts with Livermore,
Pleasanton and San Ramon to conduct the Pepsi Hotshot Basketball
Skills competition, the Valley Flea Market and Swap Meet, and the
Snowball Dance for the developmentally disabled.
39th Annual California and Pacific Southwest Recreation and Park
Conference
The 39th Annual California . and Pacific Southwest Recreation and
Park Conference will be held March 12-15 , 1987 at the Civic
Center and Brooks Auditorium in San Francisco. The conference
provides delegates with the opportunity to attend a variety of
educational workshops as well as network with fellow
Commissioners and professionals .
In order to meet the pre-registration deadline of January 31,
1987 , staff needs a headcount of those Commissioners who plan to
attend. Funds have been budgeted for each Commissioner to attend
the conference.
The entire Commission indicated that they did not wish to attend.
OTHER BUSINESS
Commissioner Hernandez inquired as to the date planned to meet
with the other Park and Recreations Commissions? Diane stated
that she would like to schedule it in the Spring when the weather
is better.

Commissioner Hernandez stated that the Bay Area Park and
Recreation Commissioners and Board Members Council is accepting
nominations for awards, and asked if we could nominate our
Commission members? Diane replied, that the deadline for
nominations has already passed.
Commissioner Zika stated that a meeting was held with John
Severini, Chief of Police to discuss the proposed Teen Concert.
Commissioner Donnell and Jeff Wilson were also in attendance.
Mr. Severini stated that he would approve the concert provided
that the tickets be presold and that six (6) off duty police be
secured.
Commissioner Hernandez mentioned that she was interested in
helping plan the entertainment for the St. Patrick's Celebration
and would like to know when she would be notified. Diane stated
that she will have Lori De Rego contact her.
Being no further business, the meeting was adjourned at 9:OOp.m.
