HomeMy WebLinkAbout12-12-1989 Approved PCSC Minutes CITY OF DUBLIN PARK AND RECREATION COMMISSION MEETING DATE : December 12 , 1989 The December 12 , 1989 meeting of the Park and Recreation Commission was called to order at 7 : 34p .m. at the Civic Center , Dublin , California , by Chairperson Liz Schmitt . Roll Call Present : Commissioner Schmitt , Donnell , Downey , and Hudak Absent : Commissioner Hernandez Oral Communications - None Approval of Minutes IT WAS MOVED BY COMMISSIONER HUDAK AND SECONDED BY COMMISSIONER DOWNEY TO APPROVE THE MINUTES OF NOVEMBER 14 , 1989 AS SUBMITTED . (UNANIMOUS) Old Business - None New Business 7th Annual St . Patricks Day Celebration The Seventh Annual St . Patricks Day Celebration is scheduled for Saturday , March 17 , 1990 . The day will begin with the traditional St . Patricks Day Parade sponsored by the Dublin-San Ramon Lions . Amador Plaza Road will be used as a staging area . The parade route will begin East at Amador Valley Boulevard ; South on Village Parkway ; West on Dublin Boulevard ; North on Regional ; and East on Amador Valley Boulevard . Immediately following the parade will be the community celebration sponsored by the City ' s Recreation Department . The Community Celebration will be held at the Dublin Civic Center as Shannon Park will be undergoing renovation . Staff plans to setup food , game and information booths in the plaza with entertainment in the Council Chambers . Mailings to local community organizations are underway and contacts are being made with entertainers . Publicity for this event will be included in the Winter Schedule of Recreation Programs , the 1990 City Calendar , the Chamber of Commerce Newsletter , and local newspapers . Additionally staff will be preparing a flyer for distribution through the schools and a poster for local businesses . In case of rain , alternative arrangements will need to be made , as the Civic Center could not accommodate the booths indoors. Diane stated that staff has identified the gym and little theatre at Dublin High School as a possible rain site . The Senior Center could be a possible site , however it would not be able to accommodate everything . Staff requests the Commissions input . The Commission concurred with staffs recommendation of utilizing Dublin High School for the event . Commissioner Schmitt suggested perhaps obtaining bagpipers for entertainment , if not this year , maybe next year . Commissioner Downey suggested contacting Los Positas College , Chabot College or Cal State Hayward for music resources . Commissioner Schmitt asked if a dinner will be held at Shannon this year? Diane reported that the Sister City Association has been scheduled to do the dinner . MINUTES - December 12 , 1989 Page Two There was discussion in regards to the parade route and why traffic could not be blocked in certain areas , and the liability involved . Commissioner Schmitt requested that staff obtain information from other cities as to how they schedule their routes and handle liability . Status Report - 1989-90 Parks Capital Improvements December marks the sixth month of Fiscal Year 1989-90 and staff has prepared a mid-year status report for the park and facility Capital Improvement Projects . Shannon Center Renovation - Although the Shannon Community Center was occupied in early September of 1989 , there are still a few outstanding items requiring resolution on this project . The vinyl tile floor on the upper level of the Center , was installed improperly and has been rejected , and the City is pursuing replacement of the floor coverings . This will entail a maximum two week closure of the Center , and staff hopes to have this work done in early January and close out this project by the months end . Park and Pool Signs - Sign designs for Mape , Dublin Sports Grounds and Dublin Swim Center have been approved and construction documents prepared . Staff is compiling the bid package which should go out after the holidays . Commissioner Donnell inquired as to where the Kolb Park sign is , Diane replied that it is at the Corporation Yard . Swim Center Renovation - This project is currently out to bid and the bid award is scheduled for the December 21 , a Special City Council meeting . Construction will begin by the end of the month with completion scheduled for early February , weather permitting . Shannon Park Renovation - The contractor for the park renovation was scheduled to begin work on November 20 and has 120 working days to complete the work . The work should be completed by May 16 , 1990 , weather permitting , with the 90-day maintenance period following . The entire project should be completed by mid-August . Alamo Creek Park - II - The construction drawings for this park are 75% complete , and staff anticipates that they will be completed by early January . The project will then go out to competitive bid and work on this project should begin in March of 1990 . Dublin Sports Grounds Renovation - The end result of this project will be a masterplan identifying future improvements and upgrades . Currently staff is compiling base information for the architect . The next step will be a series of meetings with the users of the Sports Grounds which will take place in early 1990 . Staff will draft a masterplan and submit to the Commission for review. Dublin High School Football Field Renovation - Work is underway on this project . Beals/Lechner Associates has been retained to prepare the design and construction drawings for the improvements . Staff is in the process of arranging meetings with school staff and user groups to solicit input on needed improvements . Actual work on the field improvements should begin this Spring . Improvements to the snackbar , restrooms and scorebox may be delayed due to a backlog of work at the office of the State Architect after the October 17 earthquake . However the playing field and track will be ready for the 1990 playing season . • MINUTES - December 12 , 1989 Page Three Commissioner Schmitt indicated that Glen Walters , track coach , has requested that he be contacted so that he can provide his input . Winter Wonderland - Childrens Holiday Adventure Camp Winter Wonderland is a special holiday theme camp for children 1-5 grade . It will be held at the Shannon Community Center during the week of January 2-5 , 1990 , from 1 : 00-5 : OOp .m. daily . This program will feature games , crafts and special events planned to match a special winter/holiday theme . The program will be planned and conducted by department Playground and Teen program Recreation Leaders . Cost for this activity is $15 .00 for all four days . Tri-Valley Adult Coed Volleyball The Cities of Dublin and Pleasanton and the Livermore Area Recreation and Park District have combined efforts to conduct an adult coed volleyball league . Registration will be accepted at all three agencies , however all fees are to be paid to LARPD . Priority will be given to teams with 75% Dublin , Livermore or Pleasanton residents on their rosters . All games will be held at the Alameda County Fairgrounds , and play will begin January 24 and run through March 28 . This co-operative effort will provide the initial step in the development of the City ' s adult sports program , and allow us to make co-ed volleyball available to our residents with a minimum of departmental expenditures . Winter 1989 Recreation Brochure The Winter Schedule of Recreation Classes and Programs brochure is currently at the printer and is scheduled to be mailed to all Dublin businesses and resident addresses on December 26 , 1989 . Registration for residents will begin on January 2 , and non-residents may register beginning January 8 . Staff has scheduled several new classes for the Winter Quarter in addition to the many successful programs already in existence , and many programs are available through the Senior Center . 42nd Annual California & Pacific Southwest Recreation and Park Conference The 42nd Annual California and Pacific Southwest Recreation and Park Conference will be held March 15-18 , 1990 at the San Diego Convention Center . The conference provides delegates with the opportunity to attend a variety of educational workshops as well as network with fellow Commissioners and professionals . In order to meet the pre-registration deadline of January 31 , 1990 , staff needs to know how many Commissioners plan to attend no later than January 16 , 1990 . However in order to secure room accommodations and airline reservations , the sooner a decision is made the better . Funds have been budgeted for each Commissioner to attend the conference . Election of Officers At the October 24 , 1988 meeting of the Dublin City Council , the Council adopted a resolution amending the Bylaws and Rules of Procedure as follows : MINUTES - December 12, 1989 Page Four V. Officers A. Election and Term of Office. The Chairperson and Vice - Chairperson are elected by the majority of the Commission for a 1-year term and hold office until their successors are elected, or until their terms as members of the Commission expire. The officers are elected at the first meeting of the Commission in Decemberof each year. Elections, whether regular or to fill vacancies shall be held only if 5 Commission members are present In the event of the absence of the Chairperson or his/her inability to act, the Vice -Chairperson presides in place of the Chairperson. In the event of the absence of both the Chairperson and Vice -Chairperson, the remaining members shall elect one of their members to act as temporary Chairperson. Due to the lack of a quorum, Commissioner Schmitt deferred the election to the meeting of January 9, 1990. Staff Reports Diane reported that staff will be in computer training for the next two days. It is staffs goal to enter the Winter registration information, as well as to input the Spring brochure into the desk top publishing. The system will also help in the scheduling of facilities. In regards to the Rasmussen House, the City Council voted to offer the house to the Rasmussen family as an alternative to being destroyed, or the landowners can do with it as they wish. The Council was not in favor of relocating the house to Dougherty Hills Park, as they did not like the idea of letting the house sit there idle in disrepair and thereby becoming an eyesore to the residents.
