PARK AND RECREATION COMMISSION
MEETING DATE: December 13 , 1988
The December 13 , 198.8 meeting of the Park and Recreation
Commission was called to order at 7 : 32p.m. at the Shannon
Community Center, Dublin, California, by Chairperson Dan Downey.
Roll Call
Present: Commissioner Downey, Hudak, Schmitt & Hernandez
Absent: Commissioner Donnell

Approval of Minutes
Commissioner Schmitt referred to Page One, New Business,
Paragraph Five, indicating that Commissioner Hudak "was" in favor
of waiving the 51 % requirement "after" the group gave their
presentation.
IT WAS MOVED BY COMMISSIONER HUDAK AND SECONDED BY COMMISSIONER
SCHMITT TO APPROVE THE MINUTES AS CORRECTED. (UNANIMOUS)
New Business
BAPRCBMC Annual Workshop
The Bay Area Park and Recreation Commissioners and Board Members
Council Annual Workshop is scheduled for February 4 , 1989 , at the
Sailboat House at Lake Merritt in Oakland from 9 : 00a.m. to
4 :30p.m. The registration fee of $25 per person includes lunch.
Commissioners Schmitt, Downey and Hernandez indicated that they
would be interested in attending. Commissioner Hudak indicated
that he would have to check his schedule.
Teen Programs
Staff plans to introduce a noontime recreational program at Wells
Intermediate School for youth ages 12-14 in February. Recreation
Leaders will be on campus three days a week. The long term goal
of this program will be to develop- a core group of teens to work
with towards expansion of teen programming.
For the high school age group, staff is working cooperatively with
the recreation agencies of Livermore and San Ramon. Plans have
made for an overnight ski trip in February, a trip to Disneyland
and Universal Studios during Spring break, and a Mock Game Show
Night at Dublin High School in April.
Katrina Myers, a Dublin resident, has met with staff to discuss
her interest and ideas for a teen club. Ms. Myers and her friends
envision a teen club that would cater to 15 to 20 year olds and
offer arcade games and pool tables, dancing on Friday and Saturday
evenings and a bar with non-alcoholic beverages. They do not want
the club to be located at Shannon or the high school , but rather
at a downtown location.

Commissioner Hernandez stated that she liked the idea of starting
with the schools first. Commissioner Schmitt stated that the high
school has a noontime athletic program, and suggested that staff
contact Mary Eversly to perhaps coordinate something with the high
school. She felt that staff should proceed with the Wells program
and also be in contact with the teens at the high school.
Commissioner Hudak felt that a teen club would need a centralized
location with plenty of parking. He asked if the City could
perhaps make a deal for rental of a facility. Diane indicated
that it is something that could be looked into. He suggested
contacting the high school to have the students write an essay on
what they would .like to see at a teen center. Diane indicated
that she would contact the high school.
Diane stated that this item will be on the agenda for the next
meeting to update the Commission on the survey and report on the
progress of the high school essay.
Trails System
Interest has been shown by local residents regarding the
development of a Citywide trails system for biking, hiking,
jogging or walking. Staff with the assistance of local resident
Ray Grimes , has compiled information on existing or proposed
trails systems . Since the Park and Recreation Commission has not
been actively involved in development of trails , staff recommends
that time be taken to become more educated in this subject by
visiting completed trails in neighboring communities , inviting
speakers experienced in trail development to a future meeting,
and investigating what our neighboring cities are doing in the
way of trail development.
Mr. Grimes gave a brief presentation and handed out additional
information to the Commission.
Bob Walker, President of the East Bay Area Trails Council , urged
the Commission to pursue plans for a trail system within Dublin.
He felt that with all the expansion currently being done within
. Dublin offers a golden opportunity to pursue it now.
Diane suggested that the Commission direct staff to contact
different agencies and citizen groups and come up with a resource
list and discuss at the next meeting. Commissioner Schmitt
suggested seeing the proposed site also. Diane indicated she
would make arrangements.
Senior Center Report
On June 20 , 1988 the Dublin Senior Center opened its doors to the
public for the first time. Since then the Center has been open
Monday through Friday from 9 :00am to 3 :00pm. The Center is
staffed by one Recreation Coordinator and a host of volunteers.
Diane briefly reviewed for the Commission the attendance
statistics from June through November 1988 .

Summer Quarterly Report
The number of participants increased in both the youth and
teen/adult programs this summer. There were "1 ,361 " people of
all ages enrolled in the "53" classes offered. The success rate
for the children ' s classes was 80% , and the teen/adult
programs 75% .
There were a total of "294" children ages 6-12 enrolled in the
Summer Afterschool Playground Program at Arroyo Vista, Murray,
Nielsen and Wells schools.
The Recreation Department co-sponsored the Third Annual Valley
Car Showcase in 'San Ramon on July 23 with "78" people registered.
Participation has continued to drop from year to year, and the
sponsoring agencies have agreed to host the event once more
before making a decision on whether or not to continue the event.
The Summer Youth Employment Program entered it ' s third year of
operation in Dublin and began May 31 and ran through August 26 .
The office was located on the Dublin High School campus where
"125" youth were registered and "64" of the "99" job orders were
filled.
Winter Wonderland
Winter Wonderland is a holiday playground program for K-5 grade
children, is scheduled to be held at the Shannon Community Center
beginning December 19 ' through December 22 from 12 : 00-4 : OOp.m.
The program will be planned and conducted by the Recreation
Leaders from the Afterschool Playground Program and will feature
games , crafts , cooking projects and special projects . Cost of
this activity is $3 . 00 per child per day, or $10 . 00 per child for
all four days.
Tracy O' Shea indicated that to date the "40" spots have been
filled and the additional spots opened were also filled. It is
planned to offer a morning and afternoon program next year.
Easter Egg Hunt
The 1989 event is scheduled for Saturday, March 25.
Staff proposes to make some changes in the format of this event,
by expanding to include a pancake breakfast with the Easter
bunny. The breakfast will be served at the Dublin Senior Center,
and the egg hunt would follow at Kolb Park.
Reservations would be required at a fee of $3 . 00 per person.
Children under 12 months will be admitted free. Children would
be allowed to participate in. the "egg hunt only" for a fee of
$1 .50 each. Participants would be divided into three age,
categories : Preschool-Kindergarten, Grades 1 -2 and Grades 3-5.
All proceeds will benefit the Dublin Senior Center.
Commissioner Hudak stated that he liked the idea of the breakfast
with the Easter bunny. Commissioner Schmitt indicated that she
still felt that children younger than 3 years of age were too
young for the egg hunt.

California Wildlife, Coastal and Park Land Conservation Bond Act
of 1988 (Proposition 70 )
On June 7 , 1988 the voters of California passed Proposition 70 ,
the California Wildlife, Coastal and Park Land Conservation Bond
Act of 1988 . Proposition 70 authorizes funds for six (6 ) grant
programs (Special Districts Grant Program; Trails Grant Program;
Per Capita Grant Program; Roberti-Z 'berg-Harris Open Space Grant
Program; Specified Local Agencies Grant Program; and Historical
Preservation Grant Program) .
There is $120 million available under the Per Capita Grant
Program. The funds may be appropriated over a three-year period
beginning July 1 , 1989 , and Dublin' s allocation under this
program is $66 ,000 . Applications for the first-year deadline is
January 13 , 1989. Therefore it is necessary to determine an
appropriate project where the funds can be utilized.
It is the recommendation of staff that the funds be allocated for
the renovation of Shannon Park. The total estimated cost for
this project is $934 ,325 with $847 , 925 in funding coming out of
the City ' s General Fund. As construction on the Shannon Park
renovation is tentatively scheduled to begin in July of 1989 ,
this project is the logical choice for these funds .

41st Annual California & Pacific Southwest Recreation and Park
Conference
The 41st Annual California and Pacific Southwest Recreation and
Park Conference will be held March 9-12 , 1989 at the Sacramento
Community Convention Center. In order to meet the pre-
registration deadline of January 31 , 1989 , staff needs to know
how many Commissioners plan to attend, no later than
January 16 , 1989 .
All the Commisioners present indicated that they were interested
in attending. Diane stated that she would complete the necessary
pre-registration forms.
Election of Officers
Since only four members of the Commission were present, the
election was rescheduled for January 10 , 1989.
Other Business
Commissioner Schmitt inquired as to the status of the Task Force.
Diane reported that the Fredericksen group has submitted a letter
requesting that another project be added. Figures should be
available by the end of this week.
Commissioner Schmitt felt that the Christmas tree lighting
ceremony should be held at City Hall next year. Diane concurred

and will pursue further.

Staff Reports
Diane reported that the Shannon Center renovation bid is
scheduled for approval by the City Council at their meeting of
January 9. The renovation is scheduled to begin in February.
Architect interviews were conducted last week for the Shannon
Park renovation and is scheduled for approval of the City Council
at their meeting of January 9.
The consultant for the pool is on the last test now and a report
should be available by the next City Council meeting.
The Breakfast With Santa was a success. Commissioner Schmitt
indiated that she thought it was great. The Commission felt that
a certificate should be presented to Ron Young (Santa) for his
volunteer work for this event for the last four years.

Being no further business, the meeting was adjourned at 9:22p.m.
