PARK AND RECREATION COMMISSION
MEETING DATE: October 11 , 1988
The October 11 , 1988 meeting of the Park and Recreation
Commission was called to order at 7 : 33p.m. at the Shannon
Community Center, Dublin, California, by Chairperson Dan Downey.
Roll Call
Present: Commissioner Downey, Schmitt, Hernandez , Donnell and
Hudak
Approval of Minutes
Commissioner Hernandez referred to Page 3 , last paragraph,
stating that her request for an inter-com system for the Center
was not just for the seniors, but to benefit everyone in
emergency situations.
IT WAS MOVED BY COMMISSIONER SCHMITT AND SECONDED BY COMMISSIONER
DONNELL TO APPROVE THE MINUTES OF SEPTEMBER 13 , 1988 AS AMENDED.

Old Business
Bay Area Park and Recreation Commissioners and Board Members
Council Quarterly Meeting
The City of Dublin will be hosting the quarterly meeting of the
Bay Area Park and Recreation Commissioners and Board Members
Council (BAPRCBMC) on Saturday, October 22 , 1988 . The meeting
will include dinner and will be held at the Dublin Senior Center.
Commissioner Schmitt has made arrangements to have
representatives from Citizens for Wildlife, Open Space and Parks
who will present information on Measure AA, the Regional Open
Space, Wildlife, Shoreline, and Park Bond which will be on the
November 8 , 1988 ballot. The deadline for submitting dinner
reservations is Friday, October 14. Funds are available in the
Recreation Department budget to cover the registration fee.
Commissioners Downey, Hernandez and Schmitt indicated that they
would attend.
New Business
Revision of Parks & Recreation Commission Bylaws and Rules of
Procedure
At the October 10 , 1983 meeting of the Dublin City Council , the
Council adopted a resolution approving Bylaws and Rules of
Procedure for the Parks and Recreation Commission (attached) .
The current bylaws state that officers of the Commission are
elected at the first meeting in October of each year. However
the Commission has asked staff to investigate the possibility of
changing elections from October to December. In order to make
this change, it will be necessary to amend the bylaws which will
have to be done by resolution adopted by the City Council.

Annual Tree Lighting Ceremony
The City ' s Annual Tree Lighting Ceremony is tentatively scheduled
for Monday, December 5 , 1988 . This years event will mark the
fifth year that Dublin has celebrated the lighting of a tree.
As indicated in the Activity Report , the 1987 event drew more
people than the Social Hall could handle. In order to alleviate
overcrowding, staff recommends moving the refreshments to the
West Room and perhaps only inviting three groups to perform
instead of four.
This past year the only tree that was actually lit during the
ceremony was the indoor tree at Shannon Center. Therefore staff
recommends that the Commission consider renaming the event to
Holiday Happening or Holiday Program. The Commission may also
want to consider co-sponsoring the event with the Town and
Country Shopping Center who light the Oak trees on San Ramon Road
between Amador Valley Boulevard and Dublin Boulevard.
Commissioner ' s Hudak and Schmitt indicated that they would like
to keep the ceremony the same as last year by lighting the
Shannon Center Tree and the one at the library simultaneously.
The Commission was also in favor of collecting cans of food again
this year as admission for the event.
Diane suggested planting a tree in the plaza of the Civic Center
and using it for a tree lighting ceremony next year.
4th Annual Children ' s Spooktacular Halloween Party
The 4th Annual Children' s Spooktacular Halloween Party will be
held at Shannon Center from 3 :30-5 :30p.m. on Friday, October 28.
This activity is for preschool through 5th grade children and
will feature games , crafts , a costume parade and special
entertainment. The entertainment will consist of a 20 minute
variety show incorporating the Halloween theme and will include
juggling, magic acts and balloon animals. Children will win
tickets at the game booths which can later be exchanged for
prizes.
Staff for the party will include recreation leaders and
volunteers from the community. Phone calls have been made to the
Young Women ' s Club, Wells Middle School, Valley Volunteer Center
and Valleyview Christian High School in an effort to secure
volunteers for this event. At the present time, staff and
volunteers are working on the game booths , signs and decorations.
The Recreation Department has purchased 200 coloring books to be
given away to program participants. The books are titled "Have a
Safe and Happy Halloween" and provides information to the
children in a "fun" way. The Commission is invited to attend
this "Spooktacular" event.
Measure AA
The East Bay Regional Park District Board of Directors has
decided to place . a $225 million bond issue on the November
ballot, in an effort to preserve some of the most important
remaining open space in the East Bay for wildlife habitat and
public recreational use.

Preliminary estimates indicate that Dublin ' s share of the bond
proceed would be $639 ,303 . These funds could be used to offset
the approximate $1 ,226 ,560 in unfunded park projects in the
1988-1993 Capital Improvement Program. The East Bay Regional
Park District has asked that cities consider lending their
support to Measure AA, the Regional Open Space, Wildlife,
Shoreline and Park Bond. Therefore staff is recommending that
the Commission consider the measure.

Other Business
Commissioner Schmitt stated that she has been receiving phone
calls regarding the chug-a-lug at the Senior Center. She felt
that it should be made clear that the chug-a-lug in question is
sponsored by the Chamber of Commerce and not the City of Dublin.
Commissioner Downey indicated that he has received calls
inquiring about the status of the St. Patrick ' s Celebration this
year. Diane stated that the City Council agreed with the
Commission to contract merchants at the shopping centers to co-
sponsor the community celebration. At this time the Chamber
luncheon and Lions dinner are in need of locations .
She suggested that we work with the Lions to secure use of the
Senior Center. The Chamber would not be able to use the Senior
Center for their St. Patrick ' s Day event, as this event takes
place during the time the Center is in use for senior programs .
Senior activities have priority use of the Center.
Commissioner Schmitt inquired if staff has verified the age limit
for the Senior Center. Diane replied that there are Federal and
State guidelines , however she will clarify this matter with legal
counsel.
Commissioner Downey asked if there are plans to expand the hours
of use of the Senior Center? Diane replied that the average
attendance of the Center is between 20-25 seniors per day.
A staff person for the Center has been budgeted for only 30 hours
a week at this time. However, it is a future goal to expand the
availability.
Commissioner Hernandez announced that she has received approval
from Safeway to obtain bakery goods for the Senior Center.
Commissioner Hudak requested status on the Task Force. Diane
stated that staff is currently reviewing the preliminary
estimates and will be scheduling a meeting with the school staff
to discuss how to proceed. The information should be available
for release beginning in November.
Commissioner Hernandez reported that she called Joan King in
regards to the Christmas food baskets prepared by the Childrens
Emergency Council . Mrs. King indicated that there would be a
vacant classroom that could be used for storage of food.
Volunteers are needed to help sort on December 13 , 14 and 15th.
Commissioner Schmitt indicated that she and one of her children
would help.

Staff Reports
Diane stated that Tracy O'Shea started work last week. The Swim
Center closed the end of September. Dolan Park is nearing
completion. The Requests For Proposals for the Shannon Center
renovation will go out next month. The design for the park
renovation will be submitted to the Commission in February 1989.
