HomeMy WebLinkAbout09-13-1988 Approved PCSC Minutes CITY OF DUBLIN PARK AND RECREATION COMMISSION MEETING DATE: September 13 , 1988 The September 13 , 1988 meeting of the Park and Recreation Commission was called to order at 7 :35p.m. at the Shannon Community Center, Dublin, California, by Chairperson Dan Downey. Roll Call Present: Commissioner Schmitt, Hernandez , Donnell and Downey Absent: Commissioner Hudak Oral Communications - None Approval of Minutes IT WAS MOVED BY COMMISSIONER SCHMITT AND SECONDED BY COMMISSIONER DONNELL TO APPROVE THE MINUTES OF AUGUST 9 , 1988 AS SUBMITTED. (UNANIMOUS) Written Communications Request from Valley Spokesman to Waive the Facility Use Policy for Shannon Center Staff has received correspondence from Bonnie Powers representing the Valley Spokesman requesting that an exemption be granted to the facility use policy in order to allow their club to continue meeting at Shannon Center. The Valley Spokesman have a total of 536 members , fourteen reside in Dublin and 25 reside in San Ramon. Consequently they do not meet the 51 % residency requirement for a community group. Staff has developed the following options for consideration by the Commission: 1 . Deny the Request. 2 . Waive the residency requirement under the Community Group Classification, thus allowing them to utilize the facility for $8 . 00 per hour. 3. Waive the area of the policy which prohibits continuous use by non-residents , thus allowing them to utilize the facility for $37 per hour. The City Council did not waive the residency requirement for the Diablo Valley German Shepherd Dog Club, but allowed them to utilize the Center as a non-resident group at the. $37/hr rate. IT WAS MOVED BY COMMISSIONER DONNELL AND SECONDED BY COMMISSIONER SCHMITT TO WAIVE THE AREA OF THE POLICY WHICH PROHIBITS CONTINUOUS USE BY NON-RESIDENTS, THUS. ALLOWING THE VALLEY SPOKESMAN TO UTILIZE THE FACILITY FOR $37 PER HOUR. (UNANIMOUS ) Request to Conduct a Fundraiser at Shannon Park Correspondence has been received from Dave Peterson requesting the use of Shannon Park on November 3 , 1988 to conduct a fundraiser. The proposed fundraiser would benefit the Alameda County Food Bank (ACFB) . • MINUTES - September 13 , 1988 Page Two Request to Conduct a Fundraiser at Shannon Park Correspondence has been received from Dave Peterson requesting the use of Shannon Park on November 3 , 1988 to conduct a fundraiser. The proposed fundraiser would benefit the Alameda County Food Bank (ACFB) . Mr. Peterson proposes to ride his bike around the path at Shannon Park from 8 : 00a.m. to 8 :00p.m. while people drop off cans of food into ACFB bins. Mr. Peterson has conducted similar fundraisers for Valley organizations in past years . Staff has the following concerns : 1 . The date requested, Thursday, November 3 , is the meeting date for the Dublin San Ramon Seniors. Additionally the Center is scheduled for Jazzercise and Preschool. Riding a bike continuously throughout the park could create a hazardous situation for pedestrians. 2. Conducting the event until 8 :00p.m. may not be feasible as daylight savings time will have ended and the pathways throughout the park do not have adequate lighting. 3 . The park ordinance recently adopted by the City Council prohibits exhibitions for money, checks , credit or representative value, which is redeemable in money. The proposed event may fall into this category and need ' authorization from the City Manager and/or City Council. Staff recommends that the Commission consider the request of Mr. Peterson. If the Commission is in favor of the proposed fundraiser, staff will pursue approval from the City Manager and/or City Council. Mr. Peterson stated that the date of the event does not have to be November 3 . However he would like to have the event held prior to Thanksgiving so that the food can be distributed before the holiday. The hours for the event could be changed so that the event begins and ends earlier. The park ordinance would not apply, as there would be no exchange of monies , only cans of food will be accepted. Three-hundred dollars of food has already been donated and will be in the bins on Peppertree the day of the event. The Commission were concerned that Mr. Peterson' s bike route for the fundraiser would be hazardous to the users of the facilities. Mr. Peterson stated that the route he would follow is on the West side of Park on the blacktop and dirt pathway. He pointed out that he would not block walkways or the entry into the building. PETERSON' S REQUEST TO CONDUCT A FUNDRAISER FOR THE ALAMEDA COUNTY FOOD BANK ON FRIDAY, NOVEMBER 4 , BETWEEN THE HOURS OF 6AM-5PM ON THE WEST END OF THE BUILDING. (UNANIMOUS) New Business Renovation of Shannon Center At the April 11 , 1988 meeting of the Dublin City Council, the Council approved a contract with Associated Professions , Inc. to provide architectural services for the renovation of Shannon Center. The schematic plans and cost estimates were presented to the Commission for their review. The Commission' s input is as follows: East Room- Light Fixtures Commissioner ' s Schmitt and Donnell felt that both light fixtures should remain in the East Room. Kitchen - Microwave Commissioner Schmitt voiced concern regarding the use of a microwave and the effect it would have on pacemakers . Diane pointed out that it is her understanding that it is no longer true that microwaves affect pacemakers . The Commissioners requested that Diane confirm this information. Social Hall - Bar Area Commissioner Schmitt was not in favor of a slide accordian door for the bar area. She indicated that she would like to see something more attractive that could be pulled down and is securable. Social Hall - Lighting The Commissioners were not in favor of the suggestions of dropping the flourescent lights or replacing them with mercury vapor lights. Diane suggested obtaining samples of different lighting techniques for review. The Commission agreed. Inter-Com Commissioner Hernandez indicated that she would like to see an inter-com system in the Social Hall. She felt that it would be helpful to the Seniors in cases of emergency, etc. Diane indicated that she would discuss the Commissions concerns with the architect. MINUTES - September 13 , 1988 Page Four Facility Use Policy - Shannon Community Center The City Council has directed the Park and Recreation Commission to review the residency requirements of the Facility Use Policy for the Shannon Community Center. When the Facility Use Policy was first adopted in May of 1984 , the Center was owned by the Dublin San Ramon Services District (DSRSD) but leased by the City of Dublin. One of the provisions of the lease was to make the Center equally accessible to all residents residing within the geographical boundaries of DSRSD. On .July 1 , 1988 the title to the property and the Center was transferred to the City of Dublin. Staff has revised page one of the Facility Use Policy, Classifications of Users , defining residents as persons residing within the City of Dublin. The revision will change Classifications III, V and VI. IT WAS MOVED BY COMMISSIONER DONNELL AND SECONDED BY COMMISSIONER SCHMITT TO SUBMIT THE FACILITY USE POLICY REVISIONS AS PRESENTED TO THE CITY COUNCIL FOR ADOPTION. (UNANIMOUS) 1989 St. Patricks Day Celebration The Sixth Annual St. Patricks Day Celebration is tentatively scheduled for Saturday, March 18 , 1989 . In past years , the celebration was comprised of a parade, entertainment, food, game & information booths and a dinner dance. For the past four years, Shannon Park and Center was utilized for the festivities (except the parade) . Prior to that, the celebration was held in the Dublin Plaza Shopping Center. During March of 1989 , the Shannon Community Center will be undergoing renovation and therefore will not be available for any indoor activities. As the Center has been utilized for entertainment, booths and the dinner dance, it will be necessary to make other arangements for this years event. Staff has developed the following options for consideration by the Commission. 1 . Shannon Park - utilize the outer areas of the park for community booths and stage the entertainment on the concrete slab in the center of the park. Plan for an alternate date in case of rain. 2 . Downtown Dublin - contact the merchant associations of the various shopping centers and make arrangements to conduct the celebration downtown. 3 . Kolb Park/Senior Center - move the celebration to Kolb Park and the Senior Center. Utilize the park for the booths and the Senior Center for the entertainment and dinner dance. MINUTES - September 13, 1988 Page Five Commissioner Schmitt stated she would like to have the celebration at the shopping center and the Lion's dinner at the Senior Center. Diane replied that she will talk to the Chamber first and give each shopping center a chance to bid. It was the concensus of the Commission that the celebration not be Shannon but at the shopping center, and that the Senior Center be the alternate location with Dublin High being used as a shuttle point for bus service and parking. Staff Reports Diane reported that the Lori's replacement is scheduled to begin in October. The invitations for the Kolb Park Dedication were mailed on September 12, and almost all of the food has been donated. Anyone wishing to volunteer to help may call Cindy. The Afterschool Playground Program begins on Monday and will be conducted from 2-5:OOp.m., Monday -Friday. Dolan Park is nearing completion. The swimming pool is scheduled to close on September 25. Other Business Commissioner Donnell asked what the status was regarding the removal of the oleander plants. Diane replied that they will be removed for use in another project, however the timeline is not known. Commissioner Downey stated that he had visited the Senior Center for brunch and was very pleased to see that there were almost 40 seniors in attendance. He stated that Bonnie is to be commended. Diane reported that there is an opening on the Senior Advisory Committee. Adjournment Being no further business, the meeting was adjourned at 9:25p.m. Respectfully submitted, / Char J.
