PARK AND RECREATION COMMISSION
MEETING DATE: August 9, 1988
The August 9 , 1988 meeting of the Park and Recreation Commission
was called to order at 7 :30p.m. at the Shannon Community Center,
Dublin, California, by Chairperson Dan Downey.

Written Communications
Request from Diablo Valley German Shepherd Dog Club
Staff has received correspondence from Charles Norton
representing the Diablo Valley German Shepherd Dog Club
requesting that an exemption to the facility use policy be
granted in order to allow their club to continue meeting at
Shannon Center. Their membership roster indicates that they
currently have no members residing in Dublin and only three who
reside in San Ramon, and therefore do not meet the membership
requirements (51 % ) for a community group. As stated in the
Facility Use Policy, continuous use of the Center is reserved for
City of Dublin, Dublin School District and Non-Profit Community
Groups with 51 % of their membership residing within the City of
Dublin and/or the Dublin San Ramon Services District.
Charles Norton, Member - Board of Directors , stated that Dublin
is the geographical and activity center for the membership which
is drawn from Alameda, Contra Costa, Solano, and San Joaquin
counties . The club provides a service to the community by
promoting educational activities , humane treatment of animals,
control of vicious dogs , guidedogs for the blind, and law
enforcement dogs. The club feels that they are an excellent and
responsible user of our facility and requests an exception to the
Facility Use Policy requirement of 51 % residency..
Commissioner Donnell asked what kind of bind would the $37 .00 an
hour rate be on the group. Mr. Norton replied that it would be a
hardship. Commissioner Schmitt asked if the group has researched
other cities for use. Mr. Norton replied that other facilities
would not permit them to bring the dogs.
Staff recommends that the Commission consider the following
options ; 1 ) Deny the Request, 2 ) Waive the residency requirement
under the Community Group Classification, thus allowing them to
utilize the facility for $8. 00 per hour, or 3 ) Waive the area of
the policy which prohibits continuous use by non-residents , thus
allowing them to utilize the facility for $37 per hour.

HERNANDEZ TO WAIVE THE AREA OF THE POLICY WHICH PROHIBITS
CONTINUOUS USE BY NON-RESIDENTS, THUS ALLOWING THE DIABLO VALLEY
GERMAN SHEPHERD . DOG CLUB TO UTILIZE THE FACILITY FOR $37 PER
HOUR. (UNANIMOUS)
Staff was directed to forward the Commissions recommendation to
the City Council for Council action.
Old Business
Kolb Park Dedication Ceremonies
Kolb Park located on Brighton Drive and Bristol Road is scheduled
to be completed by August 15 , 1988 . Staff feels that it would be
appropriate to have some type of dedication ceremony or grand
opening celebration. Staff recommends that the dedication be
planned for late September or early October due to vacations and
the beginning of school , and recommends that a subcommittee
comprised of Commissioners and/or neighbors be established to
assist staff with the necessary preparations. The Walder family
has already indicated that they would be interested in helping
with the event.
The Commissioners were in favor of either Saturday, October 1 or
October 8 for the dedication. Commissioner Downey suggested
contacting the Kolb family members , Donna Miller and sons , they
may have some ideas or would be interested in making a
presentation. Commissioners Hernandez and Donnell indicated
interest in serving on the subcommittee.
Dr. Zev Kahn stated that he would like to have a catchy way to
make the event different. He suggested having a Mickey Mouse
Hotter than Air Balloon or a live animal from Marine World.
Staff will take the recommendations of the Commission to the City
Council for final approval.
New Business
Spring 1988 Quarterly Report
The Recreation Director presented and the Commission accepted the
Spring Quarterly Report.
Fall Schedule of Recreation Classes and Programs
The Recreation Director informed the commission that the Fall
brochure is currently at the printer and should be mailed
beginning August 20 . She then proceeded to review the draft copy
of the brochure with the Commission.
She indicated that the brochure will no longer be mailed to those
San Ramon residents residing within the boundaries of Dublin San
Ramon Services District. As the Shannon Community Center is now
property of the City of Dublin, we are no longer bound by the
previous lease with Dublin San Ramon Services District that
required equal access to San Ramon residents . However we will
make our brochure available to San Ramon residents and allow them
to participate in City sponsored classes and programs.

Other Business
Commissioner Schmitt reported that she and Commissioner
Hernandez attended the BAPRCBM meeting in July and volunteered to
host the October 22 meeting at the Dublin Senior Center.
Commissioner Schmitt asked if it would be possible to see the
Task Force plans before they go to the City Council?
Diane indicated that she would check on this matter.
Commissioner Schmitt asked what the policy is going to be
regarding use of the kitchen at the Senior Center? Diane replied
that at this time they are unable to lock access to the main
office and their equipment is kept in an unlocked space. It is
not anticipated that the Advisory Committee will have a policy
ready for review before October.
Staff Reports
The Commission was informed of the imminent departure of
Recreation Supervisor Lori DeRego. The Commission thanked Lori
for her contributions and wished her well.

Being no further business, the meeting was adjourned at 8:40p.m.
