HomeMy WebLinkAbout07-12-1988 Approved PCSC Minutes CITY OF DUBLIN PARK AND RECREATION COMMISSION MEETING DATE: July 12 , 1988 The July 12 , 1988 meeting of the Park and Recreation Commission was. called to order at 7 : 30p.m. at the Shannon Community Center, Dublin, California, by Chairperson Dan Downey. Roll Call Present: Commissioner Downey, Hernandez , Hudak, Schmitt, Donnell Oral Communications - None Approval of Minutes Diane pointed out that on Page 1 , Paragraph 4, "Ignacio should be corrected to read "Iglesia" . IT WAS MOVED BY COMMISSIONER DONNELL AND SECONDED BY COMMISSIONER HERNANDEZ TO APPROVE THE MINUTES OF JUNE 14 , 1988 AS CORRECTED. (UNANIMOUS ) Written Communications BAPRCBM Quarterly Meeting Correspondence has been received from the Bay Area Parks and Recreation Commissioners and Board Members Council (BAPRCMB) notifying the Commission about the upcoming quarterly meeting and dinner. The meeting will be held at Tilden Park on Saturday, July 30 , 1988 . The $12 . 00 fee includes a buffet dinner immediately following the business meeting. Should any Commissioners be interested in attending, it will be necessary to inform staff no later than July 18 in order to have a check prepared. BAPRCBM has asked if Dublin would be willing to host the October meeting. If the Commission is interested in becoming the host, staff recommends appointing a subcommittee to make the necessary arrangements. Commissioners Hernandez and Schmitt indicated tht they would like to attend the meeting and dinner. They also volunteered to serve on the subcommittee to plan the October dinner/meeting. New Business Ordinance Establishing Rules and Regulations Governing Use of Parks and Recreation Areas and Facilities The City of Dublin has completed construction on three new parks and accepted title to four additional park and recreational facilities. Therefore it is necessary to adopt park rules and regulations to regulate the use of park and recreation areas as well as establish standards to prevent misuse and promote safety. In order for these rules and regulations to be enforced, they must be adopted by ordinance by the City Council. It is recommended that the Commission review the proposed ordinance and provide input as appropriate. Staff will submit the ordinance with the Commissions recommendations to the City Council . Minutes - July 12 , 1 988 Page Two The Commission reviewed the ordinance and gave input on the following sections: SECTION 2 - Commissioner Schmitt: Item (e) should include an exception for wheelchairs used by the handicapped. SECTION 12 - Commissioner Schmitt: The types of substances should be clearly indicated. SECTION 13 - Dr. Zev Kahn, resident: The City should enforce leash law and require that owners be responsible for the removal of their pets feces from park grounds. Commissioners Schmitt and Hudak agreed, and requested that staff insert the proper wording within the ordinance. SECTION 16 - Commissioner Hudak: Most of the violations should be an infraction, however vandalism should be a misdemeanor. Other comments: Dr. Kahn suggested publicizing the ordinances. Diane pointed out that the ordinances will be printed in booklet form and available to the public. Commissioner Schmitt asked how will the City enforce the dumping of personal garbage in City facility dumpsters? She pointed out that the dumpster at the High School is always over flowing with garbage. Diane stated that to date we have not had that problem. IT WAS MOVED BY COMMISSIONER SCHMITT AND SECONDED BY COMMISSIONER HERNANDEZ TO ACCEPT THE ORDINANCE AS PRESENTED AND REVISED. (UNANIMOUS) Park and Facility Signs - Former DSRSD Facilities On July 1 , 1988 the transfer of park, recreational and aquatic facilities from the Dublin San Ramon Services District to the Cities of Dublin and San Ramon was completed. The facilities that are now under the jurisdiction of the City of Dublin are the Dublin Sports Grounds, Mape Park, Shannon Community Center and Park, and the Valley Community Swim Center. Prior to the transfer the Dublin San Ramon Services District removed the park signs from the facilities. The City needs to have new park signs made and installed. $12 ,000 was included in the 1988-89 Capital Improvement Program to re-sign the facilities. Before re-signing the facilities, consideration should be given as to whether the City wants to re-name any of the facilities. IT WAS MOVED BY COMMISSIONER HUDAK AND SECONDED BY COMMISSIONER SCHMITT TO RENAME THE VALLEY COMMUNITY SWIM CENTER TO THE DUBLIN SWIM CENTER. (UNANIMOUS ) It was the consensus of the Commission that the Dublin Sports Grounds and Mape Park not be renamed, and that the sign for the Shannon Community Center not be changed until after the renovation has been completed. Minutes - July 12 , 1988 Page Three Consultant Services - Valley Community Swim Center On July 1 , 1988 the City of Dublin assumed the control and operation of the Valley Community Swim Center. During Fiscal Year 1988-89 , $101 ,200 is budgeted for the renovation of the Swim Center. At the July 11 , 1988 meeting of the City Council, the Council will consider approval of an agreement with a professional pool design specialist to evaluate the pool complex, in order to assist staff in determining the amount of renovation necessary. It is estimated that the fee for these services will be $500 .00 . It is recommended that the consultant do as follows: 1 . Perform on-site reconnaissance at the Valley Community Swim Center, 8151 Village Parkway, Dublin, to evaluate the operation and condition of the existing swimming pool complex in order to determine the efficiency and capability of the various elements of the system. 2. Prepare a written report with recommendations for repair, rectification and/or improvement as well as preliminary cost estimates . With regards to the daily maintenance and operation of the Valley Community Swim Center, the City has contracted with Pool Time, who service the pool as follows: 1 . Test water daily 2. Add daily necessary chemicals 3. Backwash filter once per week in Summer, once a month in Winter 4. Vacuum twice a week 5 . Empty all baskets daily 6 . Skim daily 7. Scrub tile weekly 8. Notify manager of any problems daily Commissioner Hudak pointed out concerns regarding maintenance and programming and requested that staff to look into these matters and get back to him. Commissioner Schmitt suggested that after the pool deck has been replaced that staff consider getting a special cover for the pool. She recommended a custom made motorized cover. Commissioner Downey commented that keeping the pool covered might encourage algae growth. Teen Concert The Dublin Recreation Department is sponsoring a Teen Concert on July 22 , at 7 :00p.m. The Concert will feature four high school bands which will include: Chaptyr Nine, Sensation, Steel Blue, and Witness. These bands have played for several of the high schools in the valley. Staff has been working with a representative from Steel Blue who proposed to have the concert. The bands describe the type of music they play as mellow rock. Witness is a Christian rock band. Minutes - July 12 , 1 988 Page Four Security will be provided by volunteers and two officers from the Dublin Police Department. At the two previous teen concerts we were required by the police to have six and four officers respectively. As we have had few problems , the police have agreed that two officers are sufficient. The Commission is encouraged to attend this teen function at the Shannon Center. Chaperones are still needed for this event. Commissioners Donnell and Hernandez volunteered to chaperone. 3rd Annual Valley Car Showcase The Third Annual Valley Car Showcase will be held at the Beckman parking lot ( 2350 Camino Ramon, San Ramon) on Saturday, July 23 , 4: 00-8:00p.m. The Registration fee is $5 . 00 per vehicle (prior to July 15 ) or $7 .00 per vehicle (after July 15 ) ,and spectators are free. All participants receive a commemorative dash plaque. The event is sponsored by the recreation agencies of Dublin, Livermore, Pleasanton, San Ramon, and the Livermore Chapter of the Northern California F-100 Elites. All vehicles are eligible to be judged according to several categories. An award will be presented to the car club with the most participants . There is also an overall award for participants in the 16-18 year and 19-20 year age groups . All judging will be conducted by local civic leaders. The Valley Car Showcase is a relaxed, low-key event for car enthusiasts of all ages. The variety of vehicles improves each year. Refreshments and games are available throughout the event. Judging will take place at 6 :30p.m. with the winners being announced shortly before 8: 00p.m. Commissioner Downey indicated that he would assist as a judge if needed. Staff Reports Diane informed the Commission that Jeff Wilson will be going back East for school. She asked the Commission if they would like to honor him at the next meeting with a proclamation. The Commission were in favor of doing so. Commissioner Schmitt requested that his parents be notified. Other Business Commissioner Donnell asked why the Recreation Department was not included in the Shamrock Potato Festival . Diane replied that the City will be responsible for traffic control and the Recreation Department for childrens games. Commissioner Schmitt reported that the water fountain at the Dublin Sports Grounds is always plugged and that there is no toilet tissue in the bathrooms on weekends. She added that she had dropped in at the playgrounds at Murray and Nielsen and the Leaders and kids seemed to be having alot of fun. Minutes - July 12, 1988 Page Five Commissioner Hernandez stated that the attendance at the morning brunch at the Senior Center is increasing all the time. She reminded the Commission of the Senior Center Grand Opening scheduled for Saturday, July 16, 1:30-5:OOp.m. Commissioner Hudak asked if the City has contracted with an architect for the school grounds. Diane stated that the architect has been hired and that the City is waiting for the School District to submit the information requested.
