PARK AND RECREATION COMMISSION
SPECIAL MEETING DATE: May 31 , 1988
The May 31 , 1988 special meeting of the Park and Recreation
Commission was called to order at 7 :30p.m. at the Shannon
Community Center, Dublin, California, by Chairperson Dan Downey.

New Business
1988-1993 Five Year Capital Improvement Program
The 1988-89 Fiscal Year is the third year in our Five-Year CIP
program and it has been determined that a new five-year program
(1988-93 ) be produced rather than updating the old program.
It is therefore necessary for the Commission to review the
projects that should be included.
Park and facility projects currently included in the CIP are;
Stagecoach Park, Kolb Park, Dolan Park, Senior Center Renovation,
Shannon Park Renovation, Shannon Center Renovation, Alamo Creek
Park, Mape Park Renovation, and Dougherty Hills Park.
In addition, staff has identified the following new projects to
be included in the CIP; Valley Community Swim Center Renovation,
Re-sign park and aquatic facilities (DSRSD) , and the Dublin
Schools Facility Improvements.
At present, Stagecoach Park has been completed and Kolb, Dolan,
Alamo Creek-Phase I and the Senior Center are in progress .
The architect has been secured for the Shannon Center renovation,
but work has not actually begun. It is the recommendation of
staff that the Commission 1 ) Review and prioritize park and
facility capital improvements , and 2 ) Discuss timeline for
implementation of capital improvements. Staff will then
incorporate the Commissions input into the development of the
Five-Year Capital Improvement Plan.
The Commission prioritized and set tentative timelines for park
and facility capital improvements for the 1988-93 Five-Year CIP
as follows:
1 . Shannon Center Renovation FY88-89
2 . Resign Park and Aquatic Facilities FY88-89
3 . Valley Community Swim Center Renovation FY88-89
4 . Shannon Park Renovation FY88-89
5. Alamo Creek Park - Phase II FY90-91
6 . Mape Park Renovation FY90-91
7. Dougherty Hills Park FY91 -92

The Commission would like to see Dublin Schools improvements
included in each year of the Five-Year CIP, however felt that
they could not make recommendations without additional
information.

DONNELL TO SUBMIT THE PRIORITIZED AND TENTATIVE TIMELINE TO THE
COUNCIL FOR THE 1988-93 FIVE YEAR CAPITAL IMPROVEMENT PLAN AS
PRESENTED. (UNANIMOUS)
Diane stated that the budget hearings will be conducted on
June 21 , 22 , and 23 and that she would keep the Commission posted
as to the official location and times.
Summer 1988 Schedule of Recreation Classes and Programs
The Summer 1988 Schedule of Recreation Classes and Programs
brochure was delivered to the post office on May 20 , 1988 for
mailing. Registration for Children and Adult Leisure classes
(Residents ) will begin May 31 ; Enrichment Classes (Non-Residents )
June 6 ; Swim Lessons June 4 ; and Playgrounds June 13 .
A Tenderfoot Day Camp is offered for preschoolers , as well as a
Adventure Ventures , Bumper Bowl, Time for Two' s and Tap and
Ballet, and swimming lessons. Youth can choose from the Summer
Playground Program, swimming lessons , swim team and a host of
leisure enrichment classes . Adults can participate in lap swim
programs , water exercise classes as well as dance, golf , tennis ,
kindercize and more.
The Senior Center will be open for seniors with a variety of
activities to choose from. Summer special events scheduled
include the Third Annual Valley Car Showcase and the Second
Annual City-Wide Flea Market.
Summer Youth Employment Program
The Summer Youth Employment Program is in it ' s third year of
operation and is scheduled to begin on May 31 , 1988 . The program
will be housed at Dublin High School in Building C-10 .
The office will be open Monday-Friday May 31 -June 17 , 12 Noon-
4: 00p.m. ; and June 20-August 26 , 9 : 00a.m. -12 Noon. This service
is designed to place youths ages 13-21 into full-time or part-
time summer employment. Youths must register for the program
with the Employment Coordinator at Dublin High School , Building
C-10 , Business Office. Applicants will be interviewed and
matched to those positions applicable to their interests , skills
and experience.
Diane reported that the Youth Employment Coordinator has been
hired and that staff is currently working on the logistics of
space at Dublin High School.
Staff is considering having a Senior Employment Program.
Commissioner Hernandez pointed out that the seniors do not want
"bottom of the barrel" jobs.

Tour of City Parks and Facilities
At a previous meeting of the Park and Recreation Commission, it
was suggested that a tour of City parks and facilities be
scheduled for the Commissioners. As the Commission has had two
business meetings in May, staff recommends that the June meeting
be devoted to the tour. The tour would include both City parks
and DSRSD parks and facilities that will be transfered to the
City on July 1, 1988. It is suggested that the Commission meet
at Shannon Center on June 14 at 5:30p.m. The final stop would be
the Senior Center where the Commission could have dinner and a
brief business meeting.
The Commissioners were in favor of the tour. Diane stated that
she will invite Steve Lowery, Maintenance Superintendent, and
that the public is also welcome to attend. An agenda statement
will be prepared and delivered.
Staff Reports
Senior Center
Diane reported that the Senior Center Grand Opening has been
scheduled for Saturday, July 16. Commissioner Hernandez is on
the Grand Opening Committee and will give a full report to the
Commission at their next meeting.
Teen Dance
Lori has scheduled a Teen Dance for Friday, July 22. The music
will be primarily rock and roll. Staff has requested that only
two reserve policemen be on duty for this dance.
Other Business
Commissioner Schmitt asked if the Commission could receive copies
of the Senior Center Advisory Committee minutes. Diane stated
that she will add the Commission to the mailing list, and
apologized for the oversight.
Commissioner Schmitt asked what happened to the senior "wish
list", and who will the MC be for the Grand Opening?
Diane replied that the "wish list" will be made available at the
Grand Opening and that Mayor Jeffery will be asked to MC the
event. Commissioner Hernandez stated that the ad hoc committee
wanted to have a contest for the "oldest senior and married
couple". Diane stated that the Council did not feel that this
type of activity was appropriate for the Grand Opening.

Being no further business, the meeting was adjourned at 8:35p.m.
