PARK AND RECREATION COMMISSION
MEETING DATE: May 10 , 1988
The May 10 , 1988 meeting of the Park and Recreation Commission
was called to order at 7 : 33p.m. at the Shannon Community Center,
Dublin, California, by Chairperson Dan Downey.

Old Business
2nd Annual Easter Egg Hunt
The 2nd Annual Easter Egg Hunt was held on Saturday, April 2 ,
1988 , at the Dublin Sports Grounds and was open to children ages
2-12 years free of cost. The hunts were conducted from 10-11am
and the areas were divided into age groups; 2-5 , 5-7 , 8-10 , and
11 -12 . For those children under age two, the Easter Bunny was
available for pictures. The children found candy, Crest
toothpaste kits , plastic eggs filled with toys , and gold eggs
redeemable for prizes and baskets.
Lori DeRego presented the Activity Report which summarized the
event with staff criticisms and suggestions . Lori suggested
conducting a "Breakfast with the Bunny" next year at Kolb Park,
with perhaps the seniors preparing the breakfast. An egg hunt
would follow the breakfast and other organized activities would
be offered. Pre-registration would be required and there would
be a set maximum.
Commissioner Schmitt strongly felt that the two years olds should
be eliminated from the egg hunt, as they are too young to really
understand the event. She liked the suggestion of having a
breakfast and felt that the two year olds could be included in
the breakfast, but not the hunt. Commissioner Downey and
Hernandez agreed.
New Business
Winter 1988 Recreation Report
The Citys Recreation Department offers classes and programs on a
quarterly basis. Activities are publicized through the Schedule
of Recreation Classes and Programs and mailed to residents.
The Winter Quarter encompassed the months of January, February
and March.

Adult Sports
Adult Volleyball Leagues were offered at the Alameda County
Fairgrounds in cooperation with the City of Pleasanton and the
Livermore Area Recreation and Park District. Approximately "43"
teams competed in this recreational Co-ed Volleyball League, of
which 22% were Dublin residents .
Staff tried unsuccessfully to secure gym space at Dublin High
School in order to conduct Adult Basketball Leagues. We then
attempted to start a Saturday Drop-in Basketball Program but the
cost to use the gym on a Saturday was prohibitive. Staff will
continue to pursue obtaining use of the gym.
Leisure Enrichment Classes
Children' s classes were extremely popular during the Winter
Quarter. A total of "267" children were enrolled in the "21 "
classes that were conducted by the Department. The 81 % success
rate is down from both Fall 1987 ( 93% ) and Winter 1987 ( 89% ) .
The Teen and Adult classes offered by the Department continue to
show a decline in enrollment. Only "17" of the "30" classes
offered in the Winter Quarter were conducted for a 57% success
rate. The Arts & Crafts classes and the special interest classes
are beginning to wane. Staff will be investigating new methods
of promoting adult classes .
Playgrounds
The Afterschool Playground Program conducted several exciting
activities this Winter. Murray and Nielsen Playgrounds painted
large murals which were displayed at the St. Patrick ' s Day
Celebration at Shannon Center on March 19 . About "20" of the
children walked in the parade accompanied by the Recreation
Leaders . The Leaders operated one food and two game booths , and
the money raised will be spent on a Barbecue and Games Day at
Mape Park on May 23 .
Preschool Program
The Winter Quarter of Preschool classes continued to maintain
steady enrollment. Three classes were offered for children
2 years-9 months through 5 years and a total of "55" children
were enrolled. Special activities included a field trip to the
Oakland Museum via Bart, a Desert Social for Parents and the
Annual Leprechaun Hunt.
Senior Programs
Although no formal programs were initiated during the Winter
Quarter, the Senior Center Advisory Committee was appointed and
the first meeting of the Committee was held in February.
Renovation of the Senior Center began in January with the
original completion date scheduled for April 15 . Since that time
the completion date has been extended.
Commissioner Hernandez asked if Country Western Dance will be
offered for the seniors . Diane stated that she will check with
the instructor.

Special Events
Stagecoach Park was dedicated to the public on January 30 .
Approximately "100" people attended the park dedication ceremony
which included a ribbon cutting ceremony, stagecoach rides and
refreshments . Prizes were awarded to children and families that
dressed in costumes of the stagecoach era.
The Annual St. Patrick ' s Day Celebration was held on March 19 at
Shannon Center. There was a wide variety of food, games and
entertainment to provide a fun-filled afternoon. There were at
least "1000" people in attendance at this annual community event.
Teen Programs
A Teen Ski Trip was co-sponsored with the City of San Ramon.
Although the trip was not cancelled (San Ramon had 52 signups )
Dublin' s participation in the trip was withdrawn as we only had
one signup.
A Teen Dance was cancelled when it was determined that "slam
dancing" would not be allowed. The dance was subsequently
rescheduled for April 15 with no "slam dancing" .
Dublin Senior Center Dedication
The Dublin Senior Center renovation is nearing completion. On
April 28 , 1988 the Dublin Senior Center Advisory Committee met
and brainstormed ideas for a Dedication Ceremony. Suggestions
included a reception with brief speeches by Mayor Jeffery,
Senator Lockyer, Supervisor Campbell, and Barbara Hellmuth,
Area Agency on Aging; a Ribbon Cutting; Balloons; Cake & Coffee;
Prizes for Oldest and Longest Married; Prizes to be Raffled
(Trips , Dinners , etc . which Committee Members will solicit) ;
Calendar of Events to be Distributed; and Quiet Recorded
Background Music. The Committee has come up with the following
recommendations:

Diane stated that it was orginally suggested that the Senior
Center be dedicated together with Kolb Park. However, Kolb Park
will not be open until August. Since the Senior Center will be
ready this June, seniors and staff do not want to wait till
August for the dedication.

Commissioner Downey suggested that the seniors make a "wish list"
of the types of donations they would like have for the Senior
Center. Diane suggested advertising the event as a Senior Center
Warming.
Valley Community Swim Center Use Policy
As of January 1 , 1988 the City of Dublin assumed the
responsibility for scheduling and programming at the Valley
Community Swim Center from the Dublin San Ramon Services
District. The Swim Center will be open to the public on May 28 ,
1988 and throughout the Summer months the Center will be utilized
by the Recreation Department for public swimming and
instructional classes. When the Swim Center is not in use with
organized programs , staff recommends that we make it available to
schools , community groups and private residents on a rental
basis.
Attached is the proposed Facility Use Policy for the Valley
Community Swim Center. The policy is patterned after the Shannon
Community Center Facility Use Policy. Prospective users are
classified into five classifications with fees appropriate to the
type of group. The fees were developed after conducting a survey
of rental fees in the neighboring communities. It is the
recommendation of staff that the Commission, 1 ) Review and
comment on the proposed policy; 2 ) Approve the policy as
presented or make suggestions for modifications; and 3 ) Direct
staff to submit the policy to the City Council for adoption.
Commissioner Schmitt asked when Family Night was scheduled. She
pointed out that many complaints were that the pool was closed by
staff early. Gregory replied that Family Nights will be on
Fridays from 6-8pm beginning June 24 through September 2 . The
pool will only be closed during inclement weather only. Diane
added that staff will wait a reasonable amount of time before
closing the pool. This will be an experimental Summer as it is
our first year in doing programming for the pool. A variety of
programs are being offered and should give staff a good idea of
what the people want.
Gregory stated that he would like to see the Swim Center
available for rental to groups and individuals. The revenue
generated would help offset the cost of running and maintaining
the pool. He indicated that he has already received several
calls from individuals interested in renting the facility.
Diane pointed out that groups and individuals renting the
facility must provide proof of liability coverage. Commissioner
Schmitt asked if the City insurance wouldn' t cover this type of
use. Diane replied that it covers for walk-in use only, but that
rental of the facility is quite different. Commissioner Schmitt
then asked if the City will provide coverage. Diane replied that
she would check into this matter.

Staff Reports
Teen Dance
Lori reported the the Teen Concert held at Shannon Center on
Friday, April 15 had a total of "221" participants. There was
one minor incident of "slam dancing" but that it was immediately
stopped by the band members. The dance went very well and we
were able to pay each band small amount.
Diane stated that in talking to Sgt. Adams after the dance, he
indicated that the amount ofsecurity required may be reduced for
the next dance.
Commissioner Schmitt asked what happened to the subsidizing of
Teen Programs approved by the Commission? Diane replied that it
was never formally approved by the City Council. Commissioner
Schmitt requested that this item be placed on the agenda for
discussion. Diane stated that she will add this item to the
agenda after the budget hearings. She recommended that the
Commissioners consider attending the budget meetings scheduled,
as there maybe some changes in policy.
Jeff Wilson suggested the City consider attaching a statement to
the checks issued to the band members which would indicate the
distribution of the revenue. He thought that some type of
payment schedule for the bands would be helpful. He felt that by
decreasing the amount of security required would increase the
amount paid to the bands. Jeff pointed out that the bigger bands
want to be paid the money up front. He also suggested using the
Dublin High School quad for a concert.
Other Business
Commissioner Schmitt stated that she would like to host something
at the Senior Center for members of BAPRCBMC later in the year.
Diane pointed out that the seniors will be developing a use
policy for the facility. Commissioner Schmitt stated that she
will wait till then.
Diane stated that a special meeting of the Commission will be
needed to receive input and approval of the 5 Year Capital
Improvement Plan. She suggested Tuesday, May 31 at 7:30p.m., and
that the meeting could possibly substitute for the June meeting.
The Commissioners indicated that they would be available to
attend as scheduled.
Adjournment
Being no further business, the meeting was adjourned at 8:50p.m.
