PARK AND RECREATION COMMISSION
MEETING DATE: April 12 , 1988
The April 12 , 1988 meeting of the Park and Recreation Commission
was called to order at 7 :30p.m. at the Shannon Community Center,
Dublin, California, by Chairperson Dan Downey.
Roll Call
Present: Commissioner Downey, Hernandez , Schmitt, Hudak and
Donnell
Oral Communications - None
Approval of Minutes
Commissioner Schmitt referred to Page 4 , Other Business,
Subcommittee BAPRCBM Barbecue, Paragraph 2 , indicating that
Commissioner Hudak ' s name and hers should be added, and that
Commissioner Donnell ' s name should be deleted.
Commissioner Hudak questioned having "3" Commissioners on the
subcommittee. Diane pointed out that the Brown Act specifys that
only "2" can be on a subcommittee. Commissioner Hudak indicated
that he would withdraw.
The minutes should be corrected to indicate that Commissioners
Hernandez and Schmitt as the subcommittee members.
IT WAS MOVED BY COMMISSIONER HERNANDEZ AND SECONDED BY
COMMISSIONER SCHMITT TO APPROVE THE MINUTES OF MARCH 8 , 1988 AS
CORRECTED. (UNANIMOUS)
Old Business
Shannon Center Facility Use Policy
Diane reported that the Facility Use Policy was not submitted for
review by the City Council for their April 11 , 1988 meeting, as
the agenda was quite lengthy. However it will be reviewed at
their meeting of April 25.
New Business
Teen Dance
On May 8 , 1987 a teen rock concert was held at the Shannon
Center. Jeff Wilson worked closely with the Recreation Director
in organizing the bands , securing chaperones and publicizing the
event. During the concert, slam dancing occurred. At the
request of the Recreation Staff and Police Chief , slam dancing
was prohibited from any future concerts because it presented a
liability to the City.
Once word got out that the City of Dublin would not allow slam
dancing, the teens were no longer interested in concerts at
Shannon Center. After some discussion with staff , they decided
to try another concert, but without slam dancing.

The Recreation Staff discussed with Police Chief Severini the
possibility of lowering the number of required security from six
(6 ) to four ( 4 ) . It was agreed upon by all, that four police
officers would be present at the upcoming concert on Friday,
April 15 . The concert begins at 6 : 30p.m. and will feature BHT,
Electric Funeral, Tyrranicide and Unit Pride.
Commissioner Schmitt pointed out that Dublin High is having a
dance on April 15 . She felt that contact should be made with the
high school to prevent conflicts. Diane agreed.
Commissioner Schmitt voiced her concern regarding the police
report that was not made available to the Commission on the May
8 , 1987 concert. She also disagreed with the report as presented
by Sergeant Adams at the Commission meeting of June 9 , 1987 . As
a chaperone, she felt that the police on duty and the youth in
attendance got along very well and that the concert in general
went very well.
Diane stated that it was her understanding that the report was a
police inter-office memorandum. Commissioner Hudak stated that
the information should be available to the public.
Diane stated that a photographer from the Valley Times was
scheduled to take photos of members of each band on Monday,
however no one from the bands showed. They were not very happy
with the decision to take one photograph with only two members of
each band. Commissioner Downey suggested taking pictures of each
band and have them draw for the one that would be in the paper.
City-Wide Flea Market
The Second Annual City-Wide Flea Market will be held in the
Shannon Center parking lot on Saturday, June 4 , 8 : 00a.m. -2 : 00p.m.
Sellers may reserve a 201x20 ' space for $10 . 00 . Sellers are
responsible for their own setup and takedown. The $10. 00
registration fee includes the space and all the publicity.
There is no admission charge for shoppers . To date, there are
"23" registered for the 1988 event.
The flea market has been advertised in the Recreation Department
Spring Schedule of Classes and Programs. News releases will be
mailed to the Dollar Saver and Motorland magazine. A flier was
mailed to KKIQ for a possible PSA. Ads will be placed in the
newspaper for June 3 and 4 .
Adult Softball
Effective July 1 , 1988 the City of Dublin will take title to
those park and recreational facilities within the City that are
currently owned by the Dublin San Ramon Services District.
Although the City currently has the programming responsibilities
for these facilities, maintenance is still the responsibility of
DSRSD.

One of the 1988 goals adopted by the City Council and having a
medium priority rating by the Council , was to develop an adult
sports program. For the past several years staff has been
working with the Recreation Departments of Livermore and
Pleasanton to offer adult basketball and volleyball leagues,
initially at Camp Parks and most recently at the Alameda County
Fairgrounds.
Adult softball leagues have traditionally been sponsored by each
Department individually. However in Dublin adult softball
leagues are sponsored by the Tri-Valley Softball League. Staff
has met with Harry Demmel, Coordinator of Tri-Valley Softball to
discuss the possibility of the City offering adult softball
leagues in addition to Tri-Valley Softball or whether the City
should assume the total responsibility for adult softball
leagues . Mr. Demmel did not feel there was a need for additional
softball leagues, but was amenable to the City running the
softball leagues currently in operation.
Currently Tri-Valley Softball offers both Mens C ( 1 -6 ) and Co-ed
leagues . The Spring & Summer leagues run for 20 Weeks and the
Fall league runs for 7 weeks. The costs associated with running
the leagues include; 1 ) Field Use Fees ($4,600 ) , 2 ) Umpires (2
per game @ $15 each) , 3 ) Field Prep ( $125 week) , 4 ) Operating
Supplies (Balls , Bases , Chalk, etc) , and 5 ) Awards/Trophies
(Sponsors and individual, 1st & 2nd place) .
If the Commission is in favor of pursuing City-sponsored softball
leagues, staff would recommend that we do not plan on assuming
the responsibility for them until Spring of 1989 . However in
order to make arrangements to have adequate funds included in the
Fiscal Year 1988-89 Budget.
Commissioner Schmitt felt that the current fees charged are too
high and knows that many people are going to Pleasanton because
their fees are lower. She indicated that she was in favor of the
City taking over the leagues , reducing the fees , and would like
to see youth softball startup again.
Diane introduced Bruce Patchin, Tri-Valley Softball League.
He felt that the costs are high, the wind is a problem,
organization is poor and the condition of the fields are bad.
He felt that the sports park has the potential to be a top notch
facility. Diane asked Mr. Patchin what he would recommend to
help solve the wind problem. He indicated that adding more trees
would help. Diane stated that she has spoken to the Park
Maintenance Supervisor who thinks that trees would be worth
looking into, however there is no plan to plant any this year.
Diane asked Mr. Patchin what type of publicity does the Tri-
Valley Softball League use. He stated that they advertise in the
"Whats Happening" section of the newspaper.
Mr. Patchin stated that other cities are very structured in their
field use, however Mr. Demmel is very lenient and lets the
leagues pay when they can.

Mr. Patchin asked Diane if the City were to takeover, what
changes could be expected? Diane replied that there would be an
increase in the level of maintenance, the fees would be reviewed,
a Softball Coordinator would be hired, and all fees would have to
paid up front.
IT WAS MOVED BY COMMISSIONER SCHMITT AND SECONDED BY COMMISSIONER
DONNELL FOR STAFF TO PURSUE CITY SPONSORED SOFTBALL LEAGUES.

Staff Reports
Park Update
Diane reported that Dolan Park Phase I will be going into its "90
maintenance period" , and Phase II has been awarded and work is
scheduled to begin April 25 and to be completed approximately in
September. We are in the process of getting cost estimates for
the removal of the Oleanders at Kolb Park. The Shannon Center
Renovation bid has been awarded and the construction period will
take place approximately from November through January. We are
currently discouraging rentals during these months. Alamo Creek
Park is in Phase I and is moving very slowly.
Other Business
BAPRCBM Barbecue
Commissioner Schmitt stated that in meeting with John O'Donnell
of BAPRCBM, to discuss plans for the barbecue planned at Kolb
Park in July, he indicated that he would provide the printed'
labels for the mailing. She felt that the event would bring many
people from a distance and therefore should be a good show.
Diane pointed out that the "90 day maintenance period" for Kolb
Park has not begun as yet and will not begin until the work is
done. July might not be feasible. Commissioner Hudak suggested
changing the event to August. Diane stated that if the "90 day
maintenance period" began this Friday, it might end by the last
Saturday of July, however she would keep the Commission posted.
Commissioner Schmitt stated that Commissioner Hernandez and
herself will begin checking on costs and menus and report back to
the Commission.
Senior Center
Diane reported that the renovation of the Senior Center has been
extended one week due to the reroofing and exterior painting.
Since this is an addition to the work, it is anticipated that
completion should be in May.
Senior Citizens Advisory Committee
Commissioner Hudak wanted to know how the. Senior Citizens
Advisory Committee is coming along.

Commissioner Hernandez reported that the first meeting was not
held due to a lack of quorum. She stated that Bonnie Leonard,
Recreation Coordinator, is doing a great job and has everything
in control. The committee has completed a brainstorming session
in regards to programming.
Valley Community Swim Center
Commissioner Hudak requested an update on the pool.
Diane reported that currently the pool is in use by the DHS Swim
Team. The pool will be open to the public on Memorial weekend.
Gregory Weir, Aquatic Coordinator, is in the process of making
job offers at this time.
Commissioner Schmitt indicated that she would like to see Friday
nights as "Family Night".
Bruce Patchin stated that last year the pool was closed before
the indicated closing time. He felt that if specific hours are
indicated, they should be enforced regardless of the number of
people using the pool. Mr. Patchin asked if vending machines
would be installed? Diane indicated that having a snack bar
would be considered.
Commissioner Schmitt asked if the City attorney has given input
regarding the non-restrictive membership clause of the Facility
Use Policy? Diane replied that it is currently being reviewed.
Commissioner Schmitt asked if a report will be given on the
Easter Egg Hunt? Diane indicated that a report will be presented
at the next Commission meeting.

Being no further business, the meeting was adjourned at 8:50p.m.
