CITY OF DUBLIN
PARK AND RECREATION COMMISSION
MEETING DATE: March 8 , 1988
The March 8 , 1988 meeting of the Park and Recreation Commission
was called to order at 7 : 30p.m. at the Shannon Community Center,
Dublin, California, by Commissioner Schmitt.

Old Business
Shannon Community Center Facility Use Policy
At the January 12 and February 9 , 1988 meetings of the Park and
Recreation Commission, the Commission considered revisions to the
Shannon Center Facility Use Policy. The Commission approved
revisions to: 1 ) Classifications of Users , 2 ) Continuous Use by
Community Groups , and 3 ) Fee Schedule. The Commission directed
staff to include a provision for "profit" groups who would like
to utilize the Center for private purposes. This was
accomplished by adding an additional classification,
Classification VI.
It is the recommendation of staff that the Commission consider
the proposed revisions to the Shannon Center Facility Use Policy.
If the Commission concurs with the revisions as presented, staff
will submit the revised policy for consideration by the City
Council.
Diane pointed out that the City Attorney is currently looking
into the legality of the non-restrictive membership policy as
part of the Community Group Classification III.
Commissioner Schmitt stated that she had no objection to
permitting Jobs Daughters , Valley Spokesmen, etc. of using the
facility. However felt that if the non-restrictive membership
policy was deleted, it would open it up to almost anyone.
Commissioners Donnell and Hernandez concurred.
Commissioner Schimitt asked if it would be possible to include
something within the policy that would permit groups to apply for
exceptions. Diane replied that Paragraph 3 of Page 1 of the
Facility Use Policy would accommodate groups or individuals
wishing to apply for exception. If a group or individual was
denied use, they could appeal to the Commission and the City
Council.

Charles Norton, Vice-President of the Diablo Valley German
Shepherd Dog Club, stated that they would not meet the proposed
51 %membership. If the group were to restrict their membership
to only residents of Dublin-South San Ramon, they would not have
51 % within that area and would also no longer be chartered by the
State. If the club was not able to continue to meet at Shannon
Center, it would incur a major inconvenience for the club and its
members . Commissioner Schmitt asked Mr. Norton if he understood
the exception procedure and that City Council approval is
required. Mr. Norton stated that he understood.
The Commissioners were in favor of deleting the non-restrictive
membership policy for Classification III. Additionally, the
Commissioners were in favor of the addition of Classification VI
to accommodate commercial use, providing that it did not
interfere with the Departments regular programming.

New Business
Fall 1988 Recreation Report
The Fall 1987 quarter was overwhelmingly our most successful
quarter for children' s classes . A total of 292 children were
enrolled in the 27 classes offered by the department. Of those
27 classes that were offered, 25 of them were conducted for an
outstanding 93% success rate! Classes for preschool age children
continue to be extremely popular, particularly Time for Two' s and
Sing-Along Time.
Of the 63 teen and adult classes offered only 67% were conducted.
The arts and crafts classes that traditionally do quite well in
the Fall quarter did not do well this time. The trips (combined
with LARPD and San Ramon) did very well. We were able to offer a
variety of trips to local areas of interest, as well as special
holiday excursions.
Four special events were conducted by the Department during the
Fall quarter. In October, the Department conducted a Children' s
Halloween Party at Shannon Center, and approximately 300 children
participated. On November 7 , the Annual Pepsi Hot Shot
Basketball Skills Competition was held at the Dublin High School.
Thirty-one youth, ages 9-18 participated in this event which was
sponsored in conjunction with the recreation agencies of
Livermore, Pleasanton and San Ramon.
In December, the Department hosted the Annual Tree Lighting
Ceremony at Shannon Center. Approximately 500 people were
entertained by various community groups. The grand finale of the
evening was a visit from Santa and refreshments , courtesy of the
Dublin-San Ramon Lioness. Breakfast with Santa was held on
December 12 at Shannon Center. This event was co-sponsored with
the Dublin High School Band Boosters with the proceeds
benefitting the band. There were 328 people in attendance at
this event which netted $787 .20 for the Dublin High School Band' s
Ireland trip fund.
The Commission accepted the Fall Recreation Report as presented.

1988 St. Patrick' s Day Celebration
The 1988 St. Patrick' s Day Celebration is scheduled for Saturday,
March 19. As in past years, the Dublin-San Ramon Lions Club is
sponsoring a parade and a corned beef dinner, while the City ' s
Recreation Department is sponsoring the community celebration at
Shannon Center. The parade begins at 10 : 00a.m. and will proceed
West on Amador Valley Blvd. , South on Regional Street, East on
Dublin Blvd. , North on Village Parkway, and West on Amador Valley
Blvd. To date there are approximately "35" entries in the
parade.
The community celebration at Shannon Center will begin
immediately following the parade at 11 : 30a.m. Parade goers may
take advantage of free bus service provided by Wheels from the
end of the parade route to Shannon Center between 11 : 15a.m. and
4: 15p.m. The community celebration will feature local
entertainers as well as food and game booths staffed by community
organizations. The Lions Club' s traditional corn beef and
cabbage dinner will follow the community celebration at 5: 00p.m.
Tickets are available from members of the Lions Club.
Commissioner Schmitt stated that the only thing that would
prevent her from attending the celebration would be if she had to
attend a statewide basketball game in Los Angeles.
Spring 1988 Schedule of Recreation Classes and Programs
The Commission reviewed the Spring 1988 Schedule of Recreation
Classes and Programs . The brochure was delivered to the post
office on Friday, March 4 , 1988 and will be delivered to
residents the week of March 7-11 , 1988. The Spring quarter
begins on April 4 , 1988 . Registration begins March 14 for
residents and March 21 for non-residents. Included in the
brochure are the three Spring special events as well as a variety
of classes and activities for all ages . The brochure also
advertises the new Dublin Community Band.
Staff will be compiling information for the Summer brochure in
the next month. If the Commission would like to have something
included, please contact Cindy Benson, Recreation Coordinator.
Staff Reports
Letters have been sent to those individuals that worked for VCSC
aquatics last year inviting them to apply for the current
available positions. To date we have received 12 responses.
The City Council will be adopting a resolution in support of the
ballot measure for the Park Wild Life initiative.
Renovation on Shannon Center should begn by Fall. Staff is
currently reviewing proposals for architectural services.

Commissioner Schmitt asked when Dolan will be ready for use.
Diane replied that within the next 4-6 weeks plus the 90 day
maintenance period. Bids for Phase II is scheduled for mid
April. The Senior Center renovation is behind schedule and
should be completed by April 15.
Commissioner Hernandez asked if the parking in the rear of
Shannon will be improved. Also, are the Commissioners insured by
the City when they attend seminars, etc.? Diane stated that the
parking is scheduled for improvements during the park renovation.
She will check with the City in regards to coverage.
Other Business
Commissioner Hernandez stated that at the last Commission
meeting, there was discussion in regards to having a barbecue in
Dublin for the BAPRCBM. Diane recommended that the Commission
elect someone to make the arrangements and that she would help if
needed. She pointed out that there is no reservation policy for
the parks and that it would be necessary for someone to stake a
spot. In addition, the Commission should give consideration to
the date, publicity, food, cooking, charges etc.
Commissioner Schmitt felt that tentative plans should begin as
soon as possible. Commissioners Hernandez and Donnell indicated
that they would assist in the planning.

Being no further business, the meeting was adjourned at 8:35p.m.
