EXECUTIVE SUMMARY:
The City Council will consider approval of the design for the Camp Parks Military History
Center. In February, City Council authorized a contract with Van Sickle & Rolleri LLC to
design, fabricate and install museum exhibits in the Dublin Camp Parks Military History
Center. Design concepts were presented and at the June 2016 Heritage and Cultural
Arts Commission meeting. The Commission unanimously recommended approval.
STAFF RECOMMENDATION:
Staff recommends that the City Council approve the exhibit design proposal for the
Dublin Camp Parks Military History Center.
FINANCIAL IMPACT:
The City of Dublin has entered into a design contract with Van Sickle & Rolleri LLC, for
exhibit design/fabrication and installation, not to exceed $300,000. The City Council
authorized the use of the General Fund to pay for the exhibits. The consultant is
recommending additional interior furnishings, fixtures and equipment, such as seating,
storage racks and audio visual equipment for the multipurpose space, estimated at
$56,479. Staff will be pursuing sponsorships and donations to cover these items.
Camp Parks Reserve Forces Training Area has already committed to interior space fit-
outs, estimated to cost approximately $45,200.
DESCRIPTION:
In February, the City of Dublin signed a contract with museum exhibit design firm Van
Sickle & Rolleri LLC (VSR) to design, fabricate and install exhibits at the Dublin Camp
Parks Military History Center, for an amount not to exceed $300,000. The VSR design
team began research and design work in February and visited Dublin in mid-April to
share a rough draft of the exhibit design with City Staff, Camp Parks staff, and Camp

Parks work group members. VSR incorporated feedback from that visit and
conformation from Camp Parks staff regarding building improvements the Army could
fund to finalize the design.
VSR’s proposed design maximizes the roughly 2,800 square feet of available space in
the Camp Parks Visitor Center to provide approximately 2,000 square feet of exhibit
space (Attachment 1). Within the exhibit space are four display islands in the center of
the room that include large attractive graphics, easy-to-read descriptive text, historic
photos, securely encased artifacts and reading rails to provide more in-depth
information. Each serves to display two themes.
Themes, which were previously identified through the work of the Dublin Camp Parks
Work Group, are:
· Introduction to theme -- Camp Parks changing landscape, lives and society
· Dublin transformed from a rural farming community
· Camp Parks-trained Seabees transforming remote areas around the world into
Navy facilities
· Community supporting war effort
· Changing attitudes toward women in military
· Changing attitudes toward minorities in military
· Duty and honor
· Camp Parks changing post-War world
Wall displays include a timeline, map of Fleet City and map of Seabee deployment
around the world.
On the wall nearest the Post-War display is changeable exhibit space that Dublin
Heritage Staff can swap out with seasonal, temporary and more narrowly focused
exhibits pieces. Tentative plans call for the first temporary exhibit to feature military hats
from the Camp Parks collection in a salute to veterans from all eras.
A screen pallet wall -- made of wooden shipping pallets like those made by soldiers in
the Disciplinary Barracks - separates the main exhibit space from an open-walled multi-
purpose area with seating for 40. This multi-purpose area could be used for lectures,
film screenings, classroom activities for visiting school groups or meetings for
community groups, City or Army. The design also includes approximately 120 square
feet for artifact collections storage, a furniture closet and a fun, retro “Army Office,”
where visitors can leave comment cards to share their Camp Parks experiences or their
reaction to the exhibit.
The building interior will remain somewhat austere, in keeping with authentic military
facilities. Parks Reserve Forces Training Area has committed to making the following
improvements, estimated at $45,200:

· Construct two large closets with the history center footprint - one to store
additional artifacts from the collection that are not actively on display, and one to
store chairs and tables for the multipurpose room.
· Finish the floors with polished concrete in the main exhibit area, and install carpet
tiling in the program room and along the north wall of the exhibit room.
· Paint the interior.
· Install UV protective window film on all windows.
· Install doors and hardware.
· Install light tracks and lighting fixtures.
· Install electrical wiring and outlets throughout the exhibit area.
· Install an HVAC system.
While not essential to the exhibit, VSR has recommended a number of furniture, fixture
and equipment (FF&E) purchases to enhance the space (Attachment 2). Staff proposes
to seek sponsorships and donations to fund the following FF&Es, estimated at $56,479
(Attachment 3):
· 40 stacking chairs for the multipurpose area
· 10 folding tables for the multipurpose area
· 1 each chair dolly/table trolley for storage
· 4 Metro racks for artifact storage
· 3 metal benches for visitor seating in the exhibit area
· Audio visual equipment for the multipurpose area
· Framed posters for decoration on non-exhibit walls
· 1 set discovery drawers for accessible artifacts storage
· 1 flat case for viewable artifact storage, which could be tied to the changeable
exhibit
· Assorted “mid-Century modern” military office furnishings for the visitor comment
area
Though outside the scope of this project, VSR also offered a concept of how the
grounds might be enhanced to provide a richer visitor experience, should there be a
desire to make the Dublin Camp Parks Military History Center even more of a
destination for visitors. Highlights include relocation of the historic Camp Parks sign to
the site; a Fallen Heroes memorial, parking for Seabee construction vehicles, Quonset
hut-style picnic/activity shelters; a cargo net obstacle course; and interpretive signage
along the Iron Horse Trail (Attachment 4).
VSR has submitted a draft exhibit planner indicating which artifacts and images they
intend to use and a first draft of exhibit text. They are currently working on Staff’s
requested revisions. Work group member Steve Minniear and Staff provided high-
resolution images for several dozen photographs in the collection, and both VSR and
Dublin teams are working to locate a few images still needed to tell the story.
Following City Council’s approval of the overall design proposal, VSR will complete
shop drawings and begin construction on the exhibits, graphic panels and interactive

media. City Staff will closely review all final graphics to ensure the images and text prior
to fabrication.
The City was notified on June 6 that the necessary building improvements, expected to
be done by the end of September, are delayed. Camp Parks Reserve Forces Training
Area Public Works estimates building improvements will begin construction in the fall
and take an estimated three months to complete. Installation of the exhibits is now
tentatively planned for spring 2017.
This design proposal was presented to the Heritage and Cultural Arts Commission at its
June 2017 meeting and approved unanimously. City Historian Georgeann Vonheeder-
Leopold spoke in support of the project. Cm. Minniear suggested a panel be devoted to
current Parks Reserve Forces Training Area activities, and Staff has been in touch with
the PRFTA public information officer to gather images and additional information to
include.

The Navy Seabees in World War II
They built and fought on six continents and on hundreds of islands.
More than 325,000 men served with the Naval Construction Force
(the Seabees) in WWII, mainly in the Pacic. After the Marines
landed on an island, the Seabees got to work building everything
from roads and airstrips, to oating docks. They created Quonset hut
bases for ghting troops while often coming under re themselves.
And, on the home front Seabees labored loading ships.
During the war, Seabees were known as “soldiers in sailors'
uniforms, with marine training, doing civilian work”. Camp Parks
trained over 100,000 Seabees during World War II. They shipped out
to Okinawa and other islands across the Pacic. Look at the map on
the wall to see all the places these battalions went. (115 words)
They paved the pay to victory
The Seabees built airelds, warehouses and housing on Tinian, in the
Northern Mariana Islands. In 1945, the airport there was the largest in the
world and over 50,000 U.S. personnel lived there.
The Seabees worked in extreme conditions in Alaska. The 38th battalion built
their base there in 1944. After resting at Camp Parks for several months, they
shipped out to Tinian in the Pacic.
On June 17, 1943, some of the 4th Seabee battalion returned by train to
Camp Parks from the Aleutian Islands. The band of that battalion led the
way into base.
The Fighting Seabees, starring John Wayne and Susan Hayward, opened in
San Francisco on March 2, 1944 with an honor guard from Camp Parks
showing the Navy's support for the movie.
The Navy wanted experienced
workers for the Seabees.
Because the Seabees were a construction force, the Navy recruited men
with skills and experience in the building trades. In the early years of the
war, the average age of a Seabee was 37. The men received military
training, including in the use of weapons, even though they were under
the Navy's Civilian Engineer Corps.
Marston matting was an ideal material for making
airstrips: it could be put into place quickly on bare
ground. Seabees used it to create and also repair both
air elds and roads wherever it was needed. In the Pacic
they built 111 major airstrips.

Since 1942, Camp Parks has changed
a place, people and perspectives
When the U.S. entered World War II,
this area was quiet farmland. Within
a year, it was bustling with military
activity as Camp Parks opened and
Fleet City grew up around it.
Between 1942 and 1946, several hundred
thousand passed through its gate. Some
of those were women and minorities,
setting the stage for future changes in
society.
Camp Parks' legacy in the community
continues. Today it's the Parks Reserve
Forces Training Area.

World War II in Dublin
Quonset huts and barracks sprouted where farm elds had been
Dublin farmers supported the war eort
Farming and small town life continued even as the Navy's
presence increased in the area. People ploughed their land,
grew vegetables, and raised cattle and chickens. The
community supported the military with Red Cross blood
drives and tin can drives. And farmers happily gave rides
to hitchhiking sailors.
After the bombing of Pearl Harbor, the Navy wanted to expand
its military presence on the West Coast and needed land close to
San Francisco Bay. Dublin, like so many communities across the
country, was farmland with few people. The Navy saw this open
land, with good roads and the Southern Pacic Railroad running
through it, as the ideal location for their bases.
United Service Organization (USO) volunteers held bake sales
for the military, sacricing family sugar to make baked goods
for troops.
Food was in short supply during World
War II. The government rationed sugar,
meat, coee, canned goods, cheese,
canned milk, and cooking oil. Every
family received ration books with
removable stamps for limited items.

The Landscape Changed
The base grew and the military population swelled, as did
tra c, changing the quiet, rural character of the area. This
change happened not only in Dublin, but also around the
country.
The construction crews started by building Quonet huts.

The building of Camp Parks meant big changes for families
living on small farms like this one. They had to leave their
farms, as did so many others.
An assessor looked at roughly 3,396 acres in the Dublin area
for possible taking and purchase for Camp Parks. The Navy
bought 39 properties, totaling about 2,600 acres. The amount
of land ranged from as small as one acre to as large as 280
acres. The Navy paid an average of about $300 an acre. Below

Marston matting was an ideal material for making airstrips: it
could be put into place in hours on bare ground. A 3,000-foot
runway required just 1200 tons of Marston mat and could be
laid by 100 workers in less than 100 hours. Seabees used it to
create and also repair both air elds and roads wherever it was
needed. They built 111 major airstrips in the Pacic theater.

The Navy wanted workerswith hands-on experience
They built and fought on six continents and hundreds of islands
More than 325,000 men served with the Naval Construction
Force (the Seabees) in World War II, mainly in the Pacic. After
the Marines landed on an island, the Seabees got to work
building everything from roads and airstrips to oating docks.
They created Quonset hut bases for ghting troops, while often
coming under re themselves.
Camp Parks trained over 100,000 men who left their ordinary
jobs to enlist. They learned to work together in war conditions
to accomplish the extraordinary in alien environments.
After their training, the Seabees shipped out to islands across
the Pacic. Seabees leveled the elds, literally and guratively,
for Allies ghting in foreign territory.
Because the Seabees were a construction force, the Navy recruited men with skills and experience in the building trades. In the early years of the war, the average age of a Seabee was 37. The men received military training, including in the use of weapons, even though they were under the Navy's Civilian Engineer Corps.

1973: The U.S. Army determines that Camp Parks is needed as a mobilization and training center for Reserve Components in the event of war or natural disaster.
1974: The Federal Correction Institution, Dublinbecomes one of only three exclusively female federal prisons in the U.S.
1964: The Sixth Army declares the entire installation no longer needed, but is directed by the Department of the Army to retain 1,600 acres for National Guard and Navy use.
Between 1964 and 1973, the Army transfers much of the excess property to the County of Alameda and used as a Job Corps Training Center, where underprivileged male youth are taught academics and trade skills.
March 1965: The U.S. enters the war in Vietnam.
June 1965: U.S. Coast Guard Squadron One uses the range facilities for small arms training in preparation for deployment to Vietnam.

African Americans

They served in a segregated Navy.
More than a million African Americans served in WWII.
Before Pearl Harbor, African Americans served only in the
Navy mess halls. In April 1942, pressure from President
Franklin D. Roosevelt and civil rights organizations forced
the Navy to start recruiting African-Americans.
“is is not 50 men on trial for mutiny. is is the Navy on
trial for its whole vicious policy toward Negroes. Negroes are
not afraid of anything, any more than anyone else. Negroes in
the Navy don't mind loading ammunition. ey just want to
know why they are the only ones doing the loading!"

The disaster at Port Chicago drew attention to racial discrimination in the Navy.
On July 17, 1944, a huge explosion rocked the Port
Chicago Naval Magazine when two ships being
loaded with ammunition blew up. Of the 320 men
killed, 202 were black ammunition loaders. Every
o cer there was white; all the men handling
munitions were black. Three weeks later, after
denying the surviving black seamen 30-day leaves
granted to the white survivors, the Navy ordered
ammunition loaders back to work under the same
unsafe conditions.
Over 250 refused, but under the threat of court
martial, all but 50 returned to work. Those who
refused–the Port Chicago 50–were held in the
Navy brig at Camp Shoemaker. The men were
tried and found guilty of mutiny. The trial seemed
racist to many observers and had the e ect of
raising awareness of racial discrimination in the
Navy.

But they served in a segregated Navy, often in parts of
the country that weren't segregated. The black men who
joined the Navy wanting to serve their country found
themselves with only low-level jobs, like loading ships,
under white ocers. The Port Chicago disaster of July 17,
1944, put a spotlight on this discrimination

Tommie Simpson: Navy Nurse
Women volunteered to serve in the U.S. Navy
When the United States entered World War II, everyone helped
in the war eort. Men enlisted in the military, and women
answered the call to serve by lling roles most had never lled
before, changing both attitudes and lives. Nearly 350,000
American women served in uniform, both at home and abroad.
The WAVES (Women Accepted for Volunteer Emergency Service)
were the women's equivalent of the U.S. Navy. They went to
boot camp, were tted for uniforms, and attended the Naval
Training School. By the end of the war, over 84,000 women
served in the WAVES, making up 2.5% of the Navy. After the
war, many women faced roadblocks in collecting benets. The
ght for women's equality in the military would continue. In
1948, Congress passed a law that allowed women to be regular
members of the military services.

In June 1945, the day she turned 20, Ada “Tommie” Thompson Simpson enlisted in the Navy. The Navy needed women for the hospital corps, and Tommie–moved by recent news from the Navy of her brother’s death in a plane crash at sea–wanted to serve. Although the war ended in September 1945, Tommy was needed at the 3,000-bed Shoemaker Naval Hospital.

The map shows the central location of Camp Parks, Camp Shoemaker,

Bruce Go : Architect
Chief Petty O cer Bruce Go enlisted in the Seabees in
1942 even though he was already a practicing architect.
At Camp Parks, he designed innovative buildings using
discarded and unusual materials, a necessity during the
war. After the war, Go brie y designed homes in the
growing Bay area suburbs. Later, he moved back to the
Midwest where he had a distinguished career designing
homes and civic buildings, and teaching architecture.
Go enhanced the main gate sign with an Art Deco design.
Using materials at hand for inspiration, Go incorporated Quonset hut material into the McGann Chapel at Camp Parks.
Bruce Go remained in the Navy until 1945.
Go designed the Camp Parks Hostess House, a community building
where Seabees could go with their wives or dates. It was modern and
airy, unusual for a military base.

It could be hard, fun or just boring
For some Seabees, Camp Parks was only a way station between oversees deployments. The brochure each Seabee received advised: “The average sailor stays here about two weeks. You might leave in a few hours, or two months. It all depends on shipping and the needs of the eet or overseas units or bases.”
For Seabees who stayed longer, their stay could mean loneliness and boredom with no friends. The Navy provided gyms, pools, movies, dances, and holiday parties to keep everyone occupied and entertained in their free time. Sports were good for morale – basketball, baseball and football teams competed against Bay Area teams. There were, of course, religious facilities: at rst there was one chapel for all religions but later the Navy built separate Protestant and Jewish chapels.

To boost morale the Navy provided entertainment.
Imagine being far from home and war waiting
for assignments or discharge. The Navy brought
in big names in entertainment and music to
relieve boredom. Harpo Marx, Bob Wills and his
Texas Playboys, and well-known big bands
performed here. The base hosted parties and live
broadcasts of the very popular “Duy's Tavern”
radio show. With the help of local cowboys, the
camp even held its own rodeo at Rowell Ranch.

Seabees served in segregated battalions, and their social activities were segregated too. The Navy oered dances and other social events for African American sailors.
Buddy Young played on an
integrated football team at Fleet
City, something unique for the

All military branches have used the facility
After World War II, as new military needs arose, the people
and purposes of Camp Parks changed, and they continue to
change today. It was an Air Force basic training center
during the Korean War. Later, from 1959 to 1973, Camp
Parks was an Army base operating in a standby status under
the Sixth Army, Presidio of San Francisco.
During that period, from 1959-60, civil and national defense
units conducted radiation experiments as part of Cold War
readiness. Later, in preparation for deployment to Vietnam,
the U.S. Coast Guard used the range facilities for small arms
training. Finally, in 1980, the Army designated Camp Parks
as a base for training reserve forces - the role it still plays
today.
Now ocially known as Parks Reserve Force
Training Area, the facility's primary mission is
similar to its charge during WWII: to command,
train and supply troops and military activities. It is
home to the 91st Army Division Reserves, with
Reserve Units training on the weekends and for
two weeks each summer. Camp Parks is the only
San Francisco Bay Area training facility where
ring ranges and a wide variety of training
facilities are available for Army Reserve soldiers.

During WWII, Seabee units came through Camp Parks both before and

The military pays tribute to individuals with awards and decorations.
The United States has a long tradition of awarding
individual medals for distinguished service and
outstanding acts of heroism in combat - valor. The
military also gives ribbons to individuals and to
members of a unit for exceptional performance in
action. Every medal and ribbon tells a story of its own.
All together on
a uniform, they tell about a life of service to our country.
Medals can be symbols of courage and pride, but also
sadness.
Medal recipients didn't act with the intent of getting a
medal, and many times the recipient was the last man
standing. They often say they're receiving the medal for
their fallen comrades who were heroes and died
warriors.

Retired Army Maj. Gen. John P. McLaren Jr., who also served with Hernandez in Iraq.
Army Sta Sergeant Robert Hernandez, of Silver Spring Maryland, joined the United States Army in 1981 and spent more than three years on active duty. Following his active duty tour, Hernandez joined the Army Reserve. He was mobilized in May 2005, to support Operation Iraqi Freedom. His duties included vehicle driver, gunner, scout, and tactical commander. Hernandez was killed on March 28, 2006 when an improvised explosive device detonated near his Humvee during combat operations in Taquaddum, Iraq.
Sta Sergeant Hernandez received many awards including the Bronze Star Medal, Purple Heart, Meritorious Service Medal, Army Achievement Medal, and Good Conduct Medal to mention a few.
