HomeMy WebLinkAbout01-12-1988 Approved PCSC Minutes CITY OF DUBLIN PARK AND RECREATION COMMISSION MEETING DATE: January 12 , 1988 The January 12 , 1988 meeting of the Park and Recreation Commission was called to order at 7 : 30p.m. at the Shannon Community Center, Dublin, California, by Chairperson Dan Downey. Roll Call Present: Commissioner Downey, Hernandez , Hudak, Schmitt & Donnell Oral Communications Dr. Zev Kahn, Dublin resident, asked why there was no work being done on Dolan Park? He pointed out that there were two weeks of no rain however no work was being done on the park site. He stated that he and his neighbors were concerned that the park will not be ready for use this Summer. Diane responded that the park is a Public Works project and that they feel the ground is too wet for the heavy equipment that is used. She assured Mr. Kahn that every effort would be made to complete the park on schedule. She suggested that he contact the Public Works Department if he had any further questions regarding the project. Dr. Kahn brought it to the Commissions attention that he noticed the lights in the parking lot were not on. Diane indicated that she would look into the matter. Introduction of Recreation Coordinator - Senior Citizens Diane introduced Bonnie Leonard, Recreation Senior Coordinator, who has been on-board since December 14 , 1987 and is currently located here at Shannon. She is scheduled to work Monday through Friday from 9am-3pm, and is budgeted for 30 hours a week. Bonnie will have an office at Fallon School as soon as the renovation for the Senior Center has been completed. Bonnie will be the staff person responsible to the Senior Advisory Committee. Approval of Minutes Commissioner Schmitt pointed out that there were deletions of comments on Page 2 , Outstanding Commissioner/Board Member, Paragraphs 2 & 3 . Her statement that she did not feel that she should be singled out for the award, was deleted. Commissioner Hernandez ' s comment in which she stipulated very strongly the "team effort" between herself and Commissioner Schmitt, was also deleted. Commissioner Hernandez agreed, her comment specifically indicated that it was a "team effort" between herself and Commissioner Schmitt and that both should be nominated. IT WAS MOVED BY COMMISSIONER HUDAK AND SECONDED BY COMMISSIONER DONNELL TO APPROVE THE MINTUES OF DECEMBER 8 , 1987 AS CORRECTED. (UNANIMOUS ) - Minutes - January 12 , 1988 Page Two Written Communications - None Old Business Stagecoach Park Dedication At the November 23 , 1987 meeting of the Dublin City Council the Council approved the plans as presented for the dedication of Stagecoach Park. The dedication ceremony will be held on Saturday, January 30 , 1988 from 10 : 00a.m. to 12 Noon. Invitations to neighbors, dignitaries, Council Members and Commissioners have been mailed. In addition, the Winter Schedule of Recreation Classes and Programs publicizes the event. Refreshments consisting of cake, coffee and punch. will be serrved. Helium balloons with the stagecoach logo will be used to decorate the park and be distributed to , those in attendance. The dedication will be held rain or shine and a tent/canopy has been reserved. The Commission is reminded to come dressed in clothing of the stagecoach era! Diane stated that due to the short timeline, staff has had no success in obtaining free entertainment. She suggested one option would be to see if the Wells Jazz Band would be interested in performing free of cost. They have indicated interest in performing at City events in the past. The second option would be to obtain a Country Western Band at a cost of $200-$350 . Commissioner Downey felt that entertainment should come from within the community. Commissioner Schmitt agreed and asked if the Country Western Dancers would be interested in performing. ' Diane pointed out that they would need some type of asphalt or concrete area to dance on and that Stagecoach does not have an area large enough for this purpose. Commissioner Hernandez suggested contacting Dave Burton, who plays the accordian. Commissioner Hudak suggested contacting Eric Burdelson who is the director for the Wells Band & Choir. Shannon Facility Use Policy At the December 8 , 1987 meeting of the Park and Recreation Commission, the Commission considered a request from the Valley Spokesmen to waive the Facility Use Policy for the Shannon Community Center in order that they could continue to use the Center for their monthly meetings. The Commission deferred consideration until they could study the use policy. Below are the areas that have been identified by both the Commission and staff as needing revision. Commissioner Schmitt requested that the revision review be postponed as the continuous user groups are not present to give their input. Commissioner Hudak disagreed, he felt that the review should be done as scheduled. Diane pointed out that the verbage revisions were not included in this agenda statement and recommended that the Commission consider the revisions presented and do the final review at the February 9 , 1988 meeting. Minutes - January 12 , 1988 Page Three CLASSIFICATION OF USERS 1 . Lower the residency requirement in Class III - Community Groups from 75% to 51 %. Commissioner Hudak concurred with lowering the residency ' requirement to 51 % and asked if this would accommodate the continuous users? Diane stated that the Valley Spokesmen and the German Shepherd Dog Club might qualify, however that Job' s Daughters probably would not, as they have a restrictive membership. Commissioner Schmitt questioned whether it would be legal to rent to them. Diane stated that she will look into the legality of this matter. RESERVATION PROCEDURE 1 . Change the deadline for submitting applications from "5" working days prior to the date requested to "10" working days prior to the date requested. Commissioner Downey asked Char Young, Recreation Secretary, if she felt that "10" days would be sufficient? Char responded that she would prefer "15" days, as "10" days would not be enough time for application and receipt of the required insurance certificate. The Commission was in favor of changing the deadline for submitting applications to "15" days . 2 . Change the policy to allow use of the Center on a continuous basis. 1 ) Who would be eligible for continuous use (criteria) ? The Commission was in favor of offering continuous use as a community service to non-profit community based organizations only. 2 ) Would fees be charged and if so, how much? The Commission was in favor of charging fees to those groups using the facility for profit. Use would be on a space available basis . Diane was requested to draft a fee schedule for the Commissions review. 3 ) What percentage of the Center would be made available for continuous use (continuous users vs department sponsored classes) ? The Commission was in favor of sponsored classes having first priority of the Centers use. 4 ) Length of contract - quarterly, bi-annually, annually? The Commission was in favor of doing contracts on a quarterly basis. Minutes - January 12 , 1988 Page Four 3 . Add the following sentence to this section. Transfer of security deposit from one date to another is permitted if the request is submitted in writing no later than 60 days prior to the original date. (This will only be allowed one time) . The Commission was in favor of adding the transfer of deposit information to the Facility Use Policy as submitted. FEE SCHEDULE 1 . Reduce the hourly rental rate for the West, East or A&B Rooms by $20 per hour if rented in conjunction with the Social Hall. The. Commission was in favor of reducing the hourly rental fee by $20 . 00 per hour and felt that all the groups should be notified of this revision. New Business Senior Center Advisory Committee Appointment At the October 12 , 1987 meeting of the Dublin City Council, the Council approved formation of the Senior Center Advisory Committee and adopted the guidelines as submitted. The committee is to be made up of five voting members appointed by the City Council and three ex-officio members . The City Council appointees are as follows : Thomas Fahey (Peter Hegarty) ; Mary Gibbert (Linda Jeffery) ; LeRoy North (Paul Moffatt) ; Alice Pitchford (Peter Snyder) ; and Reina Whitney (Georgean Vonheeder) . One member of the Park and Recreation Commission will serve as an ex-officio member of the committee. Therefore it is recommended that the Commission appoint one of their members to serve in this capacity. It is anticipated that the committee will meet at least once per month and that meetings will be held during the day. Staff support to the committee will be provided by Bonnie Leonard, Recreation Coordinator for Senior Programs. IT WAS MOVED BY COMMISSIONER SCHMITT AND SECONDED BY COMMISSIONER HUDAK TO NOMINATE COMMISSIONER HERNANDEZ AS THE EX-OFFICIO MEMBER OF THE SENIOR CENTER ADVISORY COMMITTEE. (UNANIMOUS) Winter 1988 Schedule of Recreation Classes and Programs The Winter 1988 Schedule of Recreation Classes and Programs was delivered to the Post Office on December 22 , 1987 and was mailed to Dublin residents and San Ramon residents residing South of Montevideo. Registration for classes and trips is currently underway. Minutes - January 12 , 1988 Page Five There are over "50" classes offered for all ages. In addition to the traditional Tap and Ballet, Karate and Tumbling classes , children can choose from new offerings in Irish Dance, Bumper Bowl and Peek-A-Boo Eggs. New classes for adults include Coiled Rag Baskets, Cooper Plate Script, Handwriting Analysis and Retirement Planning. Trips are planned for Whale Watching at Half Moon Bay, Warriors Basketball at the Oakland Coliseum and Skiing at Bear Valley designed specifically for Junior High School ages. Staff is currently planning classes and programs for the Spring and welcomes ideas and input from the Commission and the public. Commissioner Hernandez asked if any jewelry classes will be offerred, and Commissioner Schmitt inquired if another murder mystery is planned? Diane replied that currently we have no jewelry classes offered, however she will refer the interest request to Cindy. The Shamrock Festival Committee is offering a Sweetheart Murder at Staffords on Sunday, February 14 , from 12 Noon to 4pm. Staff Reports Diane reported to the Commission that each department has been requested to submit their Goals and Objectives for 1988 and that the Recreation Departments are due at the end of this month. She suggested scheduling a special Commission meeting to review the Goals & Objectives . The Commission was in favor of scheduling the review for Wednesday, January 27 at 5 : 30p.m. Other Business Commissioner Donnell voiced concern regarding the poisonous Oleandar bushes planted at Kolb Park. Commissioner Schmitt once again requested senior discounts for programs , and that the discount be more than 10% without forms to fill out or income information required. Commissioner Hernandez added that the discount be offerred at the Senior Center as well as other areas. Diane stated that the Senior Center Advisory Committee will consider this matter.
