HomeMy WebLinkAbout11-14-1989 Approved PCSC Minutes • • CITY OF DUBLIN PARK AND RECREATION COMMISSION MEETING DATE : November 14 , 1989 The November 14 , 1989 meeting of the Park and Recreation Commission was called to order at 7 : 31p .m. in the Council Chambers of the Dublin Civic Center. Council Chambers , Dublin , California , by Chairperson Liz Schmitt . Roll Call Present : Commissioner Hudak , Donnell , Downey , Hernandez and Schmitt Absent : Oral Communications - None Approval of Minutes IT WAS MOVED BY COMMISSIONER HUDAK AND SECONDED BY COMMISSIONER DONNELL TO APPROVE THE MINUTES OF OCTOBER 10 , 1989 AS SUBMITTED . (UNANIMOUS) Old Business - None New Business Summer 1989 Recreation Report Diane reported that the Summer 1989 Recreation report summarizes the programs and activities of the Recreation Department during the Summer Quarter , June , July and August 1989 . Seventy-seven percent ( 77%) of the Leisure Enrichment Classes offered were conducted which is the same as during the Summer of 1988 . Ninety-two (92%) of the youth classes offered were conducted with 212 participants . Adult classes served 479 persons and 42% of the classes offered were conducted . The Summer Shenanigans Playground Program ran for eight weeks from June 19- August 11 . It was held at four sites ; Nielsen School , Arroyo Vista Community Building, Wells School and Kolb Park . Total registered participants for Nielsen were 157 , Arroyo Vista 46 , Wells 63 and Kolb Park 70 . The program was well received by the community and provided children with an alternative to staying at home during Summer vacation : The traditional preschool classes are not held during the Summer but Tenderfoot Day Camp was scheduled for 3-5 year olds . This Summer Tenderfoot Day Camp was offered for three two-week sessions and was filled to capacity for each session . Camp was held at Nielsen School due to the renovation of Shannon Center . The June Senior Citizens report was covered in the Spring 1989 Recreation Report . The highlight for the month July was the official celebration of the Center ' s first birthday , July 14 , 1989 , with 85 seniors attending . Average attendance for July was 49 . The August meeting of the Senior Center Advisory Committee was a field trip to the Hayward Senior Center where the Committee was given a tour of the facility and joined their seniors for lunch. Average attendance for August was 51 . Commissioner Hernandez stated that the Hayward facility is a very nice one . At the time of their visit , there was a dance in progress and they seemed to have a very good turnout . She noted that most of the rooms within the facility were in use . MINUTES - November 14 , 1989 Page Two This Summer , Club Teen was introduced for teens sixth through ninth grade . Club Teen activities were held on Tuesdays , Thursdays and alternate Fridays , and consisted of three areas of programming - "Pool Bashes" , "Hanging-Out Days" , and "Get Away Days" . The Pool Bashes were held every other Friday , beginning with the kick-off Pool Bash on Friday , June 23 . Participation in Club Teen activities was lower than what staff had hoped for , but those in attendance at the activities really enjoyed the program . Summer 1989 Aquatics Report During the second season of operation under the Dublin Recreation Department , the Dubin Swim Center was opened on May 27 , Memorial Day Weekend and closed after Labor Day Weekend on September 5 , 1989 . During the Summer 1989 season , the Dublin Swim Center was open for 101 consecutive days beginning Memorial Day Weekend (May 27) through _ Labor Day Weekend (September 4) . The average daily attendance for the Recreational Swim Programs was 198 . The Aquatics Program was under the supervision of the Recreation Coordinator . The Aquatics Coordinator was hired at the end of March to plan and organize the Aquatics Program, as well as to hire and train the seasonal Aquatics staff . Although the number of full-time/part-time personnel was increased to 21 this year as compared to 16 last year , recommendations for next year are to increase staff by 3-4 (preferably instructors) in order to better meet the demands of our expanding program . The Dublin Swim Center Instructional Program offered a wide variety of classes which included Youth Swim Lessons , Adult Swimming Lessons , Specialty Classes , and Safety Classes . Five sessions (ten weeks) of lessons were offered and classes were scheduled both during the morning and in the early evening . The total enrollment for Instructional Programs was 1141 . Tri-Valley SELPA utilized the Dublin Swim Center and it ' s instructional staff for it ' s Learn-to-Swim Program for the developmentally disabled students in the Tri-Valley area . As our own Instructional Program is much in need of expansion in order to meet the needs of our community , staff will be discussing with other Tri-Valley agencies the possibility of sharing this program among the communities which it serves . Friday Night Teen Swim was offered every other Friday evening in conjunction with the Dublin Recreation Teen Program and was extremely well received . Staff will be looking into the possibility of expanding this popular program. The first season of the Dublin "Green Gator" Swim Team attracted 38 participants . Although we were by far the smallest team in the league , our season was successful . The response from parents and participants was very positive , and staff looks forward to expanding and improving this well received program . Staff received a number of requests for additional evening swim opportunities , and will be investigating the adjustment of Recreation Swim hours to accommodate these requests . In summary , . staff feels that the Summer 1989 Aquatics Season was very well received and successful . • MINUTES - November 14 , 1989 Page Three 5th Annual Breakfast With Santa The 5th Annual Breakfast with Santa will be held on Saturday , December 16 , 1989 at the Shannon Community Center . The breakfast will be 'co-sponsored with the Dublin High School Band Boosters who will prepare and serve the breakfast. The $3 .00 fee includes pancakes (all you can eat) , sausage , fruit , milk ,.. juice or coffee . Santa will be available for photos and parents are urged to bring a camera or they can purchase a photo pin for $2 . 00 The photo pin will be a picture of Santa and their child on a pin back. This year we will again offer two seatings and expect to serve 200 at each. Dublin residents can register beginning November 13 , and non-resident registration will begin November 20 . The Commission was invited to come and have breakfast with Santa ! Request for Use of Shannon Center A verbal request to use Shannon Center was received by staff on November 6 . Mr . James Kendall who operates one of the local earthquake relief stations in Pleasanton ( Stoneridge Drive and Santa Rita Road) , has requested to use Shannon at no cost within the next two weeks for a thank you event for volunteers . He has obtained the free services of a DJ and anticipates to have food donated as well . Only non-alcoholic beverages will be served . no admission will be charged , and arrangements have been made for media coverage . Mr . Kendall was informed that requests for exception to the Facility Use Policy rules , regulations , procedures and fees must be submitted in writing and approved by the Park & Recreations Commission , as well as the City Council . He requested that his verbal request be considered at this time . IT WAS MOVED BY COMMISSIONER .DONNELL AND SECONDED BY COMMISSIONER HUDAK TO WAIVE THE FEES FOR USE OF SHANNON CENTER BY JAMES KENDALL FOR AN EARTHQUAKE VOLUNTEER THANK YOU EVENT TO BE HELD WITHIN THE NEXT TWO WEEKS . (UNANIMOUS) Staff Reports - None Other Business Commissioner Hernandez stated that she would like to see a special place in Dublin designated for seniors and veterans for use as a sitting area . She suggested the corner of Amador Valley Blvd . and San Ramon Road . Commissioner Downey asked if this property is owned by the City? Diane indicated that she will place it on the agenda for discussion and look into the matter . Commissioner Hernandez inquired as to the City ' s response to the earthquake and whether a plan was in place for disasters . Diane explained that the City is currently in the final phases of development of a Disaster Preparedness Plan . A simulated disaster will be scheduled in the near future to test the plan . Commissioner Downey asked if there was any damage to the Senior Center? Diane replied that there was some cracking but nothing serious . MINUTES - November 14, 1989 Page Four Commissioner Hudak inquired as to the status of the skateboard park drawing. Diane stated that staff is still working out the details and will make a presentation to the Commission at their next meeting. The schematic drawing will indicate the suggested location of the skateboard park, and if the neighborhood input is positive, will be taken back to the City Council for their final approval. If the neighborhood input is negative, another location will need to be identified and another neighborhood meetingwill need to be scheduled. Commissioner Donnell thanked Diane for the quick response she received in regards to her service request. She stated that new post supports were installed on the bent trees in Kolb Park, and that that the Public Works Department called her and explained the steps that will be necessary to repair the clatter bridge. Commissioner Schmitt inquired as to the status of Rasmussen House. Diane stated that the Historical Society has made a recommendation and will be submitting it in writing to the City. We are also waiting for the property owner to submit something in writing, and the developer is supposed to submit cost estimates, etc. Commissioner Schmitt reported that she has been requested to remain on the Commission through December, when the elections are held.
