PARK AND RECREATION COMMISSION
MEETING DATE : August 8 , 1989
On August 8 , 1989 , at 6 :00p .m . , the Park and Recreation
Commission conducted a tour of City parks and facilities .
The tour included Shannon Community Center , Dolan Park , Mape
Park , Dublin Sports Grounds , Alamo Creek Park , Stagecoach Park
and Kolb Park . The tour ended at the Dublin Senior Center .
Shannon Community Center
Diane reported that the interior renovation of the Center is
about 90% complete at this time . She reviewed the items that
were included in the renovation of the various rooms , including
the addition of an elevator , storage space , downstairs bathrooms
and preschool courtyard .
Commissioner Schmitt asked why the West Room was not painted?
Diane replied that painting was not included as part of West Room
renovation . Commissioner Hernandez asked if a ramp will be
installed at the end of the West deck for the handicapped? Diane
pointed out that outside handicap accessiblity will be included
in the park renovation scheduled for this Fall .
In touring the A&B Room, Diane pointed out that the doors and
windows will need to be replaced due to dry rot .
Overall , the Commissioners were very pleased with the renovation .
Dolan Park
Diane reported that there is an irrigation problem at the base of
Dolan park which is being currently looked into . Commissioner
Donnell noticed that there were areas of the cement walkway with
broken edges .
Mape Park
Commissioner Downey stated that the large bushes at the far end
of the park are used as hideouts , and that mattresses have been
found there . He felt that the area should be cleaned .
Diane reported that the area has already been cleaned of all
debris .
Commissioner Downey asked if the path on the other side of the
creek will remain? Diane stated she would have to check .
Commissioner Hernandez noted that the barbecues are too close to

the trees and could be a fire hazard .
Dublin Sports Grounds
Diane reported that staff will be working with the sports groups
to put together a master plan for the Dublin Sports Grounds .

Commissioner Schmitt suggested putting in a shelter stand from
the wind for spectators . She noted that the vehicle used by the
Fire Department at the festival had not been removed from the
sports grounds , and the broken window glass from the windows
had not been cleaned up . She expressed her concern regarding the
condition of the fields due to the festival use , and felt that
the fields would not be repaired in time for soccer .
Diane stated that she will contact Public Works regarding the
vehicle and broken glass , but that they are already aware of the
condition of the Dublin Sports Grounds fields . If there are any
damages to the fields , the festival committee will be charged
accordingly .
Alamo Creek Park
Diane reported that the park plan includes restrooms , a picnic
area and play equipment . It was noted that the drinking fountain
at the site was missing the on-off handle .
Commissioner Schmitt indicated that the park would be a great
location for an outside concert in the Summer . She asked when
the sign for the park will be installed . Diane stated that it
has been ordered .
Stagecoach Park
Diane noted that one of the trees was missing in the front of the
park . Commissioner Schmitt stated that the lawn looks like it
needs watering . Diane indicated that she believes the lawn has
just be aerated and fertilized .
Kolb Park
The Commission commented on the good condition of Kolb Park in
light of the heavy usage it receives . Commissioner Hernandez
pointed out some dying oleanders .
The meeting of the Park and Recreation Commission ended at the
Dublin Senior Center where the meeting was called to order at
7 : 56p .m. by Chairperson .Liz Schmitt .

New Business
Youth Sports Program
The Fiscal Year 1989-90 Recreation Budget provides funds for the
initiation of youth sports programs . Initially staff anticipates
offering youth basketball and volleyball leagues for both
elementary school students as well as middle school students .
The proposed program would accommodate grades 4&5 (Coed) and
grades 6-8 (Coed) . Volleyball would run September-November and
Basketball January-March for 8 weeks . The first two weeks would
be for practice only , five weeks for practice and games , and the
last week for playoffs . Fees will be charged to cover cost of
staff and supplies .
Staff will be working closely with the School District to
coordinate the program and to insure that programs are not
duplicated . $22 , 000 is budgeted for this program in FY89-90 with
$21 ,940 anticipated in revenue . It is staffs recommendation that
the Commission review the preliminary program information and
provide staff with input .
Commissioner Schmitt asked how much of a fee would be charged?
Do the schools charge a fee? Diane indicated that the fee would
be approximately $30 , and that the schools offer it for free but
limit enrollment .
Commissioner Donnell stated that kids tend to get stressed out
and under so much pressure in competitive sports programs .
She indicated that she would like to see a program that was not
so competitive . Commissioner Schmitt agreed . Commissioner
Hernandez stated that she would like to have a program where the
children do not have to feel that they have to be the best on the
team in order to play . Commissioner Schmitt felt that if a child
signs up , they should be able to play .
Diane asked the Commissioners if they would prefer to have a
program that was geared more towards instruction and team work
rather than competition? The Commission concurred .
Diane asked the Commission if there were any other sports they
would like to see pursued . Commissioner Schmitt indicated that
she would like to see competitive girls softball , and maybe track
and field also .
Diane indicated that staff will draft a detailed program with
fees and schedules for the Commissions review and approval .
Fall Schedule of Recreation Classes and Programs
The brochure is currently at the printer and will be mailed to
Dublin residents beginning August 18 , 1989 . The brochure includes
a summary of the activities available this Fall to the community .
Registration for most programs begins on August 28 for Dublin
residents and September 5 for non-residents .

The brochure highlights the Fall special events which include the
Halloween Spooktacular for children , the Festival of Lights , tree
lighting ceremony and Breakfast with Santa . A number of new
classes have been added for both youth and adults along with a
variety of old favorites . The Lunchtime Activities Program for
teens will again be offered at Wells Middle School . The Shannon
Center Preschool will once again be offered with three classes
for children 2 years-9months through 5 years .
Commissioner Schmitt asked if staff has decided to do another
murder mystery? Commissioner Downey indicated that he would like
to see one planned and held at Shannon Center . Commissioner
Schmitt agreed . Diane indicated that she will look into the
matter .
Staff Reports
Diane reviewed her memorandum handout to the Commission which
outlined the relocation of some of the recreation staff to the
Civic Center . She indicated that besides herself , Cindy and Char
will be moving to the Civic Center . Tracy , Stephanie and Myrle
will remain at Shannon. Stephanie has been hired as full-time
and will be in charge of Aquatics , Preschool , Leisure Enrichment
Classes , as well as the St . Patrick ' s Celebration and Breakfast
With Santa. Cindy will be responsible for Sports , Field
Scheduling , Quarterly Brochure , and the Tree Lighting Ceremony .
Tracy will be responsible for administration at Shannon Center ,
Playgrounds , Teens , and the Halloween and Easter special events .
To update the Commission , Diane reported that the Shannon Park
Renovation will be on the City Council agenda for Monday , August
14 to go out to bid . The Joint Use Agreement will be going to
the City Council and the School Board in September .
The Afterschool Playground Program ends on August 11 , the Teen
Program will be ending soon , and the pool will close on
September 5 . The Shannon Center Renovation is in its final
countdown .
Other Business
Commissioner Hernandez stated that during the park tour , she
noted that some parks seem to be getting more care than others .
She noticed at Stagecoach Park that two trees were dead and that
two more were on their way out . She stated that she is very
proud of the City parks that we have and that the neighbors
should appreciate them . Commissioner Donnell pointed out that if
you drive by the parks on the weekends , you can see all ages
using the parks . Commissioner Downey commended staff on the
progress made over such a short period of time .
Commissioner Schmitt stated that she is very pleased with all the
parks . She indicated that she would really like to see a concert
at Alamo Creek Park planned for the future . Commissioner
Hernandez stated that the Pleasanton Community Band will play
anywhere . Commissioner Downey suggested getting the High School
band to play , and that we should use local bands as much as
possible .

Commissioner Hernandez reported that she has been attending
meetings for the Substance Abuse Program, and that several people
from Parks and Recreation were in attendance at the meeting in
Oakland.
The next meeting of the Park and Recreation Commission will be at
Shannon Center.
Adjournment
Being no further business, the meeting was adjourned at 8:27pm.
