HomeMy WebLinkAbout07-11-1989 Approved PCSC Minutes CITY OF DUBLIN PARK AND RECREATION COMMISSION MEETING DATE: July 11 , 1989 The July 11 , 1989 meeting of the Park and Recreation Commission was called to order at 7 : 46p .m. at the Dublin Senior Center , Dublin, California , by Chairperson Liz Schmitt . Roll Call Present : Commissioner Schmitt , Hernandez , Hudak , Donnell and Downey Oral Communications - None Written Communications Commissioner Schmitt reviewed the written correspondence received from the Bay Area Park and Recreation Commissioners and Board Members Council ' s announcing their quarterly meeting on Saturday , August 26 , 1989 at Moffett Field . The outing is open to family members at a cost of $20 . 00 each which includes a tour of the bases recreational facilities and a barbecue . She indicated that she will be attending with her husband and encouraged the other Commissioners to attend . Commissioner Hernandez indicated that she would also be attending . Diane indicated that the correspondence received from the California Association of Park & Recreation Commissioners & Board Members is notification to renew membership . Approval of Minutes IT WAS MOVED BY COMMISSIONER HUDAK AND SECONDED BY COMMISSIONER HERNANDEZ TO APPROVE THE MINUTES OF JUNE 13 , 1989 AS SUBMITTED . (UNANIMOUS) Old Business Proposed Skateboard Park At the June 13 , 1989 meeting of the Park and Recreation Commission , the Commission discussed the positive and negative impacts of a City-run skateboard facility . Staff was directed to contact Benecia regarding insurance costs and to obtain information from other cities who have skateboard park facilities . Diane reported that staff has been in contact with the City of Benecia . They have a neighborhood park which contains a small concrete multi-use area heavily used by skateboarders . The problems experienced are limited to noise and trash , however they are working closely with the neighbors and the skateboarders to alleviate these problems . The City has not had reports of any accidents resulting from the skateboarders use of the park. The City of Benecia is self-insured and belongs to the ABAG Plan , as does the City of Dublin . In talking with a representative from the ABAG Plan , they state that a facility used for skateboarding would not be excluded from coverage , however they encourage cities to be good risk managers and caution against facilities that pose the potential for future liability . MINUTES - July 11 , 1989 Page Two As discussed at the June 13 , 1989 meeting , staff would not recommend moving forward with a skateboard park for this type of facility for the following reasons : 1 ) Facility is not included in the Park Masterplan , 2 ) the 1988-93 Capital Improvement Program does not include funds for this type of facility , and 3 ) the City does not currently have commercial liability insurance . Commissioner Hudak reported that he visited the Benecia Skateboard Park on July 6 . The skateboard park is a simple concrete area measuring approximately 150 ' x90 ' with raised islands and slopes . The park is surrounded by a picnic and playground area . The skateboard area was very clean and the only trash visible was in the picnic area . He indicated that he was very impressed with the facility and the fact that the kids took turns without any problems . He noted however that no protective gear was worn and felt that if the City were to pursue a skateboard park, protective gear should be required . Mr . Pennington asked if Cronin School , Mape Park , the Dublin Sports Grounds or the Arroyo area could be possible locations? Commissioner Schmitt pointed out that Cronin School is not owned by the City but rather by the School District , the Dublin Sports Grounds is heavily used by many sports groups and we would not add additional use at the expense of another , the Arroyo area is under the Zone 7 Agency . She pointed out to Mr . Pennington that projects of this type take time and not to anticipate results overnight . Diane pointed out that all of the parks have either been renovated , recently completed or are in the process of construction . If we are looking at making changes to Mape or any of the parks in the Masterplan , it would be necessary to have a series of community meetings and obtain input from the neighborhoods involved . To date , the school district has not indicated a willingness to sell any of their property . Commissioners Donnell, Schmitt , Hernandez and Hudak were in favor of pursuing a skateboard park, however concurred that additional information regarding costs , location and insurance should be obtained and reviewed prior to referring this item to the City Council . Commissioner Downey stated that if the City were to consider constructing a skateboard park , who are we building it for , the Pennington ' s? There must be other skateboarders in Dublin, where are they? Lets see them show some interest , get some names . IT WAS MOVED BY COMMISSIONER DONNELL AND SECONDED BY COMMISSIONER HERNANDEZ TO PURSUE A SKATEBOARD PARK FACILITY . STAFF WAS DIRECTED TO OBTAIN INFORMATION REGARDING POSSIBLE LOCATION , COSTS AND INSURANCE INFORMATION . AYE - 4 NAY - 1 (COMMISSIONER DOWNEY ABSTAINED) . Mr . Pennington presented photographs of The Derby , a skateboard park in Santa Cruz for the Commissions review. He pointed out that the park is owned by the City and the skaters make their own rules . MINUTES - July 11 , 1989 Page Three New Business FY1989-90 Budget At the June 27 , 1989 meeting of the Dublin City Council , the Council adopted the Fiscal Year 1989-90 Budget as well as the 1989-90 Update to the 1988-93 Capital Improvement Program. Diane briefy reviewed the summary of the Recreation Department Budget and the Park Capital Projects for the Commission . Commissioner Hudak asked if the Senior Recreation Coordinator at the Senior Center were hired for an eight hour day , would that permit her more time to do administrative work while being alone at the Center? Diane replied that the budget includes 780 hours of part-time assistance which helps free up time for administrative work . Discussion followed as to the need to expand Center hours and programs . Commissioner Hudak suggested that a questionnaire be sent out with the next newsletter to pool the seniors on programs and services they would like to see offered . Capital Improvement Program for Parks The Capital Improvement Program for Parks included funding for Shannon Center Renovation , Park & Pool Signs , Swim Center Renovation , Shannon Park Renovation , Alamo Creek Park (II) , Dublin Sports Grounds Renovation , and DHS Football Field Renovation. Funding for these projects will come from the General Fund , Grants , Park Dedication In-Lieu Fund , and Reimbursements . Staff has initiated discussions on Joint Facility Use Development Agreements as well as financial contributions by the School District for the Dublin High School Football Field Renovation . It is anticipated that a mutually beneficial agreement will be reached in the immediate future . Spring 1989 Recreation Report Diane reported that the Spring 1989 Recreation Report summarizes the programs and activities sponsored by the City ' s Recreation Department during the Spring Quarter , April , May and June , 1989 . Eighty-six percent of the children ' s classes and 78% of the teen/adult classes were conducted . The overall success rate for the Spring classes for the Spring quarter was 80% . The Preschool classes were filled to capacity during Session III (April-June) . Attendance at the Senior Center in April was 59 , in May 70 and in June 56 . The Senior Resource Faire was conducted at the Senior Center on Saturday , June 3 with 200 seniors and 30 exhibitors in attendance . The Fourth Annual City-Wide Flea Market was held on Saturday , June 10 utilizing 42 parking lot spaces and 16 lawn spaces with over 200 in attendance . 1988-89 Afterschool Playground End-of-Year Report The Afterschool Playground Program concluded its 1988-89 school year program on Friday , June 9 , . 1989 . The program maintained a steady daily attendance at each site . MINUTES - July 11 , 1989 Page Four The children attending the program participated in activities planned by the Recreation Leaders . A one time $10 per child registration fee was initiated for the first time this year . In comparing this years enrollment with last years , the fee initiation did not seem to impact the sign-ups or participation in the Afterschool Playground. programs . The Nielsen site was staffed by one Senior Recreation Leader and two Recreation Leaders . Their average daily attendance was 51 children per day , with a high of 70 in April for a special activity . The Murray site averaged 27 children per day , and was staffed by one Senior Recreation Leader and one Recreation Leader . Commissioner Schmitt voiced concern in charging a fee for the program, as it was the Commission ' s original intent to offer the program as a public service . She felt that the fee should either be deleted or that the registration form indicate that a waiver of fees can be requested on an individual basis if a hardship exists . After discussion , it was the concensus of the Commission not to act on this item at this time . Teen Lunchtime Activity Program End-of-Year Report The Teen Lunchtime Activity Program conducted at Wells Middle School concluded its 1989 program on Friday , June 9 . The program was introduced at the school in February and received a tremendous response from students and faculty alike . The program was staffed by a Senior Recreation Leader who was responsible for the planning , promotion and implementation of all lunchtime activities . The activities were conducted during both lunch periods on Monday , Wednesdays and Fridays . Staff Reports Diane reported that the Dublin Swim Center is having a very good Summer this year and that most programs are filled to capacity . Commissioner Schmitt asked if Family Nights are still being offered? Diane replied yes , and that people are requesting that we schedule more Family Nights . Diane reported that the Dolan Park Dedication is scheduled for Saturday , July 15 . Activities will include an ice cream social , entertainment by a juggler and a basketball shoot . Kazoos will be handed out as favors to those in attendance . Other Business Commissioner Hudak stated that his kids were interested in going to the Shadow Cliffs Waterslide trip , but opted not to go because they felt the timeframe which included public transportation would not allow enough time on the waterslides . Diane stated that staff utilizes public transportation to keep the costs down , and will look into times and schedules . MINUTES - Juyly 11 , 1989 Page Five Commissioner Downey asked what was the City Council ' s decision regarding Commissioners receiving a fee? Diane replied that the City Council voted in favor of giving compensation to the Commissioners in the amount of $30 .00 for up to two meetings a month, and will be up for official action at another meeting . Diane stated that if any of the Commissioners had questions or concerns regarding this matter , that they should contact the Councilmember who appointed them.
