PARK AND RECREATION COMMISSION
MEETING DATE : June 13 , 1989
The June 13 , 1989 meeting of the Park and Recreation Commission
was called to order at 7 : 47p .m. at the Dublin Senior Center ,
Dublin, California , by Vice-Chairperson Norb Hudak .

New Business
Skateboard Park
At the May 9 , 1989 meeting of the Park and Recreation Commission ,
the Commission was approached by a group of Dublin residents
regarding the possibility of the City building a skateboard park .
The Commission directed staff to research the item and place it
on the June 13 , 1989 agenda .
Diane reported that staff consulted the Assistant City Manager
who is responsible for the Citys insurance program. The City is
a member of the ABAG PLAN (Pooled Liability Assurance Network) of
which 26 bay area cities are members . As a self-insured agency
the City has no commercial liability insurance . The City
encourages review of projects that would have high risk .
Staff believes it would not be prudent risk management to
encourage activities such as skateboarding on City property which
would increase the potential for claims . Also , a skateboard
facility was not identified nor considered by those residents in
attendance at the community meetings when the masterplan was
adopted . Consequently space has not been set aside in any
developed or future City parks for this type of activity .
Commissioner Hernandez stated that everything involves risks and
felt that it was time that the City did something for our youth.
Commissioner Downey indicated that he was hesitant to put alot of
money into a fad that might be fashionable for a couple of years .
What happens to the skateboard park when there is no interest any
more? What about other cities like Livermore or Pleasanton?

Diane reported that this item has already been presented to the
Livermore and Pleasanton Commissions . Both cities did not
approve the construction of a skateboard park because of
insurance liability .
Mr . William Pennington, resident and skateboard advocate , stated
that his two sons and many of the local kids go to Benecia where
they have a concrete skateboard park. Benecia took away the
right for the kids to skate anywhere in the city except the
skateboard park. Those caught skating within the city are
immediately stopped by the police .
Commissioner Hudak asked if the skateboard park is a type of ramp
or course? Sonshine Pennington stated that it is not a ramp like
the one used by Dublin Cyclery at their demonstrations , but a
flat concrete course with small platforms to skate over .
Commissioner Hudak suggested that the Commission obtain
photographs of the Benecia skateboard park to get a better idea
of dimensions , etc . He asked staff to find out if Benecia has
had any increase in insurance costs , and if they did away with
the park would there be a drop in their insurance costs?
Also , do they require protective gear?
Mr . Pennington stated that the park has posted signs that say
"SKATE AT YOUR OWN RISK" . Some of the kids wear protective gear ,
but alot of them like his sons , do not . He indicated that he has
several photographs of the Benecia skateboard park and would be
happy to bring them in for the Commission to see . Commissioner
Hudak stated that he will be in Benecia within the next few weeks
and will take a look at the park and report back to the
Commission . He requested that this item be tabled for the next
meeting .
Commissioner Schmitt indicated that she would like to know how
Dublin Cyclery handles liability . Commissioner Downey stated
that he will call them. Commissioner Schmitt tabled the item for
the next meeting in which Commissioner Hudak will report back on
the skateboard park in Benecia , and Mr . Pennington will bring
photos for the Commissions review.
1989 Tree Lighting Ceremony
At the May 9 , 1989 meeting of the Park and Recreation Commission ,
Commissioner Hernandez asked that the 1989 Tree Lighting Ceremony
be placed on the agenda for discussion .
Diane reported that Shannon Park will be under renovation
beginning in October 1989 through March 1990 , and therefore will
not be available this year . She reported that although no plans
have been made to date , it has been suggested that the Tree
Lighting Ceremony be moved to the outdoor plaza of the new City
Civic Center . The plaza of the Civic Center has a number of
advantages such as adequate parking , large outdoor gathering
space ; lobby for entertainment or refreshments ; and sufficient
outdoor lighting .

Staff identified the following options for Commission
consideration :
1 . Bring in a large cut Christmas Tree that would be setup
and decorated with lights in the outdoor plaza
2 . Instead of a "Christmas Tree" , put twinkling lights on
all of the outdoor trees to create a mock winter
wonderland
3 . Install lights on the clocktower and have a clocktower
lighting instead of a tree lighting
Diane suggested having just a band and distributing song books to
those in attendance for a holiday sing—along .
Commissioner Hernandez stated that she has talked to several
people who have indicated that they like suggestions #1&2 .
Commissioner Downey felt that the Civic Center would be
an excellent location for the ceremony as it would accommodate
a large number of people and still have space for entertainment .
Commissioner Hudak felt that the Civic Center seems to be the
most logical location .
Commissioner Schmitt felt that Shannon Center held down the
attendance because of its size . However would like to consider
lighting the oak tree at Shannon after the renovation is
complete . She stated felt that the tree at the library should be
lighted as well , and that the more the City does to commemorate
the holiday , the better . Commissioner Hernandez agreed .
Commissioner Downey felt that the City should keep the holiday as
generic as possible . Commissioner Hudak agreed and felt that the
City should stay away from anything of a religious nature .
Commissioner Hudak asked if there are any plans for planting a
living tree at the Civic Center? Commissioner Downey felt that a
living tree is a very good idea , as it would eliminate the
cutting of a tree year after year . Diane stated she would check
into the matter . Diane stated that she will prepare a cost
estimate for the Tree Lighting Ceremony for the Commissions
review and to take to the Council in August .
Other Business
Commissioner Downey stated that the Dublin Rotary would like a
member of the Dublin Senior Advisory Committee to come to the
Rotary meeting of June 20 at 12 Noon to accept $500 to buy a
display cabinet for the Senior Center . Diane indicated that she
will pass this information on to Bonnie Leonard .
Commissioner Hudak asked if the Swim Center has a First Aid Kit
at the pool? Diane indicated yes , and that the Fire Department
was at the pool today to do First Aid training for their staff as
well as the aquatic staff .

Commissioner Hudak asked how the Teen Program is going?
Diane stated that there seems to be alot of interest at this
time .
Commissioner Schmitt referred to the June issue of Leisure Lines
which has an article on Earth Day 1990 scheduled to be held at
Stanford on April 23 , 1990 . Earth Day will address such issues
as acid rain , ozone depletion , toxic waste , recycling , and air
pollution . She stated that she would like to see the City
participate in this event . She requested that Diane write to the
CPRS Environmental Committee to find out what our City can do .
Commissioner Schmitt stated that in the CPRS Legislative Status
Report section of Leisure Lines , there are several measures
listed . She requested the support of the Commission either
individually or as a Commission for measures AB624 and AB1070 .
Measure AB624 , Roberti-Z ' berg-Harris Open Space & Recreation
Program, would transfer an unspecified amount of, money from the
Tobacco Tax to the Roberti-Z ' berg-Harris Program. Measure AB1070
(Cigarette & Tobacco Taxes) , would appropriate $7 , 750 , 000 to the
Public Resources Account of Prop 99 for Roberti-Z ' berg-Harris
Urban Open Space & Recreation Program.

HERNANDEZ TO SUPPORT MEASURES AB624 AND AB1070 . (UNANIMOUS)
Commissioner Hudak requested that a letter of support be sent to
the Senate .
Commissioner Schmitt asked if there was any monies set aside for
the Commission to attend conventions out-of-state? Diane
replied , that staff requests for out-of-state events must be
approved by the City Council , however would check on the
procedure for the Commission.
Commissioner Schmitt inquired as to how to get an article into
the "Happenings Around the State" section of Leisure Lines?
If the Commission appoints a .designated reporter , she will have
staff type and mail the article . Commissioner Schmitt volunteered
as the designated reporter .
Commissioner Schmitt indicated that she has received an
invitation to the opening of the new San Ramon Community Center
scheduled for Friday , June 23 , 7-10pm. Commissioners Hernandez ,
Downey and Hudak indicated that they have not yet received their
invitations .
Staff Reports
Diane reported that the City Council Budget Study Session has
been scheduled for June 27 at 7pm at the School Board Room.
Commissioner Hudak asked if the Task Force projects are included
in the budget? Diane replied yes .

The Shannon Center renovation is moving along and is scheduled
for completion by July 17. The Shannon Park renovation will be
going to bid soon with construction to begin in October.
Commissioner Hudak inquired as to the progress of the Summer
Youth Employment Program? Diane reported that the program is not
doing very well at this time. There are more jobs than students.
The program was scheduled to start on May 30 at Wells, however
facilities will not be available to us until after school is out.
JoAnn Garafalo is on campus at Dublin High during the lunch
period three days a week.
Commissioner Hudak stated that we should negotiate with the
School District for facilities in conjunction with the Task
Force. He said that he has talked to Mr. Gewing and was
guaranteed total control of use after school hours.
Diane reported that the City Council appointed a Liaison
Committee at their meeting last night to work out the details of
the use agreement. Commissioner's Schmitt and Hudak requested a
draft copy of the agreement. Diane indicated that she would send
them a copy.
Commissioner Schmitt asked if a date has been scheduled for the
Civic Center opening? Diane stated that it looks like it will
probably be in late Summer or early Fall. Commissioner Hernandez
asked if invitations would be mailed? Diane replied, yes.
Commissioner Downey asked how everything was going at the Senior
Center? Commissioner Schmitt asked if the attendance at the
Senior Center has increased? Diane responded that the Senior
Resource Faire was held on Saturday, June 10 with 30 vendors
participating. There was a steady stream of people throughout
the day. The Senior Dance group attends lunch on Tuesdays each
week, and there have been some new classes offered which are
gaining support. A Spring report will be on the agenda of the
next meeting which will include senior programs.
