HomeMy WebLinkAbout05-09-1989 Approved PCSC Minutes CITY OF DUBLIN PARK AND RECREATION COMMISSION MEETING DATE : May 9 , 1989 The May 9 , 1989 meeting of the Park and Recreation Commission was called to order at 7 : 41p .m . at the Dublin Senior Center , Dublin, California , by Chairperson Liz Schmitt . Roll Call Present : Commissioner Schmitt , Hudak , Hernandez and Donnell Absent : Commissioner Downey Oral Communications Skateboard park advocates , William Pennington and his sons requested that the Commission address the issue of a skateboard park in Dublin . They thought that Shannon Park or the Dublin Sports Grounds would be good locations for a skateboard park . Diane Lowart stated that this item could be placed on the next agenda for discussion . Staff will look into the liability requirements and check with other City ' s for their input . Approval of Minutes IT WAS MOVED BY COMMISSIONER DONNELL AND SECONDED BY COMMISSIONER HERNANDEZ TO APPROVE THE MINUTES OF APRIL 11 , 1989 AS SUBMITTED . (UNANIMOUS) New Business Summer 1989 Aquatics Program Stephanie Alex , Aquatics Coordinator reported that plans are currently underway for the 1989 Summer Aquatics Program. The Dublin Swim Center will open for recreational swimming on May 27 and will be open daily from 1 :00-5 : 30p .m. through September 4 . Fees for recreational swimming will remain the same as last year , and a variety of instructional programs will be offered . Family nights will be held weekly on Mondays from 7 : 30-9 : 30p .m. from June 5-August 28 . Teens can enjoy four pool parties held on various Friday nights throughout the Summer . The City will sponsor a youth swim team which will compete in the Tri-Valley Swim League , and sign-ups for this program are currently underway . Mrs . Jane Lyall , resident , asked what is the possibility of having a year-round swim team? Diane replied that staff would need to see what the interest is and look at long term plans . 1989-90 Update to the Capital Improvement Program In June of 1988 , the City Council adopted the 1988-1993 Capital Improvement Program (CIP) , which serves as a planning document in which the City ' s capital facility needs are identified . In. ord-er to incorporate any of the school projects into the CIP , staff recommended that the Commission review the park and facility projects as well as the school projects , in order to determine the priority that should be placed on each in relation to the other . MINUTES - May 9 , 1989 Page Two After discussion , the Commission concurred that the school projects were to remain as high priority . They indicated that they would like to see Mape Park incorporated with the Nielsen School renovation , and that Alamo Creek Park Phase II be reviewed on an as needed basis , utilizing available grant funds before they were lost . The Commission placed Dougherty Hills Park last on the list . IT WAS MOVED BY COMMISSIONER HUDAK AND SECONDED BY COMMISSIONER DONNELL TO PRIORITIZE THE SCHOOL AND PARK PROJECTS AS FOLLOWS : 1 . DHS Football Field Renovation 2 . DHS Girls Athletic Fields 3 . D.HS Baseball Fields 4 . DHS Tennis Court Renovation 5 . DHS Outdoor Lighting 6 . C .H. Frederiksen Kindergarten Tot Lot 7 . Nielsen Athletic Field , Play Area and Outdoor Lighting/Mape Park Renovation 8 . Wells-Cronin Athletic Field , Play Area and Outdoor Lighting 9 . C .H. Frederiksen Athletic Field Renovation and Outdoor Lighting 10. Murray School Athletic Field Renovation and Outdoor Lighting 11 . Dublin Elementary Athletic Field Renovation , Mini-Park and Outdoor Lighting . 12 . Dougherty Hills Park Dolan Park Dedication As Dolan Park , Phase II is nearing completion , it is necessary to begin planning for the parks dedication . It was recommended that the Commission review the preliminary plans made by staff , determine a date , and provide staff with input on plans for the Dolan Park Dedication . Staff suggested distributing information on a Park Watch Program at the dedication . The Commission agreed on Saturday , July 15 for the Dolan Park dedication and concurred with staffs preliminary ideas . The Commission felt that promotion of a Park Watch Program at the dedication was a good idea . Dr . Zev Kahn who lives near Dolan Park , indicated that the park is not ready for dedication . He stated that the ground cover planted was not a good choice , as it did not survive the frost . There are alot of weeds in the ground cover area . Several park areas have standing water while others are dry . The stems on the drinking fountain were installed incorrectly or are broken as children cannot operate them. The jumping board in the tot lot was never replaced . Mr . Kahn felt that the City should not accept the improvements until they have been corrected . He indicated that he would inform his neighborhood of the situation and encourage them not to attend the dedication . However , he stated that he would be happy to help with the dedication after the improvements have been corrected . MINUTES - May 9 , 1989 Page Three Commissioner Donnell stated that there are problems with drainage at Kolb Park . Diane stated that she would refer this information to the Public Works Department . Senior Resource Fair A Senior Resource Fair is planned at the Dublin Senior Center on Saturday , June 3 , 1989 . The purpose of the fair is to acquaint area seniors with resources and services available to them. Response to the fair has been favorable with commitments secured from twenty (20) vendors to date . The fair will be held from l0am-3pm and lunch prepared in the Senior Center kitchen will be available for $1 . 00 . The Commission was encouraged to attend this worthwhile activity . Summer Teen Program "Club Teen" Tracy O ' Shea reported that this Summer the Dublin Recreation Department will sponsor a new recreation program designed for teens entering 6th, 7th , 8th and 9th grades . The program "Club Teen" , is designed to provide inexpensive , fun recreational activities for Teens during the Summer . Membership cards are available for a $3 .00 charge which entitles Club Teen members to free admission to all pool party events . A brochure promoting the teen program is currently in the planning stages and will be available by mid-May . It will be distributed at the middle school , at Shannon Center and the library . William Pennington, Dublin resident , voiced concern that the overnighter at Shannon may present problems . He felt that with the current disappearance of Eileen Misheloff , parents may be reluctant to have their children attend. He also felt that drugs and alcohol could be a problem. Tracy assured Mr . Pennington that the event will be well supervised and that participation in this event is limited . She felt that the teen programs offered would be well received by parents as an alternative for their children . Drugs and alcohol are always a possible problem with teen programs , however staff feels that they need to try these programs anyway . Staff is very excited about the programs offered this Summer and optomistic of their success . Commissioner Hudak pointed out to Mr . Pennington that staff has offered several teen events in the past that took place without incident . In fact , the teens themselves acted as security . He complimented Tracy on a job well done , and Commissioner Schmitt wished her well with the program. Winter 1989 Recreation Report Diane summarized the programs and activities sponsored by the City ' s Recreation Department during the Winter Quarter , January through March 1989 . The types of programs offered during the Winter quarter included the Afterschool Playground Program, Leisure Enrichment Classes , Preschool Program, Senior Center Program , and Teen Program . Special events conducted during the Winter Quarter included the Annual St . Patrick ' s Day Celebration and Breakfast With the Bunny . MINUTES - May 9, 1989 Page Four Other Business Commissioner Donnell asked if the digger toy at Kolb Park had been replaced? Diane indicated that she will check. Commissioner Hudak gave a brief report on the workshops he attended at the Annual California and Pacific Southwest Recreation and Park Conference in Sacramento in March. He indicated that the workshop session on the Teen Faire '88 was the most interesting. The Commission discussed in the past, going on field trips to observe programs. He felt that that the Commission should do a field trip to Antioch to get an indepth explanation of their Teen Faire program. The other sessions he attended were Conducting Municipal Sports Leagues, Five Steps to Reducing Stress, Family Recreation Programs and Empowerment. Commissioner Hudak indicated he would give all his brochures and pamphlets to staff for their information. Commissioner Hernandez stated that she has been approached by several people who expressed their disappointment in the small tree used at last years Tree Lighting Ceremony. They indicated that they would like to see the oak tree at Shannon used for the Tree Lighting Ceremony as in the past. Diane pointed out that Shannon Park will be under renovation in December and not available for the Tree Lighting Ceremony. However, there has been some discussion of having the tree lighting ceremony in the plaza at the new Civic Center. She asked Commissioner Hernandez if she would like to have this item placed on the next agenda for discussion. Commissioner Hernandez indicated that she would.
