CITY OF DUBLIN
PARK AND RECREATION COMMISSION
MEETING DATE: April 11 , 1989
The April 11 , 1989 meeting of the Park and Recreation Commission
was called to order at 7: 46p.m. at the Dublin Senior Center,
Dublin, California, by Chairperson Liz Schmitt. -

Approval of Minutes

HERNANDEZ TO APPROVE THE MINUTES OF MARCH 14 AND MARCH 28 AS
SUBMITTED. (UNANIMOUS)
New Business
1989/90 Roberti-Z 'berg-Harris Urban Open Space and Recreation
Grant Program
Diane reported that the City has received allocations under the
Roberti-Z 'berg-Harris Urban Open Space and Recreation Grant
Program. The allocation from Proposition 70 ( 1988 Bond Act) is
$8 ,017 with a required match of $3 ,436 . The allocation from
Proposition 99 (Cigarette Tax) is. $3 , 007 with a required match of
$1 ,289 .
Block grant applications may be submitted beginning May 1 , 1989
and we must have a signed agreement by June 30 , 1990 or the funds
revert back to the State. Staff recommends that these grant
funds be allocated for the renovation of Shannon Park as this
project meets the criteria established by the State and it is the
only park project currently scheduled for FY89-90 . It is the
recommendation of staff that the Park and Recreation Commission
approve the project and direct staff to submit the applications
for approval by the City Council.

HERNANDEZ TO APPROVE THE PROJECT AND DIRECTED STAFF TO SUBMIT THE
APPLICATIONS TO THE CITY COUNCIL FOR APPROVAL. (UNANIMOUS)
Bay Trail Plan
Staff has received correspondence from Susan P. Phillips, Project
Manager of the proposed Bay Trail Plan soliciting a resolution of
support from the City for the Bay Trail Plan. The Bay Trail Plan
proposes development of a regional hiking and bicycling trail
around the perimeter of San Francisco and San Pablo Bays.
The plan was prepared by the Association of Bay Area Governments
(ABAG) pursuant to Senate Bill 100. The plan proposes an
alignment of what will become a 400-mile recreational "ring
around the Bay" . It is staffs recommendation that the Commission
direct staff to submit the resolution of support for the plan to
the City Council for adoption.

Commissioner Downey asked if the Bay Trail Plan would tie into
our trail area? Diane replied no, however it will link up to the
trail system that the East Bay Regional Park District
already has .

HERNANDEZ THAT STAFF SUBMIT THE RESOLUTION OF SUPPORT TO THE CITY
COUNCIL FOR ADOPTION. (UNANIMOUS)
Commissioner Downey reported that he participated in the two
hikes scheduled during Open Space Awareness Week. He reported
that approximately 120 people participated in the Pleasanton
Ridge Hike on Saturday April 1 , and approximately 16 in the
April 8 Donlon Canyon Hike. He encouraged the Commission and
City Council to support Marjorie Labar, President of the Preserve
Area Ridgelands Committee.
3rd Annual City-Wide Flea Market
The 3rd Annual City-Wide Flea Market will be held at Shannon Park
on Saturday June 10 , 1989 from 8 :00a.m. -2 :00p.m. The $15 .00 fee
includes a 20 'x20 ' space as well as all publicity. There is no
charge to shoppers/browsers. The Commission was invited to
reserve a space to sell their surplus goods , or just come to seek
bargains !
California and Pacific Southwest Recreation and Park Conference
The 41st Annual Pacific Southwest Recreation and Park Conference
was held on March 9-12 , 1989 in Sacramento. Chairperson Schmitt
has suggested that it would be beneficial for those Commissioners
who attended the conference, to share their information from the
sessions they attended with the Commission.
Commissioner Donnell stated that she was unable to attend the
conference. Commissioner Downey indicated that he was not
prepared to give a presentation.
Commissioner Hernandez stated that she attended several
workshops, but was most impressed with the workshop on the Senior
Center of Scottsdale, Arizona. The Center is open every day of
the week, serves an early dinner instead of lunch, and conducts a
Senior Fair each year. The seniors also involve youth and teens
in the Senior Fair and other programs . Other workshops attended
were Park Vandalism, the Rights of Seniors and Senior Meals.
Commissioner Schmitt reported that she attended the Brown Act and
Aquatic workshops. The Brown Act workshop reviewed violations
such as conflict of interests , etc. She indicated that she was
very impressed with the Roseville Aquatic program presented at
the Aquatic workshop. Roseville has implemented the Disney
personnel program which has not only improved their marketing and
training techniques , but also increased their revenue.
She suggested that perhaps staff should consider taking as look
at the Roseville aquatic program.

Staff Reports
Diane reported that the renovation of Shannon is in full swing
and that the end result should be worth the inconvenience.
A few instructors were not pleased with having to use school
facilities. A few applicants have cancelled because the
relocation site was not convenient for them. The Senior Dance
group has been relocated to the Senior Center. The Dublin -San
Ramon Seniors were relocated to the Senior Center, but have now
moved to Sunnyglen. The Senior Californians have obtained
facilities at Camp Parks.
The masterplan for Shannon Park presented to the City Council on
April 10 was approved and the architect has been directed to
proceed.
Other Business
Commissioner Schmitt reported that she and Commissioner Hernandez
attended the Bay Area Parks and Recreation Commissioners and
Board Members Council quarterly meeting in Belmont on April 29.
She announced that she has been appointed Vice -President in
charge of membership. On Saturday, August 26, Moffatt Field will
conduct a tour of their recreational facilities. A barbecue will
follow the tour. Those Commissioners interested in attending
should submit their names ahead of time.
Diane reported that the City was alerted of the addition of a new
lane along 580 and the Dublin Sports Grounds. Due to the
liability involved, the City awarded a bid for installation of a
new fence at their meeting of April 10. The fence should be
completed within the week, and all softball leagues have been
notified.
