PARK AND RECREATION COMMISSION
MEETING DATE: February 14 , 1989
The February 14 , 1989 meeting of the Park and Recreation
Commission was called to order at 7 : 30p.m. at the Shannon
Community Center, Dublin, California, by Chairperson Liz Schmitt.
Roll Call
Present: Commissioner Schmitt, Downey, Hernandez , Donnell and
Hudak.
Oral Communications
Dr. Zev Kahn, resident and member of the Task Force, stated that
a newspaper article indicated that the City Council was not in
favor of the priorities of the Task Force. He strongly urged the
Commission to take the Task Force recommendations into
consideration when reviewing the projects.
Approval of Minutes
IT WAS MOVED BY COMMISSIONER HUDAK AND SECONDED BY COMMISSIONER
HERNANDEZ TO APPROVE THE MINUTES OF JANUARY 10 , 1989 AS
SUBMITTED. (UNANIMOUS)

New Business
Senior Center Facility Use Policy
One of the goals of staff and the City Council is to develop a
use policy for the Senior Center. The City Council appointed
Senior Center Advisory Committee has submitted draft
recommendations for use of the Center for review by the Park and
Recreation Commission.
The Commission reviewed the recommendations of the Senior
Advisory Committee and submitted the following comments :
1 . During the hours of operation, the Senior Center is to be
used solely for activities and programs for senior adults
sponsored by the City of Dublin.
The Commission concurred with the recommendation of the
Advisory Committee and agreed that this portion of the
policy could be waived with approval of the Advisory
Committee.
2 . When not in use for Dublin Senior Center activities , the
Center may be used by groups as follows:
Commissioner Downey felt that the Advisory Committee should
recognize that even though it is a Senior Center, the Center
is a City facility and is therefore under the direction of
Park & Recreation Commission. What should be or not be done
at the facility should be determined by the Park and
Recreation Commission and not by the Advisory Committee.

Commissioner Donnell agreed that the seniors should have
first option in use of the facility. However the Center
should be made available for such things as voting, etc.
She thought that perhaps the seniors would feel differently
about opening the Senior Center for use, if the Center could
be properly secured to protect their equipment.
Commissioner Hudak felt that the use of the Senior Center
should be handled in the same manner as Shannon Center.
Commissioner Hernandez indicated that she would like to see
the Senior Center made available for use by the City, the
schools, teens , etc.
Commissioner Schmitt felt that all policies should be
consistent. Whatever the Commission determines is
residential or a community group should be the same for all
facilities . Therefore the definition for community group
and residency as stated within the Shannon Center Facility
Use Policy should be maintained throughout the City.
Additionally, the Department of Aging should be given the
opportunity to use the facility above other groups , as they
provide many services to more people than any other agency.
The 75% senior membership requirement should be consistent
with the 51 % membership requirement as indicated in the
Shannon Center policy.
Commissioner Schmitt asked if anyone has determined if it is
illegal to refuse use because of age, in particular non-
senior groups? Diane replied that when the City applied for
the grant money for the Senior Center , it was clearly
indicated that if the facility was not being used by seniors
the City would like to make it available to the community.
Commission Downey felt that if the Center is used
commercially, it should benefit the seniors .
The Commission concurred that the priority of use and policy
would be as follows :
1 . Senior . Groups
2 . City of Dublin
3. Government Agencies
4 . Community Groups
5 . Chamber of Commerce
It was further agreed that until the renovation is complete at
Shannon Center, the Recreation Director shall use her discretion
in allowing use by private residents in the event that they have
to be relocated from Shannon.

3 . Use of the Center is limited to the Social Hall , Stage and
Kitchen. Kitchen may be used with the following areas
restricted from use: Food preparation equipment, food
storage equipment and dishwashing equipment.
Diane reported that a locksmith has been scheduled to
submit an estimate for locks to secure the equipment.
Commissioner Hudak felt that a list of what is available and
not available for use should be included in the policy.
4 . Groups can only use the facility with the majority approval
of the Senior Center Advisory Committee and/or the
Recreation Department.
Diane stated that by allowing the Advisory Committee to
approve use could prove unwieldy as they only meet once per
month. She suggested that use may be recommended by the
Committee and the final decision made by staff. If there is
a problem with a decision, it can be referred to the
Committee for review.
The Commission concurred.
5 . Alcohol will not be allowed except at special senior center
events .
Commissioner Schmitt felt that she didn't think it would be
a common event, and did not have any objection to the use of
alcohol.
Commissioner Downey asked what the City policy was in
regards tp serving and selling alcohol . Diane replied that
the City requires a permit and liquor liability 'insurance
coverage.
Commissioner Schmitt stated that the use of alcohol should
be consistent with the Shannon policy. The Commission
concurred.
6 . The use of the Center is restricted to persons 55 years and
older.
Already addressed under item #2 .
7 . To insure maximum use of the Center, applications for
continuous use will be issued for a period of one month,
subject to renewal.
The Commission concurred.
8. Timeline for Submission/Fee Schedule.
Submission: The Commission concurred that the timeline for
submission of use permits should be no more than 3
months in advance of the date requested.

Fee Schedule: The Commission concurred that the fee
schedule should be consistent with the Shannon policy.
Diane asked the Commission if they wanted to review a draft
policy before it was submitted to the City Council?
The Commission concurred that if the policy is consistent with
the Shannon policy to submit it directly to the City Council.
East Bay Regional Park District Proposed Regional Trails
Masterplan
At the December 13 , 1988 meeting of the Park and Recreation
Commission, the Commission discussed future trail development in
Dublin and reviewed trail systems in neighboring communities.
The Commission directed staff to do further study on potential
trail development in Dublin and the extended planning areas and
report back to the Commission at a future meeting.
The proposed Regional Trails Masterplan for EBRPD was reviewed
with the Commission and Mr. Ray Grimes.
Staff from EBRPD will be preparing a slide show of open space and
trail opportunities for viewing by the Commission at a later
date.
1989 St. Patrick' s Day Parade and Celebration
The 6th Annual St. Patrick ' s Day Celebration is scheduled for
Saturday, March 18 , 1989 . As in past years, the Dublin-San Ramon
Lions Club will sponsor the traditional St. Patrick' s Day Parade
and the City ' s Recreation Department will sponsor the community
celebration. The parade is scheduled to begin at 9 : 30a.m.
The community celebration is scheduled immediately following the
parade. This year the celebration will be held at Dublin High
School as the Shannon Community Center will be under renovation.
Local community groups will host food, game and information
booths and entertainment will be ongoing provided by area talent.
Commitments to participate in the annual celebration have been
secured. Street banners depicting the traditional "pot of gold"
will go up the first week of March. Additionally posters and
flyers will be distributed throughout the community.
Fall 1988 Quarterly Report
Five-hundred and sixty two people participated in Dublin
Recreation programs during the Fall Quarter. Of the "58"
programs offered, forty-six classes actually met, resulting in an
81 % success rate. This is one of the best overall success rates
ever for our department.
There were three age distinctive classes available in our
preschool . The afternoon class was expanded to three days per
week in an attempt to accommodate a greater number of children
desiring a three day program. All three classes were very
popular.

In addition to the regularly scheduled classes , the Recreation
Department conducted four special events during the Fall Quarter,
the ".Halloween Spooktacular", the Basketball Hoop- 'D-Do at Dublin
High School , the "Annual Holiday Happening" (Tree Ceremony) , and
the "Fourth Annual Breakfast with Santa".
For the fourth year in a row, the Department has offered their
Afterschool Playground Program for 1 -5 grade children at the
Murray and Nielsen Elementary schools. A one-time fee of $10 .00
per child was initiated to help offset administrative costs, and
the fee has not appeared to have any impact on the registration
received.

During . the school Christmas vacation, a special holiday program
"Winter Wonderland" was held for the first time at the Shannon
Center for K75 grade children. - The program featured holiday
games , crafts and special events . and was offered on Monday,
.December 19 through Thursday, December 22 from 12 :00-4:OOp.m.
. The cost was $3 .00 per child per day or $10 .00 per child for all
_four days . The program was well received by all who participated
and staff anticipates offering: a similar program next holiday
season.
Recess: Commissioner Schmitt called for a recess at 8 :20p.m. ,
and the meeting was called to order at 8:30p.m.

• ' Dublin. Schools Facilities Task Force
The City Council authorized staff to seek the services of a
professional landscape architect to prepare cost estimates for
the improvements identified in the Task Force report. Singer &
Hodges, Inc. has prepared a report for athletic field and park
area renovation. The report includes a brief summary of each
• project and the costs associated with the project.
Although the. Task Force members identified priorities for
projects in the final report, it is recommended that the
Commission review the projects as well. as the associated costs
and develop a- revised priority list.

The Commission reviewed the draft recommendations and prioritized
the projects as follows:

5. Nielsen School (in conjunction with Mape Park)

The Commission identified projects at Dublin High School as high
priority. Artificial turf for the high school football fields
was not desirable, and the upgrading of the lighting and
bleachers was preferred over replacing them. The Commission
felt that upgrading the fields and kindergarten at
C.H. Frederiksen was sufficient, and that the additional cost for
a playground was not necessary.

DONNELL TO ACCEPT THE LIST AS PRESENTED. (UNANIMOUS)
Diane stated that she would take the Commissions recommendations
to the City Council, and indicate to the Council that the
Commission feels strongly that the City should have a commitment
from the School District prior to expending any funds.
Other Business
Commissioner Downey indicated that he has witnessed skate
boarding at Kolb Park. Diane stated that there has been some
vandalism also and that the neighborhood should be watching for
these types of things.
Commissioner Donnell stated that she has noticed that the lights
are not working around the par course, and that she noticed that
the old park sign was in the dirt.
Commissioner Schmitt stated that as the new Chairperson, it was
her responsibility to channel members into different areas of
recreation. Commissioner Downey - Trails, Hudak - Teens,
Hernandez - Seniors, Donnell - Teens, and Schmitt - Aquatics.
Commissioner Schmitt reported that a goals and objectives meeting
is scheduled at the School District on February 23 at 6:30p.m.
Staff Reports
The City Council has awarded the Shannon Center renovation bid
and work is scheduled to begin anytime.
The costs for the swim team has been approved.
Packets for the conference in Sacramento will be given to each
Commissioner upon confirmation of the reservations. A meeting
can be scheduled before the trip if needed.

Being no further business, the meeting was adjourned at 10:15p.m.
