Provide Staff with Direction FINANCIAL STATEMENT : None DESCRIPTION At the June 13, 1989 meeting of the Park and Recreation Commission, the Commission discussed the positive and negative impacts of a City -run skateboard facility. After receiving input from both the public and staff, the Commission asked for further information with regards to other skateboard facilities in the area. Staff has been in contact with the City of Benecia who have a neighborhood park which contains a small concrete multi -use area which is heavily used by skateboarders. This space could also serve as an outdoor amphitheatre but, to date, as not been utilized as such. The problems experienced by Benecia are limited to noise and trash but they are working closely with the neighbors and the skateboarders to alleviate these problems. The City has not had reports of any accidents resulting from the skateboarders use of the park. The City of Benecia is self -insured and belongs to the ABAG Plan, as does the City of Dublin. In talking with a representative from the ABAG Plan, they state that a facility used for skateboarding would not be excluded from coverage, however they encourage cities to be good risk managers and caution against facilities that pose the potential for future liability. As discussed at the June 13, 1989 meeting, staff would not recommend moving forward with a skateboard park for the following reasons: 1. Location - A site for this type of facility is not presently included in the Park Masterplan. 2. Funding - The 1988-93 Capital Improvement Program does not include funds for this type of facility. 3. Liability - The City does not currently have commercial liability insurance, and it is not prudent to encourage activities which may result in claims. If however, the Commission would like to pursue this type of facility, staff recommends that the matter be brought before the City Council for their input.
