As this item was not on the agenda, the Commission directed staff to research the item and place it on the June 13, 1989 agenda. In addressing the issue of a skateboard park, staff consulted the Assistant City Attorney who is responsible for the Citys insurance program. The City is a member of the ABAG PLAN (Pooled Liability Assurance Network) of which 26 bay area cities are members. To determine the premium that each City pays for insurance, the PLAN takes into account the population of the City, the employee payroll, the number, type and dollar amount of losses incurred. As a self -insured agency the most successful way of keeping insurance costs low is to minimize the number of claims that are incurred on an annual basis. In the past few years, staff has worked diligently to identify and minimize exposure and hazards. As a result, the City's premium is estimated to be 12.5% less in Fiscal Year 89-90 compared to the previous year. Thus staff believes it would not be prudent risk management to encourage activities such as skateboarding on City property which would increase the potential for claims. Another issue to consider is a potential site for a skateboarding park or facility. In the current parks masterplan, a skateboara facility was not identified nor even considered by those in attendance at the community meetings when the masterplan was adopted. Consequently space has not been set aside in any developed or future City parks for this type of activity. In conclusion, it is staffs recommendation that the Commission receive the input from those residents interested in pursuing a skateboard park, and provide staff with direction on how the Commission would like to proceed.
