RECOMMENDATION 1. Receive Presentation from Beals/Lechner Associates 2. Receive Public Comment 3. Provide Staff and Consultant with Direction FINANCIAL STATEMENT $818,180 is available in the 1988-93 CIP for Park Improvements DESCRIPTION At the April 28, 1986 meeting of the Dublin City Council, the Council adopted the Parks Masterplan Report for Alamo Creek, Dolan, Dougherty Hills, Kolb, Mape and Shannon Parks. Since that time Dolan and Kolb Parks have been constructed and Alamo Creek Park, Phase I is under construction. Renovation of the ten acre Shannon Park is scheduled for FY88-89/89-90. In order to proceed with the renovation of Shannon Park, the City has retained the landscape architectural firm of Beals/Lechner Associates to prepare the final design and construction documents for the park. Presently Beals/Lechner is in the Analysis and Design Phase for the Shannon Park renovation. In this phase, the program will be refined and a revised masterplan for park improvements will be developed. The next phase, Design Development, will address the specifics of all the elements within the project. Design Development is followed by preparation of construction Documents. Prior to proceeding with Design Development and Construction Documents, the revised masterplan needs to be reviewed and approved by the Park and Recreation Commission as well as the City Council. Therefore it is recommended that the Commission take the following action: 1. Receive Presentation from Beals/Lechner Associates 2. Receive Public Comment 3. Provide Staff and Consultant with Input If the public and the Parks and Recreation Commission view the proposed masterplan favorably, staff will submit it for City Council review on April 10, 1989. If changes need to be made to the proposed masterplan, staff recommends that another special meeting be held on Tuesday, April 4, 1989. The Architectural Firm of Beals/Lechner Associates have prepared the final .design based on the masterplan adopted by the City Council on April 28, 1986. As you have shown an interest in the park at previous meetings, you are invited to attend and comment on the final design. The meeting will begin at 7:30p.m. and be held in the Board Room at the Dublin School District Offices, 7471 Larkdale Avenue, Dublin. Irrigation A. Northeast corner of park (rear driveway area) lacks automatic control of irrigation systems. These systems should be redone anyway. B. Upgrade planting and irrigation on east side of rear driveway to earthen V-ditch. C. Replace existing irrigation controllers with Rainmaster RME's. D. Replace/upgrade systems around building. These are inefficient, as they water shrubs, turf, and path at the same time. E. Upgrade existing systems and assure adequate coverage of these systems. 2. Planting A. Trim Eucalyptus at west side of park and determine long-term health of trees. B. Determine whether or not trees in parking lot should remain. Increase shrubbery in parking lot. C. Upgrade planting areas under Eucalyptus on west side. D. Use of drought tolerant species wherever possible. 3. Structures A. Replace preschool play equipment. B. Wall is damaged in rear parking lot near electrical transformer. 4. Paths, A/C A. Walkway around building needs to be redone, specifically under and around bridge. B. Paths are needed through parking lot landscaping. C. Check condition of all asphalt driveways (particularly rear driveway). There is soil movement at existing turnaround. Drainage should be provided for in turf just north of DSRSD pump house. C. De -silt creek. 6. Miscellaneous A. Gate for access road at rear parking lot. This meeting for Shannon Park renovation was to present the final master plan design to the Commission and community for design input. The cost analysis was forwarded to Diane Lowart and is pending refinement by Beals/Lechner Associates and Associated Professions, Inc. for engineering costs. A first pass through found the budget to be approximately $840,000. This is over the City's budget with contingency. Beals/Lechner Associates will prepare a refined budget for Diane Lowart before the City Council meeting on April 10, 1989. I. PRESENTATIONS BY CONSULTANT A. Gary Carlson reviewed the site inventory and analysis plan to the Commission and community. Carlson reviewed the overall site, circulation, views and areas which need improvement. B. Ron Lechner began by presenting the design process which resulted in the preliminary design. Lechner proceeded by walking through each design element in the master plan. II. QUESTIONS AND CONCERNS A. Capacity of handicap parking in the rear turn -around lot. B. The possible location of par course equipment. C. Time frame for beginning construction of park. The overall cost was found to be $840,000, which is over the -City's budget with contingency. As stated previously, Beals/Lechner Associates will refine the cost estimate with direction from Diane Lowart. B.
