DESCRIPTION On November 8, 1989 the voters of
Alameda and Contra Costa Counties approved the passage of
Measure AA, the Regional Open Space, Wildlife, Shoreline and
Parks Bond Act of 1988 sponsored by the East Bay Regional Park
District. The $225 million bond issue provides funding for
acquisition and development of regional and local parks and open
space as follows:
75% - East Bay Regional Park District (75%-land purchase,
25%-land development)
25% - Local Park and Recreation Agencies on a per capita
basis
Dublin's allocation under this grant program is $631,316.
The funds will be available in two phases as shown below:
Phase I (1989-1992) - $473,487
Phase II (1 992-1 995 ) - $1 57, 829
Applications for Phase I projects are due no later than
May 1, 1989 and will be evaluated utilizing the following
criteria:
1. Urgency of project
2. Degree to which preparations are in order
3. The percentage of private business use involved in the
operation of the project as defined by Federal tax law
4. Likelihood of completion in three years
Based on the aforementioned criteria, staff recommends that these
funds be utilized for the renovation of Shannon Park. Design of
the project is currently underway and construction is tentatively
scheduled to start in early Fall. This coincides with the
timeline for distribution of Phase I monies as prepared by East
Bay Regional Park District. By applying these funds towards the
Shannon Park renovation project, this will free up general fund
monies that could be used for other capital improvement projects.
The funding plan for the renovation of Shannon Park is as
follows:

Therefore it is recommended that the Commission take the
following action:
1. Approve application for the EBRPD Regional Open Space,
Wildlife, Shoreline and Parks Bond, Phase I for Shannon
Park Renovation
2. Direct staff to submit the Commissions recommendation
to the City Council
