PARK AND RECREATION COMMISSION
MEETING DATE: NOVEMBER 6, 1990
The November 6,1990 Joint Meeting of the Park and Recreation Commission and
Dublin Senior Advisory Committee was called to order at 6 :47p.m. at the
Dublin Senior Center, Dublin, California, by Chairperson Norb Hudak.

APPROVE THE MINUTES OF OCTOBER 9, 1990 AS SUBMITTED. (UNANIMOUS)
New Business
Information Exchan•e - Park and Recreation Commission Senior Advisor
Committee
Current Senior Center Programs and Services - Bonnie Leonard reported that
in June, the Center sponsored it's Second Annual Senior Resource Faire with
40 exhibitors and 200 participants. Average daily attendance in June
was 62.
Through a grant received from the Tri-Valley Community Fund, in July the
Senior Center contracted with the Senior Support Program of Valley
Community Health Center to provide on-site case management at the Center.
The Center's Second Birthday was celebrated with a buffet luncheon with 92
seniors in attendance. The average daily attendance in July was 52.
In August, 70 seniors attended the Second Dog Days of Summer Barbecue.
Mondays were added to the luncheon schedule. The average daily attendance
in August was 52.
The Center offers Senior Support Cards at $5 which entitles the holder to
discounts on trips and some lunches, and guarantees their name on the
mailing list for the monthly newsletter.
Bonnie stated that she is still negotiating with the Senior Dancer Group
from Shannon to relocate to the Senior Center. The Dublin-San Ramon
Seniors and the Senior Californians do not wish to leave Shannon, as they
consider Shannon their Senior Center. Bonnie indicated that this
situation defeats the purpose of the Dublin Senior Center. Particularly,
when they do not meet residency requirements.
Commissioner Hudak stated that if these groups are restrictive in their
membership and do not meet the residency requirements, they should be
charged the applicable fees for their use. Commissioner Jones agreed.
Diane indicated that she will investigate the matter and report back to the
Commission.

Future Vision for Senior Center Programs and Services - Bonnie stated that
the City has a lease on the current Senior Center for seven years. At the
end of the lease, it is envisioned that theCenter will be too small and a
larger facility needed. It would also be ideal to have a facility with
different rooms that could be used for the various programs.
A short-term goal in the form of an outreach program is planned to find
those people 55 and over, including a telephone campaign to reach all
shut-ins.
Diane asked the Committee if the senior volunteers for the Center have
indicated that they would like to receive payment. Mary Gibbert stated
that the volunteers do what they do because it enriches their lives.
Barbara Gifford stated that they enjoy volunteering, and would take it as
an insult to be paid for it.
Commissioner Hudak suggested that the Senior Advisory Committee at their
next scheduled meeting, discuss short and long term goals for the Center,
and also make a list of what they would like to have at a new center.
Overview of Current Recreation Department Programs and Services -
Diane reported that the current programs and services offered by Parks and
Recreation include: Preschool Program, Teen Program, Playgrounds, Aquatics
Program, Senior Center, Adult Softball Leagues, Youth Employment, Leisure
Enrichment Classes for all ages, and several yearly special events. In the
last five years, five parks have been constructed and completed, including
renovation of the Dublin High School football fields.
Commissioner Hudak informed the Advisory Committee that the Commission is
currently in the process of adding a teen representative to the Commission.
Diane encouraged the Committee members to refer their concerns or issues on
senior matters to Bonnie, who in turn will schedule a meeting with the
Commission to discuss them.
Park and Recreation Facilities Master Plan - Diane reported that the City
has hired a consultant to develop a long term plan for parks and recreation
facilities. One of the components of the master plan is the creation of an
Advisory Steering Committee to provide input on community-wide needs in
regards to Park and Recreation facilities. The Steering Committee is to be
composed of representation from the: City Council, Park and Recreation
Commission, School District, Special Interest Groups, Student and City
Staff. It is recommended that the Senior Advisory Committee appoint a
representative to the Advisory Steering Committee.
Bonnie stated that she will place this item on the Advisory Committee's
November agenda for discussion and appointment.
Quarterly Recreation Report - Summer 1990
Diane summarized the programs and activities conducted by the Recreation
Deparment, and Bonnie briefly summarized the Senior programs conducted
during the Summer Quarter, June through August for the Commission and
Advisory Committee.
Other Business
Commissioner Hudak asked if it is still the City's intent to have the SELPA
program rotated between the Cities. Diane responded that she has been in
contact with Jack Taylor and explained the plan for rotating the program.
If rotation is not going to be possible, staff plans to investiage the
possibility of offering a program sponsored thorugh the City.

Commissioner Jones pointed out that the old soccer goals are still stacked
by the fence along Ozzie Davies. Diane indicated that she is aware of the
situation and is currently working with the Soccer League.
Commissoner Jones stated that the Dublin Little League has appointed
Brian Mahondro as their representative to work with the City.
Commissiner Donnell inquired as to the outcome of the football field
dedication. Commissioner Hudak stated that there was a large turnout and
that it was very nicely done.
Staff Reports
Diane reminded the Commission of the Alamo Creek Dedication scheduled for
Saturday, November 17, and the Joint Commission Meeting in Danville on
November 15. The Commission will receive a mailed invitation to the City's
Annual Tree Lighting Ceremony for December 3 .

Being no further business, the meeting was adjourned at 8 :10p.m.
