CITY OF DUBLIN
PARK AND RECREATION COMMISSION
MEETING DATE: OCTOBER 9 , 1990
The October 9,1990 meeting of the Park and Recreation Commission was called
to order at 7:36p.m. at the Civic Center, Dublin, California, by
Chairperson Norb Hudak.

Correspondence from the East Bay Regional Park District
The East Bay Regional Park District is putting together a a Land Use
Development Plan (LUDP) for Las Trampas Regional Wilderness. Staff will
forward additional information to the Commission as it becomes available.
Approval of Minutes
IT WAS MOVED BY COMMISSIONER DONNELL AND SECONDED BY COMMISSIONER JONES TO
APPROVE THE MINUTES OF AUGUST 7, 1990 AS SUBMITTED. (UNANIMOUS)
Old Business
Student Representative to Parks & Recreation Commission
The changes recommended by the Commission at their meeting of
August 7, 1990 have been incorporated into the Bylaws and Rules of
Procedures to accommodate the addition of a Student Representative to the
Parks & Recreation Commission. Upon approval, staff will present the
revised Bylaws and Rules of Procedure to the City Council at their next
scheduled meeting for adoption.

APPROVE THE CHANGES AS SUBMITTED. (UNANIMOUS)
Alamo Creek Park Dedication
Diane reported that at the Commission meeting of August 7, 1990, the date
for the Alamo Creek Park dedication was set for October 27, 1990.
Since the completion date has been delayed until November 16, 1990, the
City Council at their meeting of October 8, 1990 approved recheduling the
dedication to November 17, 1990. Staff will proceed with the plans as
discussed and reviewed at the August 7, 1990 Commission meeting.
Afterschool Recreation Program
Tracy reported that based on the direction provided by the Commission at
their meeting of August 7 , 1990, the Afterschool Recreation Program was
revised to include a "Kids Klub" , "Afterschool Sports Program" , and "Monday
Fundays" . In attempting to implement this program, staff discovered that
there was a space conflict at all three schools due to a school sponsored
sports program. In discussing the City's proposed Afterschool Sports
Program with school administrators, they were enthusiastic about the
program but were concerned with the fee-based aspect of the program.
Consequently the implementation of the program has been delayed, however
staff has developed options for the Commissions review and input.

It was the consensus of the Commission that staff conduct an in-depth
survey of parents to identify their needs and desires for day care, sports
and recreation programs.
New Business
Park and Recreation Facilities Master Plan
Diane reported that the City Council at their meeting of October 8, 1990 ,
awarded David Gates and Associates the contract for the development of a
Park and Recreation Facilities Master Plan. One of the components of the
master plan is the creation of an Advisory Steering Committee, consisting
of representatives from the City Council, Parks & Recreation Commission,
Planning Commission, School District, Special Interest Groups, Student and
City staff. Georgean Vonheeder has been selected as the City Councils
representative.
Commissioner Hudak volunteered as the Commissions representative and
Commissioner Downey as the alternate.
Fall Special Events
Tracy briefly summarized the three scheduled Fall quarter special events
for the Commission.
Family Halloween Spooktacular - This years event will be a Family Halloween
Spooktacular on Wednesday, October 31 from 7: 00-8:30p.m. at the Shannon
Community Center. Some of the activities offered include a community-wide
costume contest, door prizes, game booths, a family photo area and
refreshments. The cost for this event is $1.50 per person or $5.00 for a
family of 4 or more. Staff is currently looking for an outside group to
provide and serve refreshments, as well as volunteers to judge the costume
contest.
Commissioner Hudak indicated that the Athletic Boosters might be interested
in serving refreshments, and that he would volunteer as a judge.
Tracy indicated that she would be contacting him to confirm.
Festival of Lights - Tree Lighting Ceremony - This years event will feature
a community sing-along and will be held on Monday, December 3 at 6 : 30p.m.
As we have done in past years, those attending will be asked to donate a
non-perishable food item to be distributed through the Children's Emergency
Council.
Dan Downey suggested contacting Ed Kemper to lead the sing-along.
Diane stated that she will call him to make arrangements.
Breakfast With Santa - The 6th Annual Breakfast With Santa will be held at
the Shannon Community Center on Saturday, December 8. A pancake breakfast
will be prepared and served by the Dublin High School Band Boosters
followed by visits with Santa.
Joint Commission Meeting/Danville-Dublin-San Ramon
The Town of Danville will be hosting a joint meeting of the Commissions of
Danville, Dublin and San Ramon on Thursday, November 15, 1990 . The meeting
will provide the Commissioners with an opportunity to network and share
experiences. The evening will begin with a social a 6: 00pm followed by
dinner at 6:30pm. Each City will be asked to give a brief presentation
highlighting a particular program or project which would be interest to the
other cities. Confirmation of attendance should be directed to staff no
later than one week prior to the meeting.

The City of Dublin is scheduled to host this event next year.
Other Business
Commissioner Downey indicated that the Dublin High School fields look
really good, and that the added landscaping was a nice touch. Commissioner
Jones indicated that he attended the football game last Friday and the
general consensus from the public was good, however the snack bar does look
rather small. Diane reponded that that it is a modular unit and can easily
be added onto.
Commissioner Hudak expressed concerns regarding the size of the snack bar,
storage room space, size of curb around the track, drainage, surfacing and
relocation of the shotput. Diane responded that nothing has been
officially accepted and that the City will be doing a punch list prior to
acceptance.
Staff Reports
The City Councils meeting has been rescheduled for November 13 due to the
Veterans Day Holiday, therefore the next scheduled Commission meeting will
be moved up to November 6 . The meeting will be a joint meeting with the
Senior Advisory Committee and held at the Senior Center which will include
dinner. Commissioner Hudak suggested a pot luck. Diane said she would
coordinate with Bonnie.
Michele Wierschem has been selected to replace Cindy Benson. She will be
located at the Shannon Center. Stephanie Mein will be relocated to the
Civic Center.
Clerk-Typist Receptionist Myrle Reynolds has resigned. Interviews for the
position are scheduled for next week.
The Commissioners should be receiving an invitation soon for the Dublin
High School Homecoming Game of October 26, which will include a dedication
of the sports fields.

Being no further business, the meeting was adjourned at 8 : 35pm.
