PARK AND RECREATION COMMISSION
MEETING DATE: AUGUST 7, 1990
The August 7, 1990 meeting of the Park and Recreation Commission was called
to order at 7:43pm. at the Civic Center, Dublin, California, by
Chairperson Norb Hudak.

Approval of Minutes

APPROVE THE MINUTES OF JULY 10,1990 AS SUBMITTED. (UNANIMOUS)
New Business
Fredericksen School Kindergarten Tot Lot
At the March 26, 1990 meeting of the Dublin City Council, the Council
authorized staff to enter into a contract agreement with Singer & Hodges,
Inc. for the development of a kindergarten Tot Lot at Fredericksen School.
Further, staff was directed to negotiate a development agreement with the
Dublin Unified School District for the project.
Diane reported that staff and the landscape architect met with teachers and
parents of Fredericksen School on August 2 , 1990 to review the preliminary
design for the Kindergarten Tot Lot. Based on the input received at that
meeting, the architect has refined a preliminary plan. The initial design
from which the budget was developed envisioned a play structure placed on a
sand base. However there has been some concern voiced with using sand as
surfacing. Consequently staff directed the landscape architect to
investigate alternative surfaces.
Phil Singer, Singer & Hodges, Inc. briefly reviewed the refined preliminary
plan for the Commission. He stated that the use of sand for surfacing was
not favorable with schools as they find the material destructive to
flooring. He suggested the use of Alternative materials such as
artificial surfaces or a bark like product.
Diane pointed out that the construction budget is $39,303 which includes
the costs of the design and $30 ,000 for construction. Therefore, if the
School Board wanted another surface other than sand, they would have to
cover the additional costs.
IT WAS MOVED BY COMMISSIONER DOWNEY AND SECONDED BY COMMISSIONER DONNELL TO
APPROVE DESIGN ALTERNATE #2 (LARGER AREA AND CURB SEATING) FOR THE
FREDERIKSEN TOT LOT. TO GET AS MUCH FOR THE MONIES BUDGETED AS POSSIBLE,
AND IF MONIES WERE NOT AVAILABLE, TO COMPLETE THE PROJECT IN PHASES.

Diane stated that the plan will be presented to both the City and at the
Dublin Unified School District for approval on August 13 and 15,
respectively.

Alamo Creek Park Dedication
Diane reported that Alamo Creek Park, Phase II is nearing completion.
It is therefore necessary to begin planning for the park's dedication.
A summary of previous park dedications was reviewed with the Commission,
and staffs recommendations for dates, programming, activities and
refreshments were presented to the Commission.
Commissioner Downey suggested having the high school band play at the
dedication. Diane indicated that the Fall is a busy time of the year for
them, but will contact them. If the band were able to perform, she
suggested that a stage could be setup for entertainment for the children.
The Commission concurred with staffs recommendations and scheduled
Saturday, October 27 for the dedication with an alternate date of
Saturday, November 3 , at 10: 00a.m. Diane indicated that she will submit
the final dedication plans to the City Council for approval at their next
meeting.
Student Representative to the Parks and Recreation Commission
Diane reported that one of the 1990 Goals and Objectives adopted by the
City Council was "to investigate the addition of a student representative
to the Parks and Recreation Commission" . In order to add an additional
member to the Commission, the bylaws will need to be formally amended by
the City Council. It would also be necessary for the Commission to discuss
the issues of; 1) Method of Appointment, 2) Term of Office, 3) Role and
Responsibilities, and 4) Voting Status.
Commissioner Jones suggested that the high school submit a list of
candidates to the Commission, interviews be conducted by staff and that the
Commissions candidate recommendation be referred to the Council for
approval.
Commissioner Donnell felt that the position would be educational and offer
good experience. She did not however feel that they have enough experience
to have voting privileges .
Commissioner Downey felt that the term of office should be for one year,
and that a list of candidates be submitted by the school. He strongly felt
that the position should be non-voting, however suggested that the
representative work closely with Tracy O'Shea on teen matters. The agenda
could include a teen report section, thereby giving the representative the
opportunity of providing input to the Commission.
Commissioner Hudak stated that he liked the idea of having a sub-committee
to select the candidate. He pointed out that the position would have to be
non-voting, as the Commission could not have 6 votes. He agreed with
Commissioner Downey suggestion of the representative working with Tracy on
teen matters.
Diane stated that she will bring this item back to the Commission with
information for their review prior to taking it to the City Council. She
suggested that perhaps arrangements could be made with the high school to
give the student credit for participation on the Commission. c.
Fall 1990 Schedule of Recreation Classes and Programs
Diane briefly reviewed the Fall 1990 Schedule of Recreation Classes and
Programs for the Commission. The brochure is scheduled for delivery to
the post office on August 17 and will be mailed the following week.

Registration for most programs begins on August 27 for Dublin Residents and
September 4 for non-residents. The Fall schedule contains information on
the new Afterschool Recreation Program, Kids Klub, Monday Fundays and
Afterschool Sports. Fall special events included in the brochure are the
Family Halloween Spooktacular and Costume Contest, the Festival of Lights,
and Breakfast with Santa. A variety of leisure enrichment classes are
offered this Fall.
Special Senior Activities scheduled include the Volunteer Recognition
Luncheon on September 21, the Halloween Hoedown on October 31 and the
Christmas Bazaar on December 1. Additionally, information on Teens,
Aquatic and Adult Softball is included in the brochure.
Other Business
Commissioner Jones stated that he attended the League Championship Swim
Meet on August 4 and wanted to compliment Stephanie on a job well done.
Commissioner Donnell inquired as to the status of the Shannon Park
renovation. Diane reported that the City has notified the contractor that
August 8 is the set completion date. The contractor will incur a penalty
charge of $250 per day after August 8.
Commissioner Hudak stated that the overall renovation of the football field
at Dublin High looks good, however he indicated his concern regarding the
size of the snack bar. He indicated that it looks smaller than what was in
the blueprints. Is the renovation on schedule? Diane responded that she
will check on the size of the snackbar. At this time the only concern is
the approval of the bleachers. The lights have been approved by the State
and everything else is going well .
Staff Reports
Diane reported that the Summer programs are coming to a close, and that a
report will be presented at a future meeting.
The teen bash scheduled at the pool for Friday, August 10 is being co-
sponsored with Friday Night Live, which promotes non-drug activities.
Dominoes Pizza is donating pizzas for the event, and the visiting Russian
students have been invited to attend.
The Commissions membership to CPRS has been renewed.

Being no further business, the meeting was adjourned at 9: 20p.m
