HomeMy WebLinkAbout07-10-1990 Approved PCSC Minutes CITY OF DUBLIN • PARK AND RECREATION COMMISSION MEETING DATE: JULY 10, 1990 The July 10, 1990 meeting of the Park and Recreation Commission was called to order at 7: 35p.m. at the Civic Center, Dublin, California, by Chairperson Norb Hudak. Roll Call Present: Commissioner Hudak, Donnell, Jones, Downey, and Hernandez Oral Communications - None Approval of Minutes IT WAS MOVED BY COMMISSIONER DONNELL AND SECONDED BY COMMISSIONER DOWNEY TO APPROVE THE MINUTES OF MAY 8, 1990 AS SUBMITTED. (UNANIMOUS) Written Communications Correspondence from Dublin Unified School District Regarding Skateboard Park At the January 9 , 1990 meeting of the Park and Recreation Commission, the Commission directed staff to contact the Dublin Unified School District regarding the availability of land at Dublin Elementary School for a skateboard park. Heinz Gewing, DUSD Superintendent, has responded to staffs written request of May 18, and reports that the Board of Trustees considered the request at their June 20, 1990 meeting and deferred the request to the Citizens Advisory Committee, which is reviewing a number of district needs. He anticipates that the Citizens Advisory Committee will complete their work by December, 1990. Commissioner Downey felt that the interested residents should be notified. Diane stated that she will prepare a letter for mailing. New Business Fiscal Year 1990-91 Recreation Department Budget and Park Capital Improvement Plan The Dublin City Council, the Council adopted the fiscal year 1990-91 Budget as well as the 1990-95 Capital Improvement Plan. Diane briefly summarized the Recreation Department Budget and the Park Capital Projects for the Commission. The FY1990-91 Recreation Department Budget of $858 ,465 represents an approximate 28% over estimated expenditures for Fiscal Year 1989-90. It is anticipated that the net program cost to the City will be $515, 340. The programs that will be funded through this budget are: Recreation Administration, Playgrounds, Shannon Center, Preschool Classes, Teen Program, Sports Program, Special Events, Senior Center, Recreation Instruction and Aquatics. The Capital Improvement Plan for 1990-91 for Parks is $1,266,444. The projects funded include Park and Pool Signs, Shannon Park Renovation, Alamo Creek Park, DHS Football Field, Frederiksen Kindergarten Tot Lot, Senior Center Kitchen Upgrade, Park and Recreation Facilities Masterplan, DHS Baseball Field, DHS Girls Athletic Field. Funding for these projects will come from the General Fund, Community Development Block Grant, State Park Bond Act, Park Dedication Fund, SAFCO Grant Fund and Reimbursements. MINUTES - July 10 , 1990 Page Two The budget adopted for the Recreation Department will permit the Department to continue to provide a high level of service to the community. The Capital Improvement Budget will allow the City to add to and improve the recreational facilities for the residents. Afterschool Recreation Program Tracy O'Shea reported that for the past five years, the Recreation Department has conducted an Afterschool Recreation Program for children at both Murray and Nielsen Elementary Schools, Monday through Friday from 2:00-5:OOpm with no program on minimum school days or City holidays. At the conclusion of the 1989-90 school year, a survey was distributed to 33 parents in order to obtain their input on the program. Of the 14 that responded to the survey, the majority stated that childcare or adult supervision for their children was their primary reason for participating in the program. In addition, most parents surveyed expressed dissatisfaction with the hours of operation and that the program is not held on minimum days or holidays. In order to develop a program that would reach a broader segment of the community, staff proposes to revise the format of the Afterschool Program to incorporate both the Afterschool Sports Program with the Afterschool Recreation Program, to include Frederiksen School, and to change the program name to "Kids Klub" . Recreation activities would be offered on Wednesdays and Fridays with sports programming offered on Tuesdays and Thursdays. Every other Monday would be a special event, with the alternate Monday for staff planning and preparation time. The program hours would be 3 :00-5:OOpm with babysitting available from 2:00-3 :OOpm. There would be a fee charged for babysitting and minimal fees for participation in the sports and recreation program. Commissioner Hudak stated that he liked the idea of the Monday schedule for excursions and program planning. He felt that the proposed program should be tried out for at least a year and that feedback be received from the community. The Commission concurred. Teen Program Report Tracy O'Shea briefly reviewed the teen report which summarized the program participation for Wells Middle School and Dublin High School for the 1989- 90 school year. It is staffs recommendation that the noontime teen program be continued with consideration given towards an afterschool program for middle school students as well . To increase participation at the high school level , it is recommended that events be co-sponsored with on-campus organizations or clubs. As the program grows, it will be necessary to increase staffing to allow for more complex and varied activities. Staff is pleased with the overall success of the program and are looking forward to expanding the program for the 1990-91 school year. Commissioner Downey asked if any progress has been made in regards to appointing a teen representative to the Commission. He felt that this might be the link that Tracy may need to get the program going. Diane pointed out that she hopes to bring this matter up for discussion at the next scheduled Commission meeting. MINUTES - July 10 , 1990 Page Three Other Business Commissioner Jones inquired as to the status of the Teen Center. Tracy O'Shea responded that the program is going very slow at this time, however staff is not getting discouraged and plans to attempt publicizing more through the use of flyers and posters at the schools. Commissioner Jones suggested posting information in local merchant stores. Commissioner Donnell inquired as to the status of the Shannon Park Renovation. Diane stated that the contractor has been notified by the City that they have till August 8 to complete the work. After that time, the City will take appropriate action in the form of instituting penalties. Commissioner Hernandez stated that the Substance Abuse Committee has requested more representation by the Park & Recreation Department at their meetings. Commissioners Downey and Jones indicated that they would be happy to attend if the meeting time could be scheduled in the evenings instead of the afternoons. Commissoner Hernandez requested that the next agenda include discussion of an adult care center for seniors. Diane pointed out that since the Senior Advisory Committee will be discussing the scheduling of a joint meeting with the Commission at their July 26 meeting, it would be a good idea to defer this item till that time. Commissioner Hernandez stated that many seniors have reported to her that the rear double doors have been locked, the condition of the outside park area and the lack of handicap parking has made it difficult for them to attend their meetings at Shannon. Tracy indicated that she will see that the doors are unlocked prior to their meetings. When the rear parking lot is properly marked, there will be three spots designated employee parking , and the remainder will be for handicap. Diane indicated that after the renovation is completed, the individual seniors groups will be notified regarding the enforcement of the parking rules and regulations. Commissioner Hudak inquired as to the status of the Dublin High School football field renovation. Diane reported that the fields have been graded, irrigated and seeded, and that the lights have been approved by the State. Staff Reports Diane reported that Cindy Benson has announced her resignation and staff will be recruiting for the position to be filled by in mid-September or October. The Summer Playgrounds Program is underway and the second season of adult softball has begun. As of July 1, the City assumed the responsibility of scheduling the school facilities. Staff is in the process of working with the schools to establish a use policy. The dedication of Alamo Creek Park will be on the next agenda for discussion.
