PARK AND RECREATION COMMISSION
MEETING DATE : April 10 , 1990
The April 10 , 1990 meeting of the Park and Recreation Commission was called
to order at 7 : 31p .m. at the Civic Center , Dublin , California , by Chairperson
Norb Hudak.

New Business
Dublin Sports Grounds Masterplan
Diane reported that funds were budgeted in the 1988-93 Capital Improvement
Program for preparation of a masterplan for the Dublin Sports Grounds .
The City has contracted with Singer/and Hodges , Inc . to study the site and
develop a long-term masterplan to address maintenance problems , layout of
fields and possible expansion . Staff and the consultant have met with
representatives from Dublin Adult Soccer , Dublin Little League , Dublin
United Soccer League , and the former Tri-Valley Softball League . The design
alternates reflect the concerns expressed by these groups as well as staff .
Currently , funds are not budgeted for improvements other than the
masterplan . It will therefore be necessary to incorporate this project into
the Capital Improvement Program tha\t is to be developed for 1990-95 .
Phil Singer , Singer & Hodges , Inc . , , handed out a summary of cost estimates
and briefly reviewed the existing conditions , and the three alternate plans
for the Commission . He indicated that the main components of the masterplan
is to improve the condition of the fields , and to expand the useability of
the site . Basic improvements include remodeling of the concession building ,
security lighting and softball field lighting safety modifications .
Additional recommended improvements include renovation of drainage , updating
the sprinkler system, landscaping the parking lot , an emergency access gate ,
score booths and a jogging trail . Items of high priority are the general
repairs as suggested by Steve Loweree and league representatives , basic
improvements , security lighting and the softball lighting safety
modifications .
Commissioner Hudak asked if any consideration was given to doing one side of
the field first and then the other? Mr . Singer replied that there is no
phasing plan for the project , however it could be phased to be done over a
number of years . Commissioner Hudak stated that he would hate to see the
project pieced milled , but feels that certain precautions need to be taken .
He felt that the project should be done in two phases or guadrants , making
sure that the second phase did not affect the previous phase .

Diane pointed out that it will be necessary for the Commission to review all
the projects currently identified for the parks and schools , to prioritize
them, and to come up with new funding . She indicated that there may be
projects scheduled over the next three years that the Commission may want to
put off in order to do the sports ground improvements , or identify some
additional funding that could add more projects . The Commission will also
need to decide which of the alternatives presented tonight is the most
feasible . She suggested that the Commission schedule a special meeting this
month to discuss the Capital Improvement Program,, as well as to discuss any
modifications to the masterplan . The Commission concurred that the
masterplan is conceptually acceptable and scheduled a special meeting for
Tuesday , April 24 at 7 : 30p .m .
Request from Tri-Valley Special Education Local Plan Area (SELPA) to utilize
Dublin Swim Center
At the March 12 , 1990 meeting of the Park and Recreation Commission , the
Commission directed staff to meet with representatives from the
participating school districts as well as City representatives to determine
the feasibility of sharing the program.
Diane reported that staff met with representatives from the Cities of
Livermore and Pleasanton , as well as representatives from the Dublin ,
Livermore and Pleasanton School Districts to discuss the program for 1990 as
well as future seasons . Neither Livermore nor Pleasanton felt that they
would be able to accommodate the program for 1990 and were unable to commit
for future years .
Correspondence has been received from J . Patrick Fitzpatrick requesting that
the City reconsider their previous position with regards to pool
availability . Their request is to use the pool from 9 : 00-10 : OOam on
Monday-Thursday from June 25 through July 19 with an extended session on
Tuesday and Thursday from July 24 to August 9 , and to use pool staff to
serve as lifeguards and instructors .
Staff has two concerns ; pool availability and liability exposure . Currently
there is a demand to increase the number of swim lessons for residents .
If the request for use is granted , it will impact four out of five sessions
of swim lessons . However , if the request is limited to Monday -Thursday
ending July 19 , only two sessions will be impacted . As the volunteers
recruited by Judy Giles do not typically have the certification required by
the American Red Cross in adaptive aquatics , staff feels that there is a
potential for liability exposure . Staff recommends that if the Commission
is in favor of granting their request , that use be granted for June 25-July
19 only , and that the City and School District work to develop an agreement
protecting the City and staff from liability .
Commissioner Hernandez stated that she would hate to see any swim lessons
cut , as many residents have complained that there are not enough available .
She felt that it is the City ' s responsibility to meet the needs of the
community .
Commissioner Downey indicated that he would support granting SELPA use of
the pool this year from June 25-July 19 . He felt that the other cities
should share their locations for the program. Commissioner Jones and
Donnell concurred . Commissioner Donnell stated that she would like the City
to stay involved to make sure that the other cities do their part .

1 ) A WRITTEN AGREEMENT WITH SELPA BE EXECUTED WITH THE QUESTION OF LIABILITY
ATTACHED , 2) RED CROSS CERTIFICATION BE OBTAINED BY A GIVEN DATE , 3) TO
SUPPLY A RESIDENCY LIST OF MEMBERSHIP , AND 4) APPROVAL BE GRANTED TO SELPA
FOR USE FROM JUNE 25 THROUGH JULY 19 PROVIDING THAT ALL REQUIREMENTS ARE
MET , IF NOT , THEY WILL BE REQUIRED TO FIND AN ALTERNATE SITE . (UNANIMOUS)
Commissioner Hudak indicated that if they are unable to meet the date given
for Red Cross certification , it will permit staff enough time to schedule a
program in their time slot . Diane stated that if the program can ' t be
accommodated with the other cities , and we still are questioning the
liability associated with the program, perhaps the City can start it ' s own
adaptive program in the future to meet these needs .
1990 Winter Quarter Recreation Report
Diane briefly reviewed the summary of the programs offered by the Recreation
Department during the Winter quarter of 1990 which encompassed the months of
January , February and March.
Afterschool Recreation Program
The average daily attendance at the Murray School site is 25 and 50 at the
Nielsen School site . Staffing for the program has been a major problem this
year with frequent turnover in staff . This has impacted the Department as
the Recreation Supervisor has had to substitute at each site on numerous
occasions . Staff will re-evaluate the program and consider instituting
alternate staffing .
Leisure Enrichment Classes
Classes for preschool age children were once again one of the most popular
areas of our program. Seventy-six percent of the children ' s classes were
conducted during the Winter quarter .
Only 39% of the teen/adult classes were conducted this quarter . This is
down considerably from previous quarters .
Preschool
All three preschool classes reached their maximum enrollment of 20 students
per class for the second session .
Senior Center
During January , Adult Education Classes resumed . The special event for the
month was a Luau with seventy-five people in attendance . Average daily
attendance for January was "53" . The American Association of Retired
Persons sponsored a "Mature Driver Workshop" and Senior Support Programs
sponsored a workshop entitled "Medicare and You" .Average daily attendance
for February was "60" . For St . Patrick ' s Day the Center had a brunch with
sixty seniors in attendance . Average daily attendance for March was "59" .
Raleys Stores in Pleasanton are now contributing day-old produce and baked
goods to the Center three days per week .

Special Events
Hoop- ' d-do !
The Fifth Annual "Hoop-d '-do" was held at the Dublin High School gym on
Saturday , January 27 . This activity has never had big participation and
each year it gets smaller . It continues to be poorly received . It is
staff ' s recommendation that this event be deleted due to poor response and
inefficient use of staff time . Staff will consider offering this event
again once the youth basketball program is underway .
St . Patrick ' s Day Celebration
Over 1 , 000 people attended this annual event . The sun shined on this years
celebration held in the plaza at the Dublin Civic Center , where local
community groups sponsored twenty-one booths . Entertainment was extremely
popular and included dance groups , a juggler , a magician , singing groups and
class demonstrations .
Commissioner Hudak stated that he received alot of good comments on the
event .. Commissioner Jones felt the parade went very well this year .
Diane suggested using an outdoor stage next year for the entertainment , as
the lobby and Council Chambers did not seem to accommodate the performers or
audience very well .
Sports
Adult Volleyball Leagues were offered in cooperation with Livermore and
Pleasanton with games played at the Alameda County Fairgrounds . Staff began
plans for Adult Softball Leagues and tremendous interest was shown by the
community . Spring leagues are scheduled to begin in April .
Teens
Two of the three ski trips offered this Winter were cancelled due to
insufficient enrollment . "Lets Make A Date" was sponsored by the three
departments and Viacom and was a tremendous success attracting "103"
participants .
1990 Recreation Department Goals and Objectives
On March 27 , 1990 the City Council held a special meeting for the purpose of
developing 1990 Goals and Objectives for the City . The Goals and Objectives
adopted for the Recreation Department were prioritized by the Council as
high , medium or low. Those indicated as high priority are those Goals and
Objectives the Council would like to see most of staffs time spent on .
Those indicated as low priority are those that would require the less amount
of staffs time or could be deleted .
Commissioner Hudak indicated that he would like to see the addition of the
student representative to the Park & Recreation Commission be done soon .
He stated that he has talked to Jim Hansen about the possibility of offering
some type of school credit which would enhance the desirability of being a
student representative . Diane stated that the Council was very supportive
of this goal and that the rules of procedures should be ready by this Fall .

Other Business
Commissioner Hernandez reported that she attended the conference in San
Diego and brought back literature she will give to Bonnie .
Commissioner Hudak stated that he would like to add to the next agenda ,
discussion of the San Diego Conference . He also requested that a joint
meeting be scheduled with the Senior Advisory Committee very soon .
Commissioner Hernandez asked why the Shannon Park renovation is so far
behind schedule? Diane replied that work is progressing slowly and is
currently scheduled to be completed by June . The City anticipates to review
a revised schedule of the work to be completed .
Staff Reports
Diane reported that the pool renovation is close to completion . The Alamo
Creek Park bid was awarded by the City Council and work should begin soon .
The bid opening for Dublin High School is scheduled for next Monday ,
April 16 . A meeting will be held with the School District after the bid
opening . A $25 , 000 Committee Development Block Grant was received for the
Senior Center . The funds will be utilized next year to replace the floor ,
stove , oven and the water heater . Staff anticipates to place the skateboard
park item on the agenda soon .
