HomeMy WebLinkAbout03-13-1990 Approved PCSC Minutes CITY OF DUBLIN PARK AND RECREATION COMMISSION MEETING DATE : March 13 , 1990 The March 13 , 1990 meeting of the Park and Recreation Commission was called to order at 7 : 35p .m. at the Civic Center , Dublin , California , by Chairperson Norb Hudak. Roll Call Present : Commissioner Downey , Donnell , Hernandez , Jones and Hudak Oral Communications - None Approval of Minutes IT WAS MOVED BY COMMISSIONER DONNELL AND SECONDED BY COMMISSIONER DOWNEY TO APPROVE THE MINUTES OF FEBRUARY 27 , 1990 AS SUBMITTED . (UNANIMOUS ) Written Communications Diane reported that a letter was received from the Dublin Unified School District indicating that the Board of Trustees were not in favor of a skateboard park on school property . However , they suggested that an alternative area might be by Dublin Elementary School , where the swimming pool was located . If there is an interest in the site , a request for Board consideration would be placed on the agenda . Old Business - None New Business BMX Bike Track At the January 9 , 1990 meeting of the Parks and Recreation Commission , the Commission was presented with a petition from Dublin resident Mike Roemen, supporting development of a BMX Bike Track . As a result of the petition , the Commission requested that the item be placed on the agenda for a future meeting with additional information on BMX tracks . Diane reported that staff spoke with Steve Heath , sponsor of a BMX team , Tom Wallis , Operator of a BMX track , and Bill May , Leisure Services Director for Union City . Currently there are four local tracks which are operated by private concessionaires . Three of the four tracks are on public property that is leased to the concessionaire . The tracks are located in Stockton , Santa Clara , Sunol and at Moffatt Field . Additionally there is one practice track located in Union City . The track in Union City is located in a flood control channel and is not officially sanctioned by the Flood Control District or the City . Most BMX tracks are sanctioned by the American Bicycle Association and are operated by private concessionaires either as a non-profit or for profit operation . It appears that a minimum 5 acre parcel is needed for development of a BMX track and parking lot . Within the current City limits there is no public property that could support this type of facility . However private property within the Commercial Zoning District or the Light Industrial Zoning District could be developed for this use with a Conditional Use Permit . Staff does not feel that it would be feasible for the City to pursue development of a BMX track as land is not available and funds are not budgeted . Staff feels that it would be appropriate to endorse the development of a park should a private landowner wish to develop property for a BMX track . MINUTES - March 13 , 1990 Page Two Diane suggested Camp Parks as a possible site . Commissioner Hernandez felt that Camp Parks would be a good site for a bike track , as it is located away from the neighborhoods and would have sufficient parking . Commissioner Downey voiced his support of a private concessionaire , if land were available . Commissioner Jones and Donnell agreed . Commissioner Hudak concurred , and directed staff to contact Camp Parks to discuss the possibility of a BMX track site at Camp Parks . Commissioner Donnell indicated that perhaps a land developer would be interested in donating 5 acres . Mrs . Roemen , Dublin resident , stated that she felt it was a great idea to pursue Camp Parks as a possible site . 1990 Aquatics Program Stephanie Mein , Aquatics Coordinator reported that staff has developed a preliminary schedule for the 1990 Aquatics Program. Staff proposes to offer the following instructional swimming classes ; Parent-Tot , Little Splashers , Super Splashers I , Super Splashers II , Beginner I , Beginner II , Advanced Beginner , Intermediate , and Swimmer . Additional programs and classes proposed for the pool include the Dublin Green Gators Swim Team, Water Aerobics , Adult Lap Swim , Family Nights , Scuba Classes , Teen Nights , Springboard Diving Classes , Synchronized Swimming Classes , Birthday parties , Junior Lifeguard Program and Instructor Aid Program. Based on evaluations from the 1989 season , the biggest area of dissatisfaction with the program was the lack of swim lessons both in the morning and evening . In order to expand the instructional swim program, staff is recommending that the handicapped swim program through Tri-Valley SELPA be relocated to another valley pool for the 1990 season . Dublin has made the swim center available for this program for over five years and as it is a program which serves handicapped children from San Ramon to Livermore , staff feels that it is reasonable for one of the other Cities to host the program . With the relocation of this program, one additional hour of lessons can be added in the morning which will add ten additional classes . Commissioner Donnell felt that staff should make sure SELPA has a place for the program , and that it should be done soon. Commissioner Downey shared Commissioner Donnell ' s concern . He also agreed with staff that other cities should share the responsibility of the program. Commissioner Hudak concurred with the consensus of the Commission . Diane stated that it would be ideal if each City rotated hosting the program each year . She asked the Commission what their direction would be if each City refused to accommodate the program. Commissioner Hudak responded that School District facilities should be looked into . Staff Reports The St . Patrick ' s celebration is scheduled for Saturday , March 17 at the Civic Center . Dublin High School is the alternate site if it should rain . The football field renovation at Dublin High School was approved by the City Council on March 12 and will go out to bid this week . MINUTES - March 13 , 1990 Page Three Alamo Creek Park - Phase II is currently out to bid . Bids will be opened on Tuesday , March 20 . The Easter Egg Hunt is scheduled for Saturday , April 14 at the Dublin Sports Grounds . No one has come forward to do the breakfast . The Swim Center renovation should be completed on Sunday , March 18 . The manufacturer is working weekends to complete the deck. The Social Hall floor at Shannon was finished last week . The hallway and lobby is scheduled to be completed the week of March 19 . Shannon Park renovation is progressing slowly , and due to rain is at least a month behind schedule . Jeff Barnes has been hired as the Sports League Director to run the Adult Softball program. The deadline for team rosters is March 16 and play is scheduled to begin April 9 . Other Business Commissioner Hudak reported that Dick Berg was not the representative for the Boosters on the DHS renovation , as originally thought . Diane stated that she will followup with the Boosters and try to get more information . Commissioner Hudak asked if a plan was available for the proposed snackbar at Dublin High? Diane indicated that a new set of plans for the snackbar should be received in the next few days . Adjournment Being no further business , the meeting was adjourned at 8 : 17p .m.
