PARK AND RECREATION COMMISSION
MEETING DATE : February 13 , 1990
The February 13 , 1990 meeting of the Park and Recreation Commission was
called to order at 7 : 33p .m. at the Shannon Community Center , Dublin ,
California , by Chairperson Norb Hudak .

TO APPROVE THE MINUTES OF JANUARY 23 , 1990 AS SUBMITTED . (UNANIMOUS)
New Business
Dublin High School Football Field Renovation
At the November 13 , 1989 meeting of the Dublin City Council , the Council
authorized staff to retain the services of Beals/Lechner Associates to
provide landscape architectural services for the renovation of the Dublin
High School Football Field and Track . There is presently $582 , 290 available
for this project and the preliminary estimate for the aforementioned work is
$685 ,848 . Staff and the consultant have developed a preliminary design for
review by the Commission . It is necessary to identify items that can be bid
as alternates in the event that , when bid , the project exceeds the available
funding . Staff has initially identified the scoreboard , the visitor
bleachers , the lighting and the stadium screening as possible alternates .
Beals/Lechner Presentation - Gary Carlson submitted copies of a revised
Preliminary Design Budget to the Commissioners . He indicated that the
$26 ,000 increase to the estimate was to accommodate the additional costs for
the following : 1 ) The home bleachers will need to be made handicap
accessible to meet OSA requirements , 2) the restroom/snackbar will be
enlarged as per the School and City ' s request , and 3) the current lighting
is not OSA approved and will require replacement of all the poles and
lights . Mr . Carlson stated that the estimates are based on the "worst-case
scenario" and the actual costs could be less when the project goes out for
bid . He briefly reviewed the preliminary design of the Dublin High School
football field and track for the Commission .
Public Input - Richard Berg , Dublin Resident , stated that he attended a
meeting on this project a few weeks ago at the request of the Athletic
Director of the High School . He indicated that he did not realize at that
time the status of the project , and feels that things are moving alittle to
abruptly . As an experienced consultant in construction , training and
development services , he indicated he had a number of concerns , some of
which he expressed to Mr . Carlson. It is his opinion that there are
possible alternatives to the track and football field that could save the
City some money . Mr . Berg suggested that the track be measured and marked
in meters instead of feet , thereby eliminating the additional costs in
making the track shorter to conform to metric scale . He proposed
alternative locations for the pole vault , long-jump and high jump
facilities . He commended the City for pursuing and providing the funding
for this project .

Discussion/Commission - Commissioner Hudak indicated he had a problem with
the North end location for the track events , as this location would make
viewing very difficult for spectators . Mr . Lechner stated that it was the
general concensus that these particular events do not draw alot of
spectators , therefore more emphasis was given to the running events .
Mr . Carlson pointed out that the Soccer League would be in strong opposition
to changing the track event location. Commissioner Hudak stated that future
plans are to host events in Dublin , and it is one of the reasons for doing
the renovation .
Commissioner Jones stated that consideration should be given to all
concerned parties . He indicated his concern with the proposed location of
the restroom/snackbar facility . It was his opinion that the most desirable
location would be closest to the entry and exit area. Mr . Lechner stated
that relocation to this area would be possible , if a sewer line could be
found there .
Commissioner Donnell felt that Beals/Lechner should resubmit the
construction documents and estimate information for re-evaluation by the
Commission . Commissioner Downey agreed .
Commissioner Hudak stated that there are several items that need to be
addressed on this project . He felt that the concerns of the Commission , as
well as Mr . Berg ' s proposed alternatives , should be given consideration .
Additionally , the costs associated with the renovation needs clarification .
Mr . Lechner agreed that the Commission and Mr . Berg have some justified
concerns . However , he pointed out that in order to have the field seeded
and ready for football season , it will be necessary for the Commission to
make a final decision very soon . Lee Thompson , Public Works Director ,
agreed . Mr . Lechner indicated that he would be able to present construction
documents and cost estimates , however the construction documents will only
be 75% complete .
IT WAS MOVED BY COMMISSIONER DONNELL AND SECONDED BY COMMISSIONER JONES TO
CONDUCT A WORKSHOP SESSION ON TUESDAY , FEBRUARY 27 , 1990 AT 7 : 30P. M. TO
DISCUSS THE CONSTRUCTION DOCUMENTS AND FIRM UP THE COST ESTIMATES FOR THE
DUBLIN HIGH SCHOOL FOOTBALL FIELD AND TRACK RENOVATION . (UNANIMOUS)
Recess - The meeting was recessed at 9 : 32p .m. and reconvened at 9 : 45p .m.
Summer Teen Program
Tracy O ' Shea , Recreation Supervisor , reported that last Summer the
Recreation Department initiated a Summer Teen Program for Middle School
teens . Staff proposes to expand on this program this Summer by conducting a
Teen Drop-In Center for both the Middle School and High School students .
The programs hours would be from 3-5p .m. Monday , Wednesday and Friday , and
6 : 30-9 : 30p .m. Monday through Thursday . Pool parties would be held on Friday
evenings 6-9pm. Tuesday and Thursday afternoons would be excursion and
special event days . There are sufficient funds available for this program.
The faculty lounge at Dublin High School has been selected as the site for
the program. It is an excellent location , as it has access to the cafeteria
and is adjacent to the Swim Center , allowing for supervision of the Teens as
they go from the pool to the Center .

The program would be supervised by a 30-hour per week program coordinator ,
and staffed by three additional Recreation Leaders . In addition , the Summer
Youth Employment Program will be housed at the Center .
Commissioner Hudak asked what the disciplinary action would be if a student
was disruptive to the program. Also , will cards be issued for admittance?
Tracy responded that the disciplinary action expected from the participants
will be spelled out from the very start . Discipline would be important to
maintain , as staff would not want to jeopardize use of the facilities .
Staff plans to sell membership cards which will generate revenue for the
program.
Commissioner Downey indicated that he received two calls from residents who
were delighted to hear that the City is pursuing a Teen Center .
Commissioner Jones indicated that he received a call from a resident who was
concerned about combining Middle School and High School students at the
Center . Tracy pointed out that the each group will use the facility at
separate times .
Commissioner Jones asked how the program will be advertised?
Tracy indicated that at this time advertising is done through flyers ,
utilizing the Shannon marquee and in the brochure . She indicated that she
would like to start a mailing list . Commissioner Jones suggested that she
contact the schools to obtain a list . Commissioner Hudak suggested
advertising in the Gale at Dublin High , as well as utilizing the marquee at
the High School and Nielson .
Subcommittee Assignments
As per Commissioner Hudak ' s request , a listing of the standing Commission
Subcommittees was submitted for review. The list was revised as follows :
East Bay Regional Park District Liaison Committee - Commissioner Hudak
indicated that he would continue his participation .
Livermore/Amador Valley Childcare Task Force - Commissioner Donnell
indicated that she would continue her participation .
Teen Center - Commissioner Hudak asked Commissioner Jones if he would
volunteer to replace Liz Schmitt on the Teen Center Committee? Commissioner
Jones agreed .
Tri-Valley Performing Arts Study Group/Trails - Commissioner Downey
indicated that he would continue his participation .
Senior Center Advisory Committee - Commissioner Hudak stated that due to
Commissioner Herandez ' s absence , he will pursue confirming her participation
at the next scheduled meeting .
Adjournment
Being no further business , the meeting was adjourned at 10 : 05p .m.
