HomeMy WebLinkAbout01-23-1990 Approved PCSC Minutes CITY OF DUBLIN PARK AND RECREATION COMMISSION SPECIAL MEETING DATE : January 23 , 1990 The January 23 , 1990 special meeting of the Park and Recreation Commission was called to order at 7 : 31p .m. at the Civic Center , Dublin , California , by Chairperson Norb Hudak . Steve Jones , newly appointed Park & Recreation Commissioner , was given the oath of office by Kay Keck, City Clerk . Roll Call Present : Commissioner Donnell , Downey , Hernandez , Hudak and Jones Approval of Minutes IT WAS MOVED BY COMMISSIONER DONNELL AND SECONDED BY COMMISSIONER HERNANDEZ TO APPROVE THE MINUTES OF JANUARY 9 , 1990 AS SUBMITTED . (UNANIMOUS) New Business Recreation Department Goals & Objectives Diane briefly reviewed the year-end status report for those 1989 Goals and Objectives for the Recreation Department . The report included the 1989 Goals and Objectives that have not yet been completed along with proposed additions . The Commission ' s input was requested on the proposed 1990 Goals and Objectives . Commissioner Hudak asked if it is a 1990 goal to have a Teen Center? Diane replied that the preliminary plan is to utilize a facility we already have to conduct a Teen Center program during - the Summer on a trial basis . Commissioner Hudak inquired if it would be feasible to add to the 1990 Goals and Objectives to increase Bonnie ' s hours at the Senior Center? Diane indicated that this could be incorporated into item 13 of the 1989 Goals and Objectives , which is to provide expansion of programs and hours of operation for the Senior Center . She pointed out that as of January , Bonnie ' s hours have been increased to 5 hours a week , bringing her total hours to 35 per week . Any further increases would require additional funding . IT WAS MOVED BY COMMISSIONER DOWNEY AND SECONDED BY COMMISSINER HERNANDEZ TO APPROVE THE YEAR-END STATUS REPORT FOR THE 1989 GOALS AND OBJECTIVES , AND THE PROPOSED 1990 GOALS AND OBJECTIVES AS SUBMITTED . (UNANIMOUS) Diane reported that the City Council will be conducting their Goals and Objectives Study Session on Thursday , February 22 at 6 : 30p .m. in the Regional Meeting Room . The Council will review the progress made on 1989 Goals and Objectives , and develop the 1990 Goals and Objectives . Adult Softball League Proposal Cindy Benson , Recreation Coordinator , stated that one of the goals of the Recreation Department is to implement an adult softball program for the community . The proposed schedule is for Spring , Summer and Fall leagues , with separate leagues for men ' s and coed teams . Teams composed primarily of Dublin residents would receive priority registration . The proposed fee of $350 per team would include six league games , single elimination playoffs and awards to the top two finishers in each league . MINUTES - January 23 , 1990 Page Two There would be an additional $5 .00 fee for each non-resident . Staff has surveyed other recreation agencies in Alameda and Contra Costa Counties and finds these fees to be comparable for similar leagues . IT WAS MOVED BY COMMISSIONER HERNANDEZ AND SECONDED BY COMMISSIONER DONNELL TO APPROVE THE ADULT SOFTBALL PROGRAM. PRELIMINARY PLANS AS PRESENTED. (UNANIMOUS) Easter Egg Hunt The Egg Hunt for 1990 is scheduled for Saturday , April 15 . Staff proposes that the breakfast be discontinued and that the event consist of an egg hunt only for 3-10 year old children . Staff proposes that the egg hunt be held at one of two locations , Kolb Park or the Dublin Sports Grounds . The hunt would consist of participants finding plastic eggs which they would take to the prize table and exchange for one bag of "goodies" . This would ensure that each participant received an equal amount . Special silver and gold eggs would be distributed in each hunt area and exchanged for "special prizes" . Pre-registration for this event would be required and participants would be charged $1 .00 per person. Commissioner Donnell felt that there are 11-12 year olds who would enjoy the egg hunt and was not sure that they should be excluded . Diane indicated that staff could look into doing some type of Easter program at the Middle Schools , with prizes more suited to that age group . Commissioner Hudak asked if the Seniors would be interested in doing the breakfast this year . Diane indicated that they do not wish to , as they did not have enough people to assist last year . Commissioner Hudak suggested that perhaps a service club would want to do it as a fundraiser . Commissioner Jones felt that the breakfast and hunt should be held at the Dublin Sports Grounds . Commissioner Hudak agreed , only if a service club had the ways and means of doing the breakfast outdoors . Diane suggested that the Dublin Little League be given first option of doing the breakfast , as they are the sports group that would not have access to the fields that day . The Commission concurred that they would like to see the breakfast continue , but only if a service club had means of doing it . It was agreed that the site would be the Dublin Sports Ground , and that the Dublin Little League would be given first option to do the breakfast . Also , staff was directed to pursue an Easter program at the Middle School . Commissioner Hernandez felt that a category for the younger children and parents should be considered . Diane indicated that staff will look into the matter . Fall Recreation Report Diane reported that the Fall 1989 Recreation Report summarizes the programs and activities during the Fall Quarter , September , October , November , and December . There were a total of 65 classes offered ( 29 Youth and 37 Adult) with 72% actually conducted . Preschool - Session I has two out of the three programs filled to capacity . MINUTES - January 23 , 1990 Page Three Seniors - In September the seniors held a special brunch entitled "Back to the Memories" . The average daily attendance for September was 52 . The Second Annual Halloween Masquerade Ball was held in October . The average daily attendance for October was 46 . One hundred eleven ( 111 ) seniors were served by the Interact Club at the Second Annual Thanksgiving Luncheon in November . The averge daily attendance for November was 54 . The December highlight was the Annual Holiday Luncheon with 155 in attendance , once again served by the Interact Club . The December daily attendance was 44 . Special Events - On October 27 the 5th Annual Children ' s Spooktacular was held at Shannon Center , on December 4 the 6th Annual Tree Lighting Ceremony at the Civic Center , and on December 16 the Annual Breakfast With Santa at Shannon Center . Afterschool Recreation Program - Due to a shortage of staff , the Nielsen School site did not open till September 25 , and the Murray School site till October 9 . Attendance at both sites has been steady with an average daily attendance of 49 at Nielsen and 27 at Murray . Teens - Lunchtime activities are offered at Wells Middle School three days a week , and beginning in November at Dublin High School one day a week . Attendance varies at the Middle School according to the activity , the High School activities average 120 participants and spectators . Staff is receiving tremendous support at the schools for these programs . Youth Sports - The sports program that had been planned for grades 4-8 this Fall never got off the ground . Staff will continue to advertise for coaches , officials and scorekeepers for a Spring Program. Other Business Commissioner Donnell stated that if Dublin High should reject the skateboard park , could Camp Parks be considered as a possible site? Diane indicated that obtaining a lease f or use of grounds is a difficult and lenghty process . The Recreation Departments of Livermore , Dublin and Pleasanton have been trying to renew their lease for use of facilities at Camp Parks , however the matter is being held up at the Presidio . Commissioner Downey suggested contacting Bill Chew, a coordinator at the Presidio . Commissioner Hernandez indicated she had his telephone number . Staff Reports Diane handed out a revised Commissioner ' s list , as well as a memorandum regarding the reservations and acommodations for the upcoming Annual Conference in San Diego . She indicated to Commissioner ' s Donnell and Jones that if they were interested in attending , they should contact her by January 31 . Diane reported that she will be on vacation in February , and that Tracy O ' Shea will sit in for her at the February 13 meeting . Commissioner Hudak requested that a list of the existing committees be added to the February agenda for review. Adjournment Being no further business , the meeting was adjourned at 8 : 52p .m.
