PARK AND RECREATION COMMISSION
MEETING DATE : January 9 , 1990
The January 9 , 1990 meeting of the Park and Recreation Commission was called
to order at 7 : 31p .m. at the Dublin Civic Center , Council Chambers , Dublin ,
California , by Vice-Chairperson Norb Hudak .
Roll Call
Present : Commissioner Donnell , Downey , Hernandez and Hudak
Oral Communications
Mike Roemen , 7922 Agate Way , submitted 61 signatures of people interested in
a BMX bike track in Dublin . Commissioner Hudak indicated that the item will
placed on the agenda for the February 13 , 1990 meeting for discussion .
Approval of Minutes
IT WAS MOVED BY COMMISSIONER DONNELL AND SECONDED BY COMMISSIONER DOWNEY TO
APPROVE THE MINUTES OF DECEMBER 12 , 1989 AS SUBMITTED . (UNANIMOUS)
Old Business
Skateboard Park
The City Council at their meeting of October 10 , 1989 considered the
recommendation by the Parks and Recreation Commission that the City pursue
the development of a skateboard park at the Dougherty Hills Park location .
The City Council authorized the Commission to hold neighborhood hearings in
the vicinity of the Dougherty Hills Park to solicit comments from the
neighboring property owners . The City Council also indicated that should
the Dougherty Hills Park location be undesirable , the Commission was
authorized to work at identifying other potential locations for such a
facility within the City .
It is recommended that the Parks and Recreation Commission receive staff
presentation ; receive public comments ; direct staff to pursue development of
a Skateboard Park at Dougherty Hills Park ; or , identify an alternate
location for further study .
Staff Presentation
Diane Lowart , Recreation Director briefly updated the public on the history
of the skateboard park . She reviewed the posted masterplan for Dougherty
Hills Park pointing out the 2-acre area proposed for the skateboard park .
A short slide presentation of the Benecia skateboard park was given .
Diane stated that if the skateboard park were to be added to the Dougherty
Hills masterplan , the plan would need to be adjusted and some amenities
could be deleted .
Commissioner Hudak addressed the public by stating that the the Commission
is not opposed to a skateboard park . The purpose of tonights meeting is to
receive input from residents regarding the proposed site of the Dougherty
Hills Park for a skateboard park . The Commission will then present their
input and come to a decision to either pursue the Dougherty Hills Park site
or identify an alternate site for study..

Resident Comment
Tony Bartholomew, 7689 Topaz (AGAINST) - He has not seen any development in
Dougherty Hills Park to date , as the area is very weedy and a fire hazard
during the Summer . The construction and liability for such a facility would
obviously be high . There is already heavy traffic on Amador and noise from
Dublin High. The skateboard park would encourage crime and also endanger
the existing wildlife .
Anne Crawford , 7794 Squirrel Creek Circle (AGAINST) - Not against having a
skateboard park in Dublin , but should be somewhere else . She submitted a
petition signed by 61 residents . A skateboard park would increase traffic ,
bring in outsiders , and aesthetically would take away from the open space
atmosphere which the residents want to keep .
Bob Bezoki , Topaz Circle (AGAINST) .
Brian Davies , 6989 Amador Valley Blvd . (SKATEBOARDER - FOR) - The existing
bushes along Amador Valley Boulevard would cut down on the noise .
Mike Trent , 7404 Quartz Circle (AGAINST) - Submitted petition with 26
signatures . The existing heavy traffic on Amador and Stagecoach would
present a dangerous situation , as patrons of the park would travel by
skateboard to and from the park .
John Amarado , 2739 Land Avenue , Livermore (FOR) - The park would benefit
business owners , as the kids would not use their parking lots anymore .
He indicated that he could get a petition with 500 signatures in favor of
the skateboard park . Commissioner Hudak indicated that the signatures would
have to be Dublin residents .
Barry Grace , 7511 Oxford Circle (FOR) Has children of his own and would
like to have them use a skateboard park instead of the streets .
Sean Holmes , 7843 Hillrose Drive (SKATEBOARDER - FOR) - He feels like a
second class citizen and is discriminated against because he is a
skateboarder .
Erich Schulte , 7999 Donahue (SKATEBOARDER - FOR) - If the traffic on Amador
Valley Boulevard is already noisy , the sound of skateboards should not make
any difference .
Mr . Temple , 7736 Crossridge Road (AGAINST) - Already problems in this area ,
as alot of out-of-area youth come to the hill to drink and party . He stated
that he finds bottles along his fence all the time and that in 1989 a bullet
was shot from the hill into the side of his home .
Richard Lee , 7737 Crossridge Road (AGAINST) - Submitted a petition with 11
signatures . A skateboard park would advertise the existence of Dougherty
Hills Park and attract illicit and frequent use by youth at night . In the
Fall of 1989 there were alot of problems with noise , drinking and littering
of the hillside .

Doug Meyer , 175 Bryce Canyon Court , San Ramon , business owner (FOR) -
He is concerned for the kids , as the attitude seems to be "not in my
backyard" . Dougherty Hills may not be the right area for the skateboard
park , and there is always going to be someone who does not like the idea .
He stated that the City is in charge of providing recreation areas for
adults and youth .
Jeremy Whitmore , 126 Diamond , Livermore (SKATEBOARDER" - FOR) - If there are
problems with the youth , then that is what the police are for .
William Pennington, 7065 Portage Road (FOR) - Whether there is a skateboard
park or not , the kids are going to skateboard anyway . The interest of the
residents should be taken into consideration , but the skateboarders
interests should also be considered .
Park & Recreation Commission Comment
Commissioner Hernandez stated that she would like to see a skateboard and
bicycle park for the kids . She did not feel that Dougherty Hills Park was
the proper site for a skateboard park , and that an alternate location should
be considered .
Commissioner Downey felt that the Commission should consider other locations
before making a decision .
Commissioner Donnell felt that everyones comments should be taken into
consideration. If a location could be found that was not in a residential
area , then the Commission should pursue development of a skateboard park .
Commissioner Hudak stated that another location should be considered .
He suggested the property behind the swimming pool at Dublin High School as
an alternate site . The location may possibly accommodate a skateboard park
as well as a bike area . He suggested that staff contact the School District
regarding the property in question and make efforts to work towards a mutual
agreement . Also , consideration should be given to renovating the property
with City funds .
IT WAS MOVED BY COMMISSIONER HERNANDEZ AND SECONDED BY COMMISSIONER DONNELL
TO PURSUE THE DUBLIN HIGH SCHOOL PROPERTY BEHIND THE DUBLIN SWIM CENTER AS
AN ALTERNATE SITE FOR A SKATEBOARD PARK. (UNANIMOUS)
The meeting was recessed at 8 : 36p .m . The meeting was reconvened at 8 : 46p .m.
New Business
Halloween Spooktacular
Tracy O ' Shea , Recreation Supervisor , reported that the Annual Children ' s
Spooktacular Halloween Party was held on Friday , October 27 , 1989 , from
1 : 30-5 : 30p .m. The carnival type Spooktacular has been conducted for the
last five years . Staff would like to change the event from a children ' s
program to a family Halloween special event . The event would be scheduled
in the evening from 7-8 : 30p .m . Events would include a costume contest with
a number of categories (Best Family , Spookiest , Silliest) ; a pumpkin carving
and pie baking contest ; a puppet show ; crazy contests with audience
participation ; and the customary game and craft booths .

Staff would like to include Teen participation in this event . It has been
suggested to have a haunted house utilizing the downstairs area of the
Center . The Teens would be responsible for planning and creating the
haunted house , and the activity would be supervised by the Teen Recreation
Coordinator .
The Commission was in favor of changing the program to a family event in the
evening . Commissioner Hudak indicated that he has a friend who sets up his
garage as a haunted house each year , and is quite impressive . He stated
that he will have him contact Tracy , as he might have some ideas and
equipment .
Election
At the October 24 , 1988 meeting of the Dublin City Council , the Council
adopted a resolution amending the Bylaws and Rules of Procedure .
This resolution changed the election month from October to December of each
year .
At the December 12 , 1989 meeting of the Park and Recreation Commission , the
election was not held as all five _ members were not present . It is the
recommendation of staff that nominations be accepted and elections held for
Chairperson and Vice-Chairperson to serve for the next 11 months .

Other Business
Commissioner Hernandez stated that she has received phone calls regarding
removal of the trees at Shannon Community Center ; a wooden Social Hall
floor ; increase in garbage fee ; dirt piles at Shannon ; and bus shelters .
Commissioner Hudak pointed out that the trees were removed because they were
diseased .
Diane responded that the trees were also creating problems with the parking
lot , as the roots were coming through the pavement . The trees were not
properly pruned or staked . A public meeting was held to discuss the park
renovation , and residents do have the right to review the adopted plans
anytime .
Diane stated that the City never planned to replace the Social Hall floor
with a wooden floor . Several members of the Tuesday Senior Dance Group
indicated they wanted a wooden floor , however were told that the floor would
be replaced , but not with a wooden floor .
The City conducted two public meetings in regards to the garbage increase .

Even though the renovation at Shannon has involved the removal of dirt in
many areas of the park , the contractor is making an effort to keep the front
access clear for public and staff access .
Livermore Transit will be installing bus shelters in Dublin .
Commissioner Hernandez stated that many seniors do not like to go out after
dark and therefore would not attend meetings . She indicated that she called
the City in regards to the trees , but never received a reply .
Diane stated that if she is receiving complaints , to please call her and she
will followup or refer the matter to the proper department . The seniors
should be told that if they have concerns or complaints , to attend the
scheduled meetings , call the City offices directly , or submit something in
writing .
Commissioner Downey encouraged the Commission to pursue appointing a non-
voting representative to attend Commission meetings to represent the youth
of Dublin . Diane suggested adding this item to the Goals & Objectives .
Staff Reports
The coaches of Dublin High School are scheduled to attend a meeting to
provide input on the renovation of the football field . Ground breaking is
scheduled for May 1990 .
The pool renovation began two weeks ago and the pool has been drained .
The main portion of the Shannon Park renovation is on schedule , however
there are some portions that are behind . It is anticipated that the side
access road will be paved and accessible for use within the next couple of
weeks .
The plans for the St . Patricks Celebration are progressing .
A special meeting of the Commission is scheduled for Tuesday , January 23 ,
1990 in the Council Chambers at 7 : 30p .m. The agenda will include Goals and
Objectives for 1990 , softball program information , and possibly Easter .
An agenda packet will be prepared .

Being no further business , the meeting was adjourned at 9 : 06p .m.
