ROLL CALL Commissioners (Cm.) Present: Blackburn, Deets, Iharosi, Minniear, Szollos,Tutino Commissioners Absent: He PLEDGE OF ALIEGIANCE Chair Blackburn led the Pledge of Allegiance. ORAL COMMUNICATIONS 3.1 Public Comments—None. APPROVAL OF MINUTES 4.1 March 10, 2016 Regular Meeting On a motion by Cm. Deets, seconded by Cm. Iharosi, and by a vote of 6-0-0 with Cm. He absent, the Commission took the following action: ACTION: Approved minutes of the March 10, 2016 Regular Meeting as presented. WRITTEN COMMUNICATIONS—None. PUBIIC HEARING—None. UNFINISHED BUSINESS—None. NEW BUSINESS 8.1 Cultural Arts Needs Assessment Ms. Tegan McLane, Cultural Arts & Heritage Manager, presented the specifics of the item as outlined in the Staff Report. Cm. Tutino stated she would be happy to provide arts educator contacts to Staff. Cm. Minniear asked for an explanation of the "cultural arts" category. Ms. McLane stated "cultural arts" is a broad definition that is inclusive of artists in general and culturally specific groups that specialize in dance or music. Chair Blackburn asked if the Commissioners could attend the public meeting(s) to observe. Ms. McLane stated that Staff would need to know the number of Commissioners planning to attend so that if there were a majority of the Commission,the meeting could be noticed to the public. Minniear stated the project is a very expansive approach to gather information from the various art forms; however, he expressed concern about responses from community members that may not be familiar with culturally specific programs in this area. Cm. Tutino suggested exploring digital arts through use of the Library's 215t Century Technology Center. Cm. Blackburn asked about the definitions of the ESRI segments listed on page seven of the Assessment. Ms. McLane stated she would research the definitions and follow up with the Commission. Vice Chair Szollos asked if stay-at-home mothers would have a chance to participate in the survey, and Ms. McLane said yes. ; Chair Blackburn asked about the public outreach planned for the Assessment. Ms. McLane stated there would be multiple forms of public outreach and publicity for the public phase of the project. : The Commission received the report. 8.2 Utility Box Art Pilot Program Theme and Selection Process Ms. McLane presented the specifics of the item as outlined in the Staff Report. At the request of Chair Blackburn, Ms. McLane discussed the pros and cons of an open call for proposals vs. pre-qualified artists. ' Several Commissioners discussed the potential of allowing student artists to partake in this project. Ms. McLane stated one approach could be to pre-qualify art teachers who could choose student artists to work on the project. Cm. Minniear asked if Staff already has a list of prequalified artists. Ms. Mclane said no and explained that Staff currently has a list of pre-qualified sculpture artists. Chair Blackburn suggested taking action on Staff Recommendation #2. : On a motion by Cm. Minniear, seconded by Cm. Tutino, and by a vote of 5-1-0 with Chair Blackburn against and Cm. He absent, the C'ommission voted to allow for a subset of the pro%ect to be completed by student artists. Chair Blackburn stated she would be in favor of the motion as long as proposals from art teachers would not be limited to a certain number of boxes or box locations, but would be considered for any box location or quantity based on the proposal(s) received. Cm. Deets asked whether funds for the project have been approved and whether a deadline for the project has been set. Ms. McLane stated funds have been approved for the project and a deadline for the project has not been set; however, the plan is to begin working on the project within this calendar year. Ms. McLane explained that having a project in which professional artists would be competing against student artists could limit the number of proposals submitted by professional artists. H&CAC Minutes —April 14, 2016 — Page f3 Chair Blackburn stated that, in light of this information, she would be in favor or limiting the number and location of boxes for which student artists could compete. Cm. Deets suggested the student artists be treated similar to professional artists and be offered compensation in the form of scholarships. Ms. McLane stated she would look into whether this would be possible. The Commission suggested that artist compensation for each box be equal for both professional and student artists. The Commission discussed various ideas for how the artists could be selected. On a motion by Chair Blackburn, seconded by Cm. Minniear, and by a vote of 6-0-0, with Cm. He absent, the Commission voted to issue an open call for proposals to be evaluated by an ad hoc subcommittee of three Commissioners with the selected proposals to be presented before the full Commission for approval. The Commission discussed various themes for the project, which included variations on a shamrock, flowers, and interpretations of the 'New American Backyard.' On a motion by Cm. Tutino, seconded by Cm. Deets, and by a vote of 6-0-0 with Cm. He absent, the Commission voted for the single art theme of variations on a shamrock. OTHER BUSINESS 9.1 Brief Information Only Reports from Heritage & Cultural Arts Commissioners and/or Staff Vice Chair Szollos reported she attended the San Ramon Holi Festival. Cm. Minniear reported he would be appearing in a TV30 interview regarding Dublin's military history. Cm. Deets stated he had been featured in an interview by Tri-Valley Conservancy. Ms. McLane provided program and event updates. 9.2 Discussion of Future Agenda Items Ms. McLane provided an overview of upcoming agenda items for the Commission. Cm. Minniear stated he would like the Commission to have an opportunity to discuss how the Cultural Arts Assessment would shape plans for a Cultural Arts Center.
