DESCRIPTION For the past five years, the Recreation Depart-
ment has implemented an Afterschool Recreation program for students in
grades 1-5 at both Nielsen and Murray Elementary Schools. The intent
of the program was to provide a safe, supervised drop -in program that
featured a structured schedule of recreation activities. Through
surveys and parents comments, it became apparent that this program was
being utilized as "day care" or baby-sitting, a goal that was not
intended for the program.
At the July 10, 1990 meeting of the Parks and Recreation Commission,
the Commission reviewed a number of changes to the program as proposed
by Staff. Based on the direction provided by the Commission, the
program was revised to include the following components:
"Kids Klub" - a free drop -in program featuring games, crafts and
supervised free play, twice a week on Wednesday and Friday.
Afterschool Sports - a fee based program designed to emphasize
participation and team building rather than competition, twice a week
on Tuesday and Thursday.
"Monday Fundays" - special activities such as local excursions, guest
speakers, and large special events, to be held on alternating Mondays.
The aforementioned programs would be offered at all three elementary
schools and would be open to children in grades 1-5.
In attempting to implement this program, Staff discovered that there
was a space conflict in the multi -use room at all three of the schools
due to a school sponsored sports program. Each of the three schools
participates in an afterschool sports league in which fifth grade
students from each school compete in basketball and volleyball. Teams
are limited to approximately 12-15 students and are coached by either
parent volunteers or teachers. The program is funded by the school
district.
In discussing the City's proposed afterschool sports program with
school administrators, they were enthusiastic about the program but
were concerned with the fee -based aspect of the program. Although the
City's program (grades 1-5) would potentially serve more children than
the program offered by the school district (grade 5 only), the schools
felt that children who could not pay for the program would,be
eliminated.
Consequently Staff has delayed implementation of the revised format
for the afterschool recreation program pending input from the Parks
and Recreation Commission. In the meantime, Staff h4s-�mp7oo rated a

offered in past years.

Thus the following options have been developed for review by the
Commission:
1. Operate afterschool recreation program at Murray and Nielsen
Schools for 90-91 school year while re-evaluating concept of
"Kids Klub", Afterschool Sports, and "Monday Fundays".
2. Implement revised program format assuming responsibility for
school sponsored afterschool sports program; review fees.
3. Conduct an in-depth survey of parents to identify
needs/desires for day care, sports and recreation programs.
