Provide input on tile Preliminary Goals and Objectives 2004- 2005 and determine whether there are objectives relating to the senior community that should be proposed for 2004-2005 FINANCIAL STATEMENT: None . DESCRIPTION: The City Council has scheduled the Annual Goals and Objectives Study Session for Monday, April 19, 2004 at 5:00 p.m. This Study Session provides the City Council with an opportunity to reach consensus on the primary direction and allocation of City resources for the upcoming year. As has been done in past years, the Senior Center Advisory Committee has been asked to provide input on the preliminary Goals and Objectives for Parks and Community Services. ADOPTED 2003-2004 GOALS AND OBJECTIVES The adopted 2003-2004 Goals and Objectives included 17 objectives that were assigned to Parks and Community Services. Of those objectives, 14 objectives were given a high priority, two objectives were given a medium priority and one objective was given a low priority. Staff has prepared a status report that outlines the level of accomplishment for the 17 objectives assigned to Parks and Community Services (Attachment 1). Of the 17 objectives, nine are complete or will be complete by the end of the fiscal year(June 30, 2004), four are underway and will be carried over to next fiscal year and four have had no progress. STRATEGIC PLAN In January of 2004 the City Council had a Strategic Planning Workshop. During the Strategic Planning Workshop,the City Council worked on the development of a draft Mission, Vision, and Value Statements for the City of Dublin. The primary focus of the Strategic Planning Workshop was the development of strategies that would provide a focused framework for City's Goals and Objective program and the COPIES TO: ITEM NO. 8.1 G:\Sr Cntr Adv Comm\Statements\2004\2-19 G&O.DOC ultimate allocation of resources for the City over the next ten (10) years. The Mission, Vision and Values are Attachment 2. The Strategies, Goals and Objectives are Attachment 3. Only those Strategic Objectives that relate to Parks and Community Services have been included in Attachment 3. At this time, Staff has concluded that four of the six Strategies relate to Parks and Community Services: Strategy#2 Facilitate and encourage continued investment in Downtown Dublin Strategy#3 Develop a transportation system that facilitates ease of movement throughout the City Strategy#4 Create an open space network that ensures environmental protection and provides public access where appropriate Strategy#6 Develop dynamic community facilities that provide unique recreational and cultural experiences in the region PRELIMINARY 2004-2005 GOALS AND OBJECTIVES Staff has prepared a preliminary list of 2004-2005 Objectives for Parks and Community Services (Attachment 4). Staff has identified ten new objectives for 2004-2005. The remaining eight objectives have been carried over from the previous year. Of the 18 objectives, ten relate back to the Strategic Goals in Attachment 3 and will be instrumental in the accomplishment of the goals. Three objectives are recommended for deletion; two that are being addressed with new objectives and one that Staff has determined is not necessary. For Fiscal Year 2004-2005 there is one new objective directly related to senior community which is Objective #1, Complete construction of new Senior Center and prepare for operation of new facility. At this time it is anticipated that the Senior Center will be complete by spring 2005. In the months leading to the opening of the facility Staff will be working with the Committee to develop operational procedures for the new Center and to develop a plan that will provide direction for expanding programs and services for the new Dublin Senior Center. Consequently, Staff is not proposing any other objectives for 2004-2005. However, Staff would like to provide the Senior Center Advisory Committee with the opportunity to - propose new objectives. Additional space has been provided at the bottom of Attachment 4 to identify • any other objectives that individual Committeemembers wish to have considered as part of the 2004-2005 Goals and Objectives Program. RECOMMENDATION: It is recommended that the Senior Center Advisory Committee provide input on the Preliminary Goals and Objectives 2004-2005 and determine whether there are objectives related to the senior community that should be proposed for 2004-2005. If so, the Committee's recommendation will be provided to the Parks and Community Services Commission for consideration as they deliberate the overall priorities for Parks and Community Services. The meeting of the Commission will be held on Monday, February 23, 2004 at 7:00 p.m. at the Dublin Civic Center.
