HomeMy WebLinkAbout8.3 Dublin Senior Center Strategic Plan -CITY OF DUBLIN DUBLIN SENIOR CENTER ADVISORY COMMITTEE AGENDA STATEMENT MEETING DATE:April 7, 2005 SUBJECT: Dublin Senior Center Strategic Plan ATTACHMENTS: None RECOMMENDATION: Receive report; recommend a final version of the Vision, Mission and Values Statement; and, provide input on key trends and opportunities. FINANCIAL STATEMENT: None DESCRIPTION: At the January 2005 meeting of the Advisory Committee, Staff received input from the Advisory Committee on the core values for the Dublin.Senior Center. This is the first step toward developing a Senior Center Strategic Plan. When completed, the Strategic Plan will provide a focus for expanding programs and services at the new Dublin Senior Center. Based on input received from the Advisory Committee, Staff has developed a draft of the Mission,Vision and Values for the new Senior Center. At this meeting, Staff will be conducting some exercises with the Advisory Committee with the purpose of finalizing the Mission, Vision and Values. The Committee will also begin to discuss key trends that will have an impact on the programs and services provided at the Senior Center. CORE VALUES Based on the values that have been shared in past discussions, Staff has created a comprehensive list of possible core values to be considered,which are as follows: • Recreational experiences • Social interaction • Personal development • Place to belong • Accessibility • Professional, competent, caring • Distribution of information staff f • -Warm and friendly • Respect • Welcome all ages • Inclusive • Place to hang out • Creativity • Diversity • Healthy lifestyles • Education/lifelong learning • Maintaining independence • Broad educational/professional • Volunteerism backgrounds • Effective partnerships • Physical fitness • Integration • Senior support COPIES TO: ITEM NO. 8.3 C:\Documents and Settings\doras\Local Settings\Temporary Internet Files\OLK4A\04-07-05 Item 8 3 Strategic Planp.doc Committee Members will be given an opportunity to add additional core values to the list. It should be noted that Core Values focus on the attributes not solely the features of the Senior Center. "Core values are the driving force behind the way we do business." "...and guides the day-to-day behavior of everyone in the organization if it is to be successful in achieving its mission." The Northbound Train,pp 158 As part of the Core Values exercise the Committee Members will be given twelve dots each to vote for their top 12 core values. Once a list of the top values is developed, the Advisory Committee will be asked to rank and prioritize the list. VISION The Vision Statement describes the preferred future of the Dublin Senior Center. Staff has drafted the following Vision Statement for review: A warm, welcoming, and accessible recreation facility that fulfills the social, educational, and creative needs of those 50 years and older, and supports independent/healthy lifestyles. The Advisory Committee should consider if the draft statement conveys how success would look and feel? Does it reflect the unique goals, values, aspirations and concerns of the Dublin Senior Center? Is there anything to add or modify? MISSION The Mission Statement describes the business of the Dublin Senior Center. Staff has.drafted the following Mission Statement for review: Maintain a first-rate community facility that promotes and supports a high quality of life for those 50 and older by: • • • Providing inclusive programs and • Encouraging lifelong learning and services that engage the mind, discovery body and spirit • Stimulating creativity • Fostering new opportunities and • Valuing diversity recreational experiences • Improving accessibility • Encouraging volunteerism • Providing responsive and • Maintaining independent living supportive services that are • Enhancing health and nutrition valued by seniors and their caregivers. The Advisory Committee should consider•if the draft Mission Statement describes the "business" of the Dublin Senior Center and helps Staff to focus on and achieve the Senior Center's vision. An effective mission statement should be definitive and tells the story of our way of doing business. It should-answer the question, "What difference is made in individuals, the community, the environment, and the economy through the Dublin Senior Center?". KEY TRENDS AND OPPORTUNITIES An important step in developing the Strategic Plan will be to identify key trends that will have a major impact (positively and/or negatively) on the ability of the Senior Center to meet the needs of seniors now and in the future. The key trends and other study data will be evaluated to identify the market opportunities with the greatest potential for meeting the vision and mission for the new Senior Center. Page 2 of 4 The Advisory Committee Members will be asked to provide input,on these trends and opportunities. In preparation for this exercise, Committee Members are asked to think of internal, external and demographic trends that currently or in the future will have an impact on the Senior Center. The following tables list some trends and opportunities identified by Staff. EXTERNAL TRENDS Key Trend Opportunity Population is aging but the newly mature groups Need to start developing new programs and (baby boomers) will not age in the same ways as services that target the needs of this age group older Americans have previously. The baby now. boomers will not mature and age in the same manner as previous generations so don't expect to see them fighting for a bingo seat at the senior center. The youngest of the boomers turns 40 this year while the older end of the boom reaches 58. Other ethnic groups do not use parks and services Need to consider this in program design, marketing, in the same ways as white participants and park and facility design. Obesity is a growing problem among youth and Need for healthy cooking classes and more fitness children and has significant impacts. One half of opportunities, diet support groups, etc. Partner Americans (49%) tried to lose at least 5 pounds with weight watchers or health organization. while another 16%tried to retain current weight; only 20%of those individuals termed their efforts successful or extremely successful(IHRSA/ASD Obesity-Weight Control Report) Space is limited and costs are exorbitant for Services and support groups to meet the needs of assisted living and convalescent homes. This means caregivers. more children are becoming caregivers for their aging parents. More seniors living with their children. Also a cultural attribute. Eight of the 15 most popular sports among older Develop outdoor activity and sports programs Americans(55+) are fitness oriented and the other (softball, golf, etc.) six are outdoor activities (Superstudy of Sports Participation 2004). Ensure programs and services are accessible to help seniors maintain sense of independence and ability to travel. • Page 3 of 4 DEMOGRAPHIC TRENDS Key Trend Opportunity California remains one of the top six gateway states for new immigrants coming into this country. However, California is also among the top five highest decliners for domestic migration for both whites and African Americans. (American Demographics,July/August 2004) • In Alameda County from 2000-2003 the number of people of Asian descent increased 14%. People are living longer More segmentation of senior programming to deal with the varying groups of older adults based upon age, level of health, and available resources More people are living alone Determine strategies to keep these individuals connected and involved with other human beings and their community. In Alameda County from 2000-2003 the number of people age 55-59 increased by 37%. Those who are 45-54 increased by 6%. According to Graham TT Molitor in Trends& Forecasts for the New Millennium, Retirement age dropped from an average of 67 years in the early 1950's to 60 years in 1994, but the trend toward. early retirement will be reversing, rising to an average of 67 years in 2022 and 70 in 2025, as Americans live healthier and longer lives. • INTERNAL TRENDS Key Trend Opportunity 50-units of senior housing on site;300 across town Need to determine age-makeup of these types of in Dublin Ranch projects.
