MINUTES
Meeting Date: May 12 , 1992

Meeting called to order at 7:40 a.m. by Diane Lowart. Introductions
were made and Diane briefly summarized the purpose of the meeting.
Acquisition
Libby Silver, City Attorney, reviewed the acquisition process for each
of the three properties.
Old St. Raymond's Church
Dagmar Fulton, ALVHS, reconfirmed their intent to sell the church
to the City. While she would like to see the church remain in
the ownership of the City in perpetuity, she is not requesting
any deed restrictions to require this. Libby Silver cited the
current deed restriction placed on the property by the Catholic
Diocese and indicated that the Diocese would need to contacted to
inquire as to whether the restriction could be lifted.
The City Attorney is obtaining a preliminary title report for the
property and will be preparing a purchase agreement. Dave Burton
suggested that the appraisal be done by a licensed real estate
professional as opposed to a professional appraiser. The City
Attorney concurred. Dave indicated that he would give the names
of three licensed real estate professionals to Diane to pursue
the appraisal.
Dublin Cemetery
Lou Seever, Dublin Cemetery, reconfirmed their intent to give the
cemetery to the City but indicated that they would require a deed
restriction whereby the property would revert back to the
Cemetery Association if the City could no longer maintain and
operate the property as a cemetery. Libby indicated that
portions of the property appear to have a deed restriction
limiting use only for cemetery purposes. As it appears that the
school is placed on the property that has this deed restriction,
it will be necessary to have this restriction lifted for that
portion of the property. She directed the Cemetery Association
to contact the Catholic Diocese regarding this restriction.
In addition she questioned whether their was an endowment fund in
place for the property and, if so, would it be transferred to the
City as well? Lou indicated that the fund would be used for
clean-up of the property and for a sculpture to be placed on the
property. He also indicated that it was the intent of the
Cemetery Board to sell all the remaining plots prior to the
transfer. Libby requested copies of all the records regarding
plots, owners etc. upon the transfer.
Original Murray Schoolhouse
Libby indicated that the acquisition of the schoolhouse would
require a bill of sale and a transfer of the lease. She asked
whether there were any restrictions for the sale. Marie Cronin,
DHPA, indicated that the conditions identified in the letter of
December 9 , 1991 were what they would like. The condition
dealing with DHPA's desire to lease the building was discussed in
further detail as, if this is granted, the EBRPD Measure AA funds
cannot be used for renovation. The DHPA Board will clarify the
proposed restrictions and Marie will let Diane know within two
weeks.
Marie requested copies of the EBRPD Measure AA guidelines.
Renovation
Bob White and Vic Taugher discussed the estimates received for
building renovation for the church and the school. It was determined
that the following work needed to be accomplished in the year
following acquisition:

1. Identify all areas of dry rot and repair/replace as needed.
2 . Improvements necessary for handicapped accessibility.
3 . Repairs to bell tower roof, floor and siding.
4. Electrical upgrade. _
The consensus of the committee was that $50,000 would be
sufficient to make the necessary repairs. In addition,
approximately 15% or $7,500 is needed for design and inspection.
Original Murray Schoolhouse
1. Identify all areas of dry rot and repair/replace as needed.

3 . Repaint exterior.
4. Replace broken windows.
5. Electrical upgrade.
The consensus of the committee was that $50,000 would be
sufficient to make the necessary repairs. In addition,
approximately 15% or $7,500 is needed for design and inspection.
Dublin Cemetery
The Cemetery Association indicated that they would do all of the
items identified in the initial clean-up estimate with the
exception of tree pruning/removal and fence installation prior to
the transfer. Steve Loweree indicated that the initial cost to
the City could be reduced to $15,000 - $20,000 , however this does
not include fence replacement which does not necessarily need to
be undertaken in the first year.
Thus it was agreed that the one-time cost to the City for acquisition
and renovation of the Heritage Center is as follows:
Acquisition $ 25,000
Renovation
Church $ 57,500
School $ 57,500
Grounds $ 20,000
TOTAL $160,000
Discussion then centered on whether or not the EBRPD Measure AA funds
could be used for this project. The initial response from EBRPD was
that they could not be used if the City intends to lease a portion of
the site to a non-profit group for operation. The City Attorney will
be reviewing the guidelines more thoroughly and make a determination.
Diane Lowart indicated that in order to meet an extremely tight
timeline both for the budget and the grant, all information needs to
finalized within two weeks.
Libby Silver recommended that the City pursue a soils report and, in
addition, obtain title insurance as part of the purchase. The
committee concurred.
Paul Moffatt questioned the City's policy for volunteer labor. The
City Attorney indicated that there were certain regulations under the
Public Contract Code that would need to be adhered to, but she would
research it further.
The meeting was adjourned at 10 :45 a.m.
