SPRING 2009 QUARTERLY REPORT
Staff gave a brief summary of the 2009 Spring Quarterly Report this spring. The Senior Center
experienced a 3% growth in attendance compared to the prior year. Attachment 1 summarizes the classes
and activities offered. It was noted that"NO"represents not offered.
CM Edge inquired why the SmartEats Cooking class was cancelled. Staff explained that two classes,
SmartEats Cooking and Quilting, sponsored by Amador Valley Adult Education (AVAE) will no longer
be offered due to funding constraints. AVAE has decided not to sponsor any classes outside the
Pleasanton City limits. However, Staff reported that Quilting instructor, Linda Schmidt, will be returning
as a volunteer.
Staff included a few great comments made by patrons taken from special event evaluations.
The Integrity in Action Program,launched in May,has been well-received by the patrons.

The Coffee Sponsorship Program continues to draw funds to offset the cost of coffee and coffee supplies
allowing the Center to provide complimentary coffee. In March a total of$2,050 from two organizations
—Gold Sponsor HomeAide Home Care and Silver Sponsor Tender Heart In-Home Care -was received.
There were three classes held in the evenings at the Senior Center during the quarter; in addition to the
eight Jazzercise classes held each week. McCreary indicated that Jazzercise provides rental revenue for
the Senior Center. There were eleven rentals this quarter.
Commissioner Guarienti shared that he appreciated the new written format, and the great summary of
activities offered at the Senior Center.
MODIFICATIONS TO THE SENIOR CENTER ADVISORY COMMITTEE BYLAWS
McCreary gave a brief summary of the few changes proposed for the Senior Center Advisory Committee
Bylaws and Rules of Procedure.
The first change was to have Article II.0 read: "One member of the Parks and Community Services
Commission serve as a liaison to the Advisory Committee."
The second change was made to Article V.C.4 pertaining to the duties of the Officers. It was
recommended it read: "The Chairman performs the duties...represents the Advisory Committee before the
Parks and Community Services Commission and City Council, or designates a representative."
In addition, changes were proposed by the City Council regarding officers. The City Council
recommended that the position of Chairperson and Vice Chairperson be rotated each year.
Commissioner Guarienti commented that through his experience he felt that the Advisory Committee
Chairperson needs the first year to get acclimated and the second year they are able to be more effective.
CM Bonetti agreed that the Chairperson be allowed to continue their term up to two years to provide more
continuity to the Advisory Committee.
CM Baron commented that each Chair tends to bring a different focus and agreed that a Chairperson
should be allowed to serve up to two years.
The Committee Members requested that this item be deferred for more discussion at the August meeting.
PROPOSED SENIOR CENTER FEE INCREASE
The following fee increases were recommended to keep pace with the necessary revenue growth. This
increase will go into effect on September 1, 2009.
The Activity Fee will be increased from $1.00 to $1.25. This is a 25% increase. The last fee increase in
2006 went from $.75 cents to$1.00. Yet, even with this increase, in comparison to other cities the Dublin
Senior Center activity fee is still below the market average.
CM Baron inquired if Staff could offer an activity card or a convenience card so seniors wouldn't have to
carry cash.
CM Bonetti suggested creating an activity card that could be punched each time they attended an activity.

CM Baron asked if the Senior Center could offer an initial discount as an incentive.
Commissioner Guarienti stated that these types of card systems have to be based on an honor system. He
felt that many seniors know to bring exact change.
The Committee Members asked that this subject be researched and other alternatives be recommended by
Staff at a future meeting.
Changes to the fee for the Special Luncheon Events
McCreary announced that there are price increases to some of the programs due the increase in direct cost.
There will be a $.50 (8%) increase to the special luncheons. The resident fee will now be $7.00 and Non-
resident will be$8.00.
Changes to the Dance fee:
Pre-registration fee for residents will be from $8.00 to $9.00; and for non-resident from $9 to $10. The
dance fees collected at the door will increase from$10 to$12.
CM Bonetti felt that the increases are reasonable considering how much entertainment fees have
increased.
Changes to Trip and Tours: Rates.$2 increase
Due to the increase in van maintenance, gas and driver costs, the following increases have been
recommended.
Trips and Tours (Resident-R) from $25 to$27
Trips and Tours (Non-Resident-NR)from$29 to$31
Trips and Tours outside East Bay(R)from$28 to$30
Trips and Tours outside East Bay(NR)from$32 to$35
CM Baron asked if the City had a Pricing Strategy Program and if we could offer a type of frequent user
discount.
McCreary stated that the Department will be developing a pricing and cost recovery policy this fiscal
year.

Committee Members each provided a brief report on their strategies.
Strategy #1: Expand availability of Advisory Committee Members to listen to the community about
the recreational and social needs of older adults.
• CM Baron reported that the first Safeway outreach is scheduled for Wednesday, July 22. It was
determined that CM Vanderpool and CM Edge will work the early shift from 3:45 to 5:30 p.m.
and Marty Baron and Diane Bonetti will work the later shift from 5:30 to 7:15 p.m.

• CM Bonetti suggested that everyone dress in attire to attract the public with the opportunity to
converse with them. Staff suggested the wearing the aprons with the Senior Center Logo.
McCreary suggested that a script be provided to each Advisory Committee Member.
• McCreary asked how the Committee Members would you like to measure the success of the
Safeway outreach. CM Baron stated the number of contacts could be measured.
• CM Baron wondered why no one attended the meeting today, and if Staff informed the patrons
about the new meeting location and time. Guarienti mentioned that the change to the meeting date
was made last month so the newsletter and Quarterly Guide would not reflect the change in
location and time.
• CM Baron stated that he is still trying to reach Congressman McNerney. It was suggested that the
Foundation possibly host a pancake breakfast as a fundraising opportunity in the morning and a
mid-morning workshop could be offered by McNerney from 10:00 a.m. to 12:00 noon. CM Edge
did not favor combining the two events.
• Commissioner Guarienti suggested that the goal of doing outreach is to entice new people to come
in to the Senior Center. He suggested asking people once they get to the Senior Center, "Is it
your first time at the Senior Center?" Volunteers need to engage people and find out their interest,
get them in and involved. Once they arrive, the volunteer greeter will have a crucial role to give
new people a tour of the facility and share information about programs and services.
• Hudson suggested that another outreach be conducted at the Groves where over 300 seniors reside.
When the Advisory Committee held their May Meeting at the Groves, Sue Cervantes, the Groves
coordinator, was willing to help promote the Senior Center programs not only to their residents
but also to the community. CM Vanderpool suggested hosting a Mini Info Fair at the Groves. She
wanted to help and is willing to post flyers in the community, like Fitness 2000 and the Wicklow
Apartments.
Strategy#2—Serve as Ambassadors and expand outreach to older adults in the community.
• CM Vanderpool reported that she coordinated one meeting at the Groves.
• CM Baron wanted to know the means the Senior Center was promoting the activities and who was
responsible for the promotion of the events. McCreary stated that Hudson was responsible for
implementing promotions.
• CM Baron noted that he appreciated the hard work of the Staff, and stated that the Advisory
Committee is making suggestions to work toward a common goal of expanding promotions.
• CM Bonetti suggested that Senior Center actively recruit a Volunteer or staff member to assist
with the marketing and promotion of activities.
• CM Baron suggested using radio broadcast and other media as the main source of publicity.

• CM Bonetti suggested announcing the need for volunteers to work on publicity and marketing in
the Dublin Doings newsletter.
• CM Vanderpool suggested the use of an electronic billboard and newspapers.
• The Committee Members requested that this subject be placed on a future agenda for further
discussion.
• CM Guarienti suggested the Committee be aware, first, what form of publicity is being done by
staff now. He felt that the timeliness of the article in the paper and newsletter, or the direct
notification via email, phone call or one-on-one discussion are important. Patrons may have not
read the Dublin Doings or just maybe not interested. Sometimes patrons receive information
through flyers that are picked up. Guarienti also made a few recommendations on how the photos
in the newsletter could be better utilized. He recommended that names of volunteers be placed
below each photo wherever possible, and have a better placement of photos throughout the
newsletter.
Strategy#3—Promote and support the proposed Saturday morning programs at the Senior Center.
• CM Edge stated that he will approach the Foundation on August 6th to discuss the possibility of
the Foundation sponsoring a pancake breakfast on a Saturday morning. He wasn't sure if he
would get the support from the Foundation due to the difficulty in finding enough volunteers.
• CM Vanderpool asked the Advisory Committee if they would be willing to prepare and host the
first pancake breakfast in September.
• McCreary suggested partnering with the fire department or another organization if the Foundation
declines.
Strategy 4: Making old adults feel valued in the Community.
• CM Baron announced that CM Villegas reported that the next Senior Spotlight will be on Joe
Kleponis.
OTHER BUSINESS
CM Edge gave a brief report about the Foundation. He stated that the Foundation's goal is to raise money
from various sources and make financial contributions to the Senior Center for equipment and
furnishings. After this year, he felt that the Foundation may not be invited next year to participate in the
fireworks booth due to lack of volunteers from the Senior Center. To date, he stated that one booth on
Toyota Drive made $2,500 and the Dublin Blvd. booth has made twice as much. The booth sites are
selected by lottery.
Commissioner Guarienti shared the City of Dublin Five Year Capital Improvement Program. He reported
the Emerald Recreation and Aquatic Complex was deferred due to insufficient funding. Dublin Historic
Park Phase 1 is under construction. All the projects in the five year plan total$80 million.
He announced that the Dublin Senior Center rental fee has increased. However, the Dublin fees are
priced below market and haven't made any changed in three years. The rental fee averages out to $.75
per seat per hour. The policies and fees were increased and streamlined.

Commissioner Guarienti reported he attended the dinner only at the City sponsored Golf Tournament. He
commented that the price for dinner only did not seem much different than golf and dinner. He
recommended adding a putting activity before the dinner so non-golfing seniors could participate.
Commissioner Guarienti suggested the following layout improvements for the Dublin Doings. Identify
photos with names specifically if there is an opportunity to give recognition to volunteers in the
newsletter and where volunteers are featured. He also suggested changing the Dublin Advisory
Committee meeting and placing it in the front of the newsletter.
McCreary announced that the Pandigital Company in Dublin donated a 10 '/2 inch digital photo frame to
the Mayor who then donated it to the Senior Center. Window tint on the doors and windows will be
installed next week. The 2009 Summer Concert series begins on Friday,July 10.
CM Bonetti thanked Office Assistant Linda Lau for being persistent in relaying the message to her to
assist a fellow Foundation Member in need.
