PARKS AND COMMUNITY SERVICES COMMISSION
MINUTES OF: AUGUST 15, 2005
The meeting of the Parks and Community Services Commission was called to order at 4:10 p.m. at the Dublin
Civic Center, Dublin, California, by Parks & Community Services Director Diane Lowart.
Lowart advised that since the Chair and Vice Chair were not in attendance, it would be necessary to appoint an
acting Chair from those in attendance. ONA MOTION BY CM. MUETTERTIES, SECONDED BY CM. CAIN
AND BY UNANIMOUS VOTE, THE COMMISSION ELECTED CM. GUARIENTI AS ACTING CHAIR.

Acting Chair Guarienti led the Pledge of Allegiance.

Senior Center Advisory Committee
Hans Berg, 11590 Reilly Court, reported that due to a last minute intervention from the Senior Center Advisory
Committee, the menu for the Gala Opening Dinner was changed from Tri-Tip to Prime Rib. He also report that
through his efforts and due to funds provided by the Senior Center Foundation, a gorgeous new piano was donated
to the Center. Lastly, he reported that the new Senior Center is gorgeous and that everyone loves it. The Center is
a marvelous achievement and shows that the City of Dublin appreciates their senior citizens.
Youth Advisory Committee
CM. Hart reported that there has not been a meeting of YAC since her appointment but the Mayor will be making
appointments to the 2005-2006 YAC at the August 16, 2005 City Council meeting.
Mayor Janet Lockhart addressed the Commission regarding a City participation opportunity, the 2nd Annual Dublin
Leadership Academy. She invited the Commission to participate and to learn why the City makes the decisions
that they do.
Assistant City Manager Joni Pattillo indicated that she and the Mayor were there to give the invitation that was
previously mailed to the Commission a more personal touch. She provided the Commission with background on
the Leadership Academy and said it was available to the first 20 that applied. The first meeting on October 8 will
be a City tour and the 11 week course meets every other Thursday beginning on October 13.
Hans Berg, 11590 Reilly Court, spoke to the Commission about the need for more tennis courts on the west side of
town and that he was there to plant the idea that tennis is a good game. He was aware that the City was studying
the Dublin Square Shopping Center as a potential historic park and he thought it would be a good location for
tennis courts.
Approval of Minutes
ON A MOTION BY CM. MUETTER TIES, SECONDED BY CM. JONES AND BY UNANIMOUS VOTE, THE
COMMISSION VOTED TO APPROVE THE MINUTES OF JULY 27, 2005 AS PRESENTED.

New Business
8.1 Tour of City Parks & Facilities
The Commission adjourned the meeting at 4:45 p.m. to conduct a tour of various facilities including the site of the
future Fallon Sports Park, Bray Commons, Ted Fairfield Park, Emerald Glen Park, Alamo Creek Park, Stagecoach
Park, Dublin Swim Center, Kolb Park, Shannon Park, Dolan Park, Martin Canyon Creek Trail, Mape Memorial
Park, Dublin Heritage Center and Dublin Sports Grounds. The Commission returned to the Civic Center at 6:00
p.m.

CM. Muetterties indicated that Dublin Police Services had been in contact with her and her neighbors regarding
vandalism at the Shannon Community Center. She is holding a neighborhood meeting at her house with Dublin
Police Services on Thursday, August 18.
CM. Cain asked what kind of vandalism was occurring.
Lowart responded that over one weekend eight windows were broken and plywood covering windows that were
previously broken was stolen. She indicated that Police will be increasing surveillance of the site.
CM. Jones asked Staff if the Dublin Senior Center Foundation was affiliated with the City.
Parks & Community Services Manager Paul McCreary responded that the Foundation is a non-profit organization
that raises funds for senior programs and services within the City but is not an official organization of the City.
CM. Cain expressed his compliments to the City Staff on the Gala Grand Opening of the Senior Center
CM. Hart expressed that many of her friends would like to get to see the Senior Center.
Acting Chair Guarienti echoed CM. Cain's compliments regarding the Gala Grand Opening. He also reported that
he participated in the walk from the old Senior Center to the new Senior Center and that the Grand Opening and
Open House was very good. He received many comments from seniors who live out of town on the Center.
Guarienti also reported that he was recently on vacation at Lake Tahoe and had the opportunity to tour a
Recreation Center in Douglas County that was very well designed. He thought it would be a good idea for the
Commission to tour Recreation and Aquatic Centers as part of the planning process for the Emerald Glen Park
facility.
Lastly Guarienti reported that he attended the Agricultural and Open Space Committee of the Tri-Valley Vision
20/20 Project and the possibility of applying for Proposition 50 funds for the Alamo Canal Trail was discussed.
He also reported that the City of Livermore charges an impact fee for trails, much like the fee the City charges for
parks.
McCreary reported on the Senior Center opening activities
Lowart reported that the City Council will be considering a Consultant Services Agreement with the Dahlin Group
for the Shannon Center Reconstruction Project at the August 16, 2005 meeting.
