PARKS AND RECREATION COMMISSION
MEETING DATE: OCTOBER 8, 1991
The October 8 , 1991 meeting of the Parks and Recreation Commission was
called to order at 7 : 34p.m. at the Civic Center, Dublin, California, by
Chairperson, Dan Downey.

New Business
Summer Quarter 1991 Recreation Report
Diane summarized the activities conducted by the Recreation Department
during the Summer Quarter encompassing the months of June, July and August.
She indicated that the Aquatics Program report will be addressed in a
subsequent report, in December or January.
Adult Sports - The 1991 Summer Adult Softball Program consisted of 9
leagues in which 54 teams were registered. An all-star game highlighted
the mid-season and each league concluded with a championship game.
Leisure Enrichment Classes - During the Summer quarter, a total of 67
classes were offered; 34 for youth and 33 for adults. Of these classes , 49
were conducted for a 77% success rate, an increase over the same quarter
last year which had a 68% success rate.
Playground Program - The Summer Playground Program was held at three
locations; Dolan Park, Fredericksen School and Alamo Creek Park.
The program was held Monday through Friday from 1-5pm beginning June 24 and
concluding August 16 . The average daily attendance at Alamo Creek Park was
14 , Fredericksen School 28 and Dolan Park 26.
Preschool Program - During the Summer quarter a Tenderfoot Day Camp,
a nature oriented program, was offered. Three two-week sessions were
offered on Mondays through Thursdays at 9: 00am and 11 : 30am. Due to the
tremendous response to the program, an additional afternoon session
was added. Average daily attendance was 12 .
Senior Center - In June the Third Annual Senior Resource Faire was held.
Other events included a Red, White and Blue All American Dinner Dance and a
trip to Fort Ross. Average daily attendance was 73 and 240. 5 volunteer
hours were logged.
In July the Center celebrated it's third birthday with a gala buffet
luncheon and a performance by the Sunny Glen Kitchen Band. A spaghetti
dinner was conducted by the Dougherty Regional Fire Authority with 180
seniors in attendance. Average daily attendance was 65 with 262 . 5
volunteer hours logged.

August was a very quiet month at the Center, as the regularly scheduled
classes were not offered due to vacations. The Dog Days of Summer Barbecue
was attended by 30 seniors. An old time radio readers program was added to
the programming in August. Average daily attendance was 49 with 283 . 5
volunteer hours logged.
Commissioner Cahn asked what the staffing is at the Senior Center.
Diane replied that it is staffed by only one full-time and one part-time
employee, with the assistance of many volunteers.
Commissioner Sbranti inquired as to the types of calls that the Senior
Center receives . Diane stated that many seniors call the Center to obtain
telephone numbers for various senior services, to make lunch reservations
and obtain class information.
Special Events - The City-Wide Flea Market was held on August 3 , 1991 in
the parking lot of the Dublin Sports Grounds. A total of 59 vendors
purchased space for $15 and approximately 400 buyers were in attendance.
Teen Program - The Summer Teen Program called Club Teen was conducted at
Wells Middle School in Portables 15/16 on Monday, Tuesday and Wednesdays
from 2 : 00-5: OOpm. Average daily attendance was 8 with 322 utilizing the
center during the course of the Summer. A total of 41 Club Teen
memberships were sold.
The most popular activities were the pool bashes held on alternating
Fridays from 6 : 30-9pm. Average participation was 57 with a high of 200 at
the June 7 pool bash. A drop-in gym night was also held on Thursdays from
6 : 30-8: 30pm with an average attendance of 5 .
Commissioner Cahn felt that the low enrollment in the program may be tieing
up facilities that can be used for adult programming. Diane stated that it
has been the goal of the City Council for a number of years to institute a
teen program. Staff is therefore introducing a variety of programs to see
if the need is really there. Staff will reevaluate the program on a
quarterly basis.
Commissioner Sbranti felt that the program should be given a chance.
He stated that he will try to promote the program through the Student
Council and also in the school paper. He inquired as to the status of the
Teen Activity Council . Diane stated that it never really got off the
ground.
Youth Sports - Sports camps were offered to 6-8 and 9-12 year olds and
included soccer, basketball and tee-ball . Of the 11 camps offered, six
were held successfully with a total of 45 participants.
Adult Basketball Program
Diane reported that for the second consecutive year, the Recreation
Department will sponsor adult basketball programs. The gymnasium at Dublin
High School and the gymnasium and multi-purpose room at Wells Middle School
will be utilized for the program which will begin the week of November 11 .
League play will consist of 5 on 5 and 3 on 3 leagues for both men and
women. Open gym will also be offered for drop-in play at both Dublin High
School and Wells Middle School with a participation fee of $3 per night.
Commissioner Lockhart asked if staff has received any feedback on the fees
charged? Diane stated that to date, no one has questioned the fees.
The fees are comparable to other cities and also includes our costs to run
the program.

Review of Use Policies for City Facilities
Diane stated that one of the 1991 Recreation Department goals, was to
undertake revisions to the use policies for City facilities.
Staff initiated this goal for two reasons; 1) to standardize the procedures
for rental amongst all facilities; and 2) to review and update the fees
charged for use of all facilities. The policies requiring revision include
the Civic Center, Senior Center, Shannon Center, Sports Grounds and Swim
Center. Before pursuing review of these policies, it would be necessary to
determine the methodology to be utilized in revising the policies. As each
policy was developed at the time the City either built the facility or
assumed the management responsibility for the facility, the policies differ
in terms of classifications of users, procedures for use, etc.
The Civic Center Use Policy is the newest policy and one which will require
a little revision. The classifications in this policy are the ones that
the other policies should probably be patterned after.
The Shannon Center Use Policy has been revised a number of times, however
the weekly use of the Center by three senior groups has never really been
addressed. Use by these groups was "grandfathered in" at the time that the
City took over the Center from DSRSD. As the fees that are currently paid
by these groups no longer covers the cost of their use, and given the fact
that the groups do not meet the residency requirements for Dublin based
groups, Staff feels that their use should be evaluated.
Commissioner Cahn felt that a rate for the groups should be negotiated, but
whatever is charged should cover the City's expenses.
Commissioner Lockhart felt that the groups should be given the option of
either vacating the premises when needed to accommodate a larger rental,
change their date of use, or make up the difference in the revenue that
would be lost. He suggested offering them a senior rate or volume rate,
but as a non-resident group.
Diane suggested a quarterly reservation procedure, permitting the groups
the opportunity to place application for use of the facility on a quarterly
basis as available. For example, they could apply for January-March 1992
in December 1991, providing that the facility is available for the dates
and times requested.
Revisions to the Dublin Sports Grounds Use Policy have been requested by
both Little League and Soccer as they would like the City to consider
lowering fees or, perferably, not charging fees. Staff will be reviewing
the fee schedule for their use as well as that of tournaments.
After lengthy discussion regarding residency, fees, etc. , Diane suggested
that staff put together a generic policy for the Commissions review for the
next scheduled meeting, and then approach the special needs of each policy.
She suggested that the Senior Center Use Policy be reviewed at a joint
meeting with the Senior Advisory Board, and the Sports Grounds Use Policy
be reviewed with the respective user groups. Notices will be mailed to all
groups indicating that the Commission has started the review of all
policies and will followup with meeting dates.
Commissioner Jones suggested that when the policies are up for review and
placed on the agenda, that each one be the only item on the agenda.

Other Business
Commissioner Sbranti stated that he will be going to Wells School this
Thursday to promote the Teen Center.
Commissioner Jones reported that the snackbar garbage at the Sports Grounds
was emptied last weekend, however no additional garbage receptacles were
supplied as requested. Diane stated that a memo was sent to Public Works
requesting additional receptacles, it is possible that they may be on
order.
Commissioner Donnell reported wasps in the sand in the tot lot at Kolb
Park.
Commissioner Cahn asked Commissioner Jones on the use of the new handicap
playground at Kolb. Commissioner Jones replied that Kaleidoscope uses the
playground frequently.
Diane reported that she and Phil Singer of Singer & Hodges, Inc. met with
the principal and PFC's at Nielsen School today to clarify their concerns
with the playground equipment. Terri Harvey has also been contacted
regarding her concerns with the Cronin Park project.
Staff Report
Diane reported that a school boardmember has suggested that the City enter
into a discussion with the school regarding property adjacent to the Swim
Center to use as a picnic area. The Commission indicated that the project
has merit and maybe should be looked into during development of next years
budget. Diane stated she will look into the matter.
