HomeMy WebLinkAbout09-24-1991 PCSC Approved Minutes • CITY OF DUBLIN PARKS AND RECREATION COMMISSION MEETING DATE: SEPTEMBER 24, 1991 The September 24 , 1991 meeting of the Parks and Recreation Commission was called to order at 7:15p.m. at the Civic Center, Dublin, California, by Chairperson, Dan Downey. Pledge of Allegiance Pledge of allegiance was led by Commissioner Downey. Roll Call Present: Commissioners Downey, Lockhart, Cahn, Sbranti , Jones and Donnell Oral Communications - None Written Communications - None Approval of Minutes IT WAS MOVED BY COMMISSIONER LOCKHART AND SECONDED BY COMMISSIONER CAHN TO APPROVE THE MINUTES OF AUGUST 13 , 1991 AS SUBMITTED. (UNANIMOUS) Commissioner Lockhart indicated his disappointment in the brief information that was reported in the minutes in regards to the voting process on the selection of the favor handout for the Shannon Park Dedication. New Business - None Old Business Nielsen School Play Area Renovation Tracy O'Shea, Recreation Supervisor, stated that funds have been included in the Fiscal year 91-92 Budget for the renovation of the Nielsen School Playground. This project will be funded, in part, by the Dublin Unified School District and the Nielsen School Parent Faculty Club who have agreed to contribute $21 , 000 towards the project. Phil Singer of Singer & Hodges, Inc. , presented the preliminary design for the play area for the Parks & Recreation Commission and the public. He stated that the proposed equipment for the play area includes a modular play system with metal components finished with a powder-coat paint. The equipment will be installed on a "Fibar" base contained by a concrete curb. Mr. Singer presented slides showing the proposed equipment for the play area. Mr. Singer pointed out that the location for the play area was chosen for two reasons 1) the distance away from the building for noise; and 2) the distance away from the basketball area for safety. The equipment will consist of a slide, two swings, an arch ladder, small arch structure and platforms, and a plastic bubble. He indicated that he has spoken to the school principal , who indicated that a ramp was needed to accommodate the disabled children. Mr. Singer stated that there was enough money in the budget to include the ramp. Tracy asked what the cost estimate would be for the ramp. Phil replied, approximately $700-800. Commissioner Cahn inquired if the location for the playground is the best for the playground and whether the future park was taken into consideration? Phil stated that Diane has addressed this matter with the schools. Diane Griffiths, Nielsen School , stated that the location would not be a problem with the future expansion of the school , and if the play area location was located further out, it would interfere with soccer. , MINUTES - SEPTEMBER 24 , 1991 . PAGE TWO Zev Kahn indicated his concern that the playground may be undersized for the needs of the children. Mr. Singer pointed out that the old play equipment is not going to be removed. Diane Griffiths indicated that as many as 300 children use the playground at one time, however once the novelty of the new play area wears off, this should not be a problem. She indicated her concern with only two swings. Also, it would be nice if the equipment could be painted in the school colors of blue and gold. Kristi Goble felt that the decking would not get a lot of use for the money. She stated that in meeting with the parents, they have indicated the need for a wheelchair ramp. They also indicated their concern of the wood splintering, thereby prefering metal. IT WAS MOVED BY COMMISSIONER LOCKHART AND SECONDED BY COMMISSIONER CAHN TO APPROVE THE DESIGN AS SUBMITTED WITH THE ADDITION OF A HANDICAP RAMP. STAFF TO WORK WITH SINGER & HODGES, INC. , THE SCHOOL AND THE PARENT GROUPS TO OBTAIN INPUT ON THE FINAL SPECIFICATIONS OF THE EQUIPMENT, (COLORS, AND WOOD VS METAL) . MODIFICATIONS NOT TO EXCEED THE BUDGET FOR THIS PROJECT. Cronin Play Area Renovation The City has contracted with the landscape architectural firm of Singer and Hodges, Inc. to prepare the design and construction documents for the project. Should the public or the Commission wish to make changes to the proposed design, the proposed changes must not cause the project to exceed the construction budget. Phil Singer of Singer & Hodges, Inc. , presented the preliminary design of the play area for review by the Parks and Recreation Commission and the public. Mr. Singer stated that it will be necessary to remove the old and dangerous existing equipment, regrade the bottom area to create a run-off sub-draining system, and proposed to include a playful wall to separate both play areas. The play equipment would include an overhead ladder, four decks, standard chute, double swings and an arch ladder. Mr. Singer presented a slide presentation showing the proposed equipment for the play area. Commissioner Cahn expressed his concern with the mound which was a problem in the past and encouraged illegal use of the area. Terry Harvey stated that if an area is unattractive, its going to draw this type of use. Mr. Singer added that when an area is actively used, this type of use should diminish. Commissioner Lockhart stated that the mound is not visible when the Police do their drive-by. He asked what the cost would be to lower the mound. Mr. Singer replied approximately $8 ,000-9 ,000 for the regrading required. Commissioner Jones suggested that the residents conduct a neighborhood watch of the playground and report to the police of any problems. Commissioner Downey indicated that the Commission could make a recommendation in the future on the removal of the mound, if it should become a real problem. Terry Harvey stated that the parents were unanimously against having arch climbers and indicated they would like to see more swings instead. She asked if the scoopers at Kolb were broken by vandalism? Also, could the spring rider be a two seater? Mr. Singer stated that the scoopers at Kolb were broken by vandalism. Two spring riders could be installed and only one scooper. MINUTES - SEPTEMBER 24 , 1991 PAGE THREE Commissioner Cahn inquired as to the schedule for both the Nielsen and Cronin projects? Mr. Singer stated that upon completion of the construction documents , both projects will be bid as one package. IT WAS MOVED BY COMMISSIONER CAHN AND SECONDED BY COMMISSIONER DONNELL TO APPROVE THE DESIGN AS SUBMITTED. STAFF TO WORK WITH SINGER & HODGES, INC. , ON THE SPECIFICATIONS OF THE PLAYGROUND EQUIPMENT. MODIFICATIONS NOT TO EXCEED THE BUDGET FOR THIS PROJECT. Commissioner Lockhart commented that he had a problem with allowing a very small segment of the community to come and tell the Commission what's best for the facility. However, these meetings are open to the public and if these are the only residents to show up and give their input, then they should be heard and their input taken seriously. Commissioner Downey stated that the residents in attendance more than likely talked to their neighbors and included their input as well . Other Business Commissioner Jones voiced concern on the lack of garbage receptacles at the Sports Grounds during scheduled soccer use. The trash cans provided were over flowing with garbage over the weekend. In the past, maintenance provided additional cardboard receptacles. Commissioner Downey stated that this was reported at the last Commission meeting by Rick Wendling, and Diane indicated that she would request that the Public Works Department do additional garbage pick at the Sports Grounds, especially on weekends . Commissioner Sbranti indicated interest in having lunch at the Senior Center this Friday. Tracy stated that they do not have lunch on Fridays, only on Mondays, Tuesdays and Thursdays. Commissioner Lockhart stated that the Shannon Park Dedication on Saturday, September 21 went very well , however he would have liked to have seen more people in attendance. Zev Kahn complimented the Commission and Recreation staff on a job well done for the Shannon Park Dedication, however wished that it had been advertised more. Commissioner Cahn stated that before the next Commission meeting, he will be meeting with East Bay Regional Park District regarding trail systems. A meeting was held two weeks ago at the Marriott. It seems they are not to excited about having the same type of system coming down the right-of-way, that we are looking at. Commissioner Downey stated that if it there was only a hard top path, it would be enough to start with. Commissioner Cahn agreed. Commissioner Downey reported that he attended the Recognition Volunteer Luncheon held at the Senior Center on Friday, September 20 . The events included a wonderful lunch, a performance of Casablanca by the Senior Players Club, a bridal dress fashion show, and of course the recognition of the volunteers. Commissioner Cahn indicated that he would like to have a City of Dublin nametag instead of new business cards. Commissioner Downey indicated to the Commissioners that they can have nametags or business cards and a Recreation Department t-shirt. Commissioners Cahn, Lockhart and Sbranti indicated they would like to have t-shirts and nametags. Commissioner Downey indicated he would like to have a t-shirt. MINUTES - SEPTEMBER 24, 1991 ' PAGE FOUR Staff Reports Tracy reported that the Afterschool Recreation Program at Nielsen and Murray began on Monday, September 23 . Nielsen currently has an enrollment of "74" and Murray "36" . This Thursday, September 26 , the teens will have Junk Food Relay during the lunchtime activity at Wells Intermediate School. The new Afterschool Program for teens will be held on Mondays, Wednesdays and Fridays beginning October 14. Staff will have their own portable for the program equipped with a pool table, video games, etc. The Youth Sports League enrollment is progressing very slowly, with only "25" currently enrolled. The Dublin Swim Center will officially close for the season on Sunday, September 29. Adjournment Being no further business, the meeting was adjourned at 9:08p.m. Respectfully submitted, / --- Char J.
