HomeMy WebLinkAbout08-09-1991 PCSC Approved Minutes CITY OF DUBLIN PARKS AND RECREATION COMMISSION MEETING DATE: JULY 9, 1991 The July 11 , 1991 meeting of the Parks and Recreation Commission was called to order at 7 : 34p.m. at the Civic Center, Dublin, California, by Chairperson Dan Downey. Pledge of Allegiance Pledge of Allegiance was led by Commissioner Downey. Roll Call Present: Commissioners Donnell , Jones , Downey, Lockhart and Cahn Oral Communications - None Written Communications Diane reported that correspondence was received from Frederick Doolittle, an advocate for the creation of a trail network in Dublin. She reported that she has responded to Mr. Doolittle's letter indicating that he would be placed on the mailing list to receive information on the Parks & Recreation Masterplan. Information on the East and West Dublin Specific Plan and the Tri-Valley Trails Council was also included. Correspondence was received from Dr. Zev Kahn in which he addressed his concerns regarding the condition of Dolan Park, specifically the large dirt area on the lawn and tree replacement. Dr. Kahn has spoken to the Maintenance Superintendent regarding his concerns and they have been adequately addressed, however a letter in response to his concerns was sent as well . Approval of Minutes IT WAS MOVED BY COMMISSIONER DONNELL AND SECONDED BY COMMISSIONER LOCKHART TO APPROVE THE MINUTES OF JUNE 11 , 1991 AS SUBMITTED. (UNANIMOUS) New Business: Appointment of Student Representative to Parks and Recreation Commission Diane reported that the Dublin City Council at their meeting of October 29 , 1990 adopted a resolution amending the Bylaws and Rules of Procedure for the Parks and Recreation Commission to provide for the addition of a student member to the Commission. Commissioners Cahn and Lockhart have interviewed a potential candidate for this position and are recommending the appointment of Tim Sbranti as the Student Commissioner. Commissioner Cahn introduced Tim Sbranti to the Commission. He indicated that Commissioner Lockhart and he both feel that Tim would be a positive asset to the Commission. He requested the Commissions approval of the subcommittees recommendation and that this item be submitted to the City Council at their next scheduled meeting for official appointment. Tim Sbranti briefly addressed the Commission stating that he is currently active in several school activities, some of which include basketball and tennis , editor of the school paper, school yearbook committee, and will be the student body treasurer next year. IT WAS MOVED BY COMMISSIONER DONNELL AND SECONDED BY COMMISSIONER LOCKHART TO APPROVE THE RECOMMENDATION OF TIM SBRANTI AS THE STUDENT REPRESENTATIVE TO THE PARKS & RECREATION COMMISSION. STAFF IS DIRECTED TO SUBMIT TO THE CITY COUNCIL FOR OFFICIAL APPOINTMENT IN JULY. (UNANIMOUS) MINUTES - JULY 9 , 1991 . Page,Two Commissoner Downey complimented the subcommittee on their excellent selection. Fiscal Year 1991-92 Recreation Department Budget and Park Capital Improvement Plan Diane reported that at the June 27 , 1991 meeting of the Dublin City Council , the Council adopted the fiscal year 1991-92 Budget as well as the 1991-92 Update to the 1990-95 Capital Improvement Program. She briefly summarized the budget by program and the CIP for the Commission. Budget - The Fiscal Year 1991-92 Recreation Department Budget is $1 , 003 , 199. 6 . It is anticipated that this budget will be offset with approximately $393 ,455 in revenue, thus the net program cost to the City is $609, 744 . Diane replied that the School District pays one-third of the operating costs when they use the pool from March-May, approximately $6 , 000 per the agreement. Capital Improvement Program - The 1991-92 Capital Improvement Program for Parks is $671 , 256 which provides funding for the following projects: DHS Football Field Renovation $ 95 , 306 DHS Athletic Field Renovation 224 ,600 Senior Center Upgrade 19 ,725 Park & Recreation Masterplan 24 ,875 Nielsen School Playarea Renovation 58 , 800 Cronin School Playarea Renovation 58 ,800 90' Baseball Diamond 19 ,100 Shannon Park Well 62 , 500 Shannon Center Exterior Painting 20, 000 Bleachers-Dublin Sports Grounds 6 ,800 Dublin Swim Center Bathhouse Renovation 64 ,750 Kolb Park Handicapped Playground 10 ,000 Shannon Center Kitchen Floor Replacement 6 , 000 The funding for these projects will come from the following sources : General Fund $209 , 189 Community Development Block Grant 19 ,725 Park Dedication Fund 392 ,750 Reimbursements 49 , 592 MINUTES - JULY 9 , 1991 Page, Three 1991 Halloween Spooktacular Tracy O'Shea, Recreation Supervisor, reported that the Dublin Recreation Department has sponsored a Halloween special event for the last six years. The original activity was a Children's Halloween Party held on the Friday before Halloween, featuring game booths, prizes, entertainment and a novelty give away. After a decline in attendance in 1989 , the activity was revised to a "Family Halloween Spooktacular" offered on Halloween night to provide an alternative to trick-or-treating. The event featured the traditional carnival type games , a city-wide costume contest, novelty giveaways for the children and refreshments were available for purchase. The event was not well received and attendance was low with approximately 125 participants. In reviewing last years activity, Staff has identified options for the 1991 Halloween Spooktacular as follows; A) Offer a "Family Halloween Spooktacular" on a different night than Halloween, such as Tuesday-October 29 , Wednesday-October 30 or Friday-October 25; B) Offer a Halloween family event on October 26 , the Saturday prior to Halloween. Since Shannon Center would not be available, the activity format could be changed and the event conducted at the Senior Center, or C) Return to the Friday Afternoon Children's Halloween Party. Commissioner Cahn asked if the Wells gym could be utilized for this event? Also, how is the event publicized? Tracy stated that the space required for such an event would be limited at that facility. News releases are placed in the local newspapers and flyers are distributed to the schools. Commissioner Cahn suggested placing a banner over San Ramon Road. Commissioner Lockart asked if staff had determined the major reason for the decline in participation? Tracy replied that the schools conduct Halloween events, as well as the shopping malls. She added that the event seems to be more popular with preschool age children. She suggested conducting the Halloween Spooktacular on Friday, October 25 , with an event from 3 : 30-5pm for the preschoolers and a separate family event from 7-9pm. The Commission concurred. Shannon Park Dedication Diane reported that at the June 24 , 1991 meeting of the Dublin City Council , the Council accepted the Shannon Park improvements. As has been done with other City parks , staff recommends that a dedication of the park be conducted. The recommended date for the dedication is Saturday, September 21 , 1991 . Commissioner Cahn suggested using different stage areas in the park to promote those activities and classes that are conducted at Shannon Center. Commissioner Downey suggested conducting tours of the facility. Also, for entertainment perhaps the high school jazz band could perform. Commissioner Jones suggested conducting a compost demonstration in the Garden Demonstration area of the park. Diane stated that confirmation from the City Council on the date of the event will be necessary. She indicated that she will prepare a plan summary to present at the next Commission meeting for the Commissions review, together with sample novelty items. Old Business - None MINUTES - JULY 9 , 1991 . Page .Four Other Business Commissioner Donnell reported that there are trees loose from their supports at Kolb Park located towards the fence. She felt the trees should be secured before they break. Commissioner Cahn inquired as to the status of the Lions Handicapped Playground. Diane stated that she will be presenting an agreement to the City Council at their next meeting in July for approval , with work scheduled to begin in August. Commissioner Lockhart inquired as to the status of the drought restrictions. Diane reported that the City has had an overall 25% reduction in water use thus far. Commissioner Jones stated that he received a call from Flo Hess who wishes to offer a Ballroom Dance Class for teens. Tracy reported that the City currently offers Ballroom Dance classes for teens and adults. Commissioner Cahn stated that he would like to see the continuation of the Iron Horse Trail in Dublin. Commissioner Downey concurred, but reminded him that no funds are budgeted for this project. Diane suggested that perhaps an appointment could be made to meet with the East Bay Regional Park District to discuss how we should proceed. The biggest problem at this time is ownership.
