HomeMy WebLinkAbout06-11-1991 PCSC Approved Minutes CITY OF DUBLIN PARK AND RECREATION COMMISSION MEETING DATE: JUNE 11 , 1991 On June 11 , 1991 , 5:50p.m. , the Park and Recreation Commission conducted a tour of the City parks and facilities . The tour included the Dublin Sports Grounds , Alamo Creek Park, Stagecoach Park, Swim Center, Kolb Park, Senior Center, Shannon Center/Park, Dolan Park, and Mape Park, and ended at the Civic Center. Present: Commissioners Downey, Lockhart, Donnell , Cahn and Jones Others Present: Diane Lowart, Char Young and Councilmember Burton Before the tour began, Diane pointed out that due to the current drought restrictions, the Commission will notice some yellowing of the lawns. However this should not be of concern, as the root system is getting enough water. Dublin Sports Grounds - Diane reported that the future renovation for the sports grounds will include the addition of a baseball diamond, relocation of the softball lights, irrigation and drainage upgrades , as well as reorientation of the existing 90' diamond. She indicated that maintenance has incorporated the use of tree bark around the vegetation and plantings to keep the weeds down, and it seems to working very well . Alamo Creek Park- Diane reported that this 8 acre park was dedicated by the developer. The park was dedicated to the City in November 1990. It is one of the sites for our Summer Playground Program this summer. Commissioner Cahn inquired if any thought has been given to including parking along the maintenance road area. Diane responded that the road is an access road for Zone 7 and do not think they would allow parking. Also, residents have voiced their concern of expanding the on street parking for this park. Commissioner Downey felt that the park would be an excellent location for outdoor concerts. Councilmember Burton felt that the surrounding neighbors may not approve. Commissioner Downey indicated that they would be low-key type concerts. Commissioner Jones commented on the condition of the creek area. Diane responded that the creek maintenance was the responsibility of Zone 7 . Stagecoach Park - Councilmember Burton stated that the homeowners association maintained the park for about two years. Diane indicated that the park is currently maintained by the City, however the residents pay the City an assessment fee to maintain the adjacent slopes. Frederiksen Tot Lot - Diane reported that this is one of the sites for the Summer Playground Program. Frederiksen School is responsible for the maintenance of the tot lot. The tot lot will also be accessible after school hours. Commissioner Jones commented on the weeds growing within the landscaped sidewalk strip. Dublin High School - Diane reported that the football field renovation is nearing completion. It took over six months to receive approval for the scoreboard, however it is scheduled to be delivered on June 17. The newly added facilities include the snackbar, field lights , bleacher benches , and the scoreboard which was donated by Pepsi. The next phase of the renovation will include two softball diamonds with clay infields. The tennis courts are scheduled for resurfacing and lights. • MINUTES - JUNE 11 , 1991 PAGE TWO Commissioner Jones asked if the baseball fields will remain where they are? Diane replied, yes. It was noted that weeds were growing along the outer track edge, debris in front of and beneath the bleachers, and broken glass around the bathrooms and snackbar. Swim Center - Diane reported that the new deck was part of the pool renovation project. It has been suggested that the pool bathhouse done during FY91-92. The current floor finish needs to be redone and toilet fixtures and sinks need to be replaced. Kolb Park - Diane stated that the park has been designated as the site for the Lion's disabled playground project, which is scheduled to be reviewed by the Council next week. A sixteen house development is scheduled to be constructed adjacent to Kolb Park. Kolb is one of the sites for the Summer Playground Program. Councilmember Burton inquired as to how the use of the tennis courts is monitored. Diane replied that there is signage which lists the procedures and rules for the use of the courts . To date there have been no problems . Shannon Center/Park - Diane reported that the repaving of the parking lot was just recently completed, and that park signage was installed today. The park renovation has not yet been accepted by the City. The west garden area at Shannon is currently being used by Alameda County to conduct composting workshops on weekends. The demonstration garden now under development is utilizing the compost produced from these workshops. The rear parking lot will soon be red curbed to prevent users of the facility parking illegally and blocking the area for emergency access. Councilmember Burton indicated that he has received many comments from the seniors in regards to the 6" drop from the kitchen door. He asked if this is scheduled to be rectified to permit safer access and exiting. Diane stated this area will be corrected by the maintenance department. The lower level bathrooms will be signed for access for availability by the park users. It was noted that the outer lower level doors were unlocked (after 5pm) , and that the Preschool Room and A&B Room were also not secured. Commissioner Downey noticed that the bridge railing on the right hand side facing the Center was loose and a safety hazard. Dolan Park - Diane stated that the dead ground cover will be replaced. Included in the parks amenities is a covered area with tables and electricity. Mape Park - No renovation has been done to this park other than the addition of signage. The meeting of the Parks and Recreation Commission ended at the Civic Center, where the meeting was called to order at 7: 40p.m. by Chairperson Dan Downey. (UNANIMOUS) Staff Reports Diane reported that the Annual City Council Budget Hearing is scheduled for Thursday, June 27 at 6: 30p.m. in the Regional Meeting Room. Discussion will include the budget for the next fiscal year and CIP. A copy of the CIP and budget will be delivered to the Commissioners next week. To date only one application for the student representative has been received. Diane recommended that Commissioner's Jones and Lockhart set up a date and time for an interview, with the thought of getting the representative on board by July. Summer classes and programs are scheduled to begin soon, and staff is gearing up for the Summer Playground Program scheduled to begin June 24 . The Swim Center is currently open Monday-Friday from 1-5pm, and will open officially on June 24 when swim classes begin. Diane reported that at the City Council meeting last night, the Dublin Historical Preservation Association indicated the formation of a Cultural Arts Foundation Committee. Staff was directed to setup a meeting with DHPA and the Dublin Fine Arts Foundation, as well as to get Commission representation. Commissioner Jones volunteered for this committee. The City's Customer Service Kick-Off Celebration is scheduled for Monday, June 24 in the Regional Meeting Room at 5: 30pm. Invitations have been mailed. Other Business Commissioner Jones stated that he is hearing alot of positive things about the pool activities. Looks like we are off to a great start! Commissioner Cahn stated that he was pleased to see the fence finally come down at Shannon Park. He indicated his concern with the weeds at Shannon, but felt that the weed program should help.
