HomeMy WebLinkAbout05-14-1991 PCSC Approved Minutes CITY OF DUBLIN PARK AND RECREATION COMMISSION MEETING DATE: MAY 14, 1991 The May 14 , 1991 meeting of the Park and Recreation Commission was called to order at p.m. at the Civic Center, Dublin, California, by Chairperson Dan Downey. Pledge of Allegiance Led by Commissioner Downey. Roll Call Present: Commissioner Cahn, Lockhart, Donnell , Downey & Jones Oral Communications Rick Wendling, Dublin United Soccer League, suggested that the area at Cronin currently used by teenagers for drinking can be eliminated by installing vandal resistant high pressure sodium lights. Also, it would be helpful if the Police Department could patrol the area from 12-3am, stop and get of the vehicle and check the area. Dr. Zev Kahn, resident, voiced his concern regarding the resolution passed by the Council increasing the summer swim fees and family pass fees. He felt that City overlooked providing statistics which included the number of children who are from low income families. The fee increase would affect these children from continuing to use the facility. He stated that the additional $2 , 500 in revenue was just a drop in the bucket, and that there would be a group of Dublin residents that would not be served, such as Latch Key children and those of single parent families. Dr. Kahn suggested that the Commission look into developing a scholarship fund for public activities to assist low income families or any Dublin citizen who could not afford to participate in the activities offered. This scholarship fund could also be used for those teens who could not afford the $5. 00 fee for the Teen Program and other activities. Dr. Kahn concluded by stating that the City has a commitment to its citizens. Commissioner Cahn pointed out that the Dublin pool does not only serve Dublin, and that the fees charged are still lower than those of other cities. Diane Lowart, Recreation Director, stated that the idea of a scholarship fund is something staff has looked into and are currently drafting a program for the Commissions review. She indicated that Dr. Kahn would be notified of its completion and scheduled review. Approval of Minutes IT WAS MOVED BY COMMISSIONER LOCKHART AND SECOND BY COMMISSIONER DONNELL TO APPROVE THE MINUTES OF APRIL 9, 1990 AS SUBMITTED. (UNANIMOUS) New Business Club Teen Summer 1991 Diane reported that for the second Summer, the City will be sponsoring a Drop-In Center for Teens. The Center will be located at Wells Middle School and will serve as the hub for most activities. Sensational Summer specials will be featured throughout the summer including Water Wars, Ice Cream Sunday Party and an Overnighter at the Center. Summer get-aways include trips to the Wooz , Santa Cruz Beach and Angel Island. The ever popular Pool Bashes will be featured every other Friday at the Dublin Swim Center and drop-in sports at Wells Gym will be held on Thursday evenings. MINUTES - MAY 14 . 1991 Page Two A new component of the teen program is the development of a Teen Activity Council. The Council will be made up of teens interested in lending a hand and to provide input on teen programs and activities. Staff have been busy promoting the program at Wells and through the newspaper and are hopeful that the activities and the Center will be well received by the teens . Winter Quarter 1991 Recreation Report Diane briefly reviewed the activities and programs offered by the Recreation Department during the Winter Quarter which encompassed the months of January through March 1991 . Adult Sports Program - The Dublin Recreation Department initiated a new adult basketball program which consisted of three leagues including a Men's "5 on 5" , a Women's "3 on 3" and a Men's "3 on 3/6 Foot and Under" . A Men's "3 on 3/Over 35" league was offered, however was cancelled due to insufficient registration. Approximately 175 players participated in the 12 week program. Open Gym, a basketball program was offered on Wednesday evenings at Wells Intermediate School , with an average of 12 players participating each week during the 12 week program. Afterschool Playgrounds - Because of a high-quality staff, programs at Murray and Nielsen continue to_ operate smoothly. Average daily attendance for the Nielsen site was 40 and 22 for the Murray site. Leisure Enrichment Classes - Classes for preschool aged children were once again the most popular areas of the Leisure Enrichment Classes. The most popular adult classes were CPR, Dog Obedience, Karate and Gel Nails. A surprise success in programming was the great response to the Outlet Shopping Spree and Victorian Tour Trips, with both being filled to capacity. There was a 25% increase in the percentage of adult classes conducted this Winter, in comparison with last years Winter quarter and a 10% increase from the Fall quarter. Preschool - Of the 20 openings available in the two three day preschool programs , both filled to capacity. The two day program filled 16 of the 20 openings. January was designated as International Month, and in February the children made their own Valentine cards and also mailed them. In March, the children participated in an Easter Egg Hunt in the park. Senior Center - In January a poker group was organized. This coed group meets every Tuesday. Average attendance for January was 76 . A total of 321 telephone calls were logged. On Valentines Day staff prepared a "french meal" and the French Club from Wells Intermediate School performed familiar folk tales in French. The Woodworking Class became a reality in February. Donations of equipment and supplies made it possible for the class to begin almost fully equipped. The class is taught by two senior volunteers. Average attendance in February was 82. A total of 364 calls were logged. St. Patrick's Day was celebrated with a corned beef sandwich luncheon. A China Printing Class was added to the activity calendar in March. Average attendance for March was 76 . A total of 352 telephone calls were logged. Special Events St. Patrick's Day Celebration - This year's celebration was held at the Dublin Place Shopping Center on Saturday, March 16. Local community groups sponsored 20 booths offering food, information and games. Other booths included seven local craft vendors who were invited to purchase space in the celebration. The craft show was a nice compliment to the Valley Artists Art Show. Approximately 2 , 000 attended this Annual Event. MINUTES - MAY 14, 1991 Page Three Easter Eggstravaganza - On Saturday, March 30 , the Easter Eggstravaganza was held at Kolb Park. The event featured entertainment, egg games such as egg tosses and egg-on-a-spoon relays, face painting, spin art and the traditional egg hunts. The event was sold out with 207 participants attending. Teens - The Winter quarter was a busy one for the Teen Program. Thirteen (13) lunchtime activities were conducted with an average of 45 participants per activity. A ski trip to Heavenly Valley was offered in January with seven (7) Dublin teens participating. In February, the Teen program experienced a shortage of staffing, and as a result, there were no programs offered for a three week period. Summer 1991 Schedule of Recreation Classes and Programs The Summer 1991 Schedule of Recreation Classes and Programs will be delivered to Dublin residents beginning May 25, 1991. As discussed at the April 9, 1991 meeting of the Parks and Recreation Commission, the registration procedures for Leisure Enrichment Classes will be modified slightly effective for the Summer quarter. Mail-in registration for Dublin residents will be processed beginning May 28 and for non-residents beginning June 3. Walk-in registration will be accepted beginning June 10. Commissioner Cahn stated that he liked the idea of mail-in registration, however if someone mails in their registration 10 days in advance or one day in advance of the registration date, are they then randomly selected? Diane responded that this particular situation was discussed at our staff meeting this morning. It was decided that on a tjl basis, registration would be accepted as soon as the brochure is available. On the day registration begins for Dublin residents, they will be opened and inputted into the classes. There will be no priority given if mailed 10 or one day in advance. Joint City Council , Parks & Recreation and Planning Commission Meeting A joint City Council/Parks & Recreation Commission/Planning Commission Public Study Session to discuss the Preliminary Park and Recreation Master Plan will be held Monday, May 20, 1991 at 7:30p.m. in the Regional Meeting Room, Dublin Civic Center, 100 Civic Plaza, Dublin, California. The purpose of the study session is to 1) review the Preliminary Parks and Recreation Master Plan which identifies potential sites for future park development in the East and West extended planning areas, and 2) review Proposed Park and Recreation Facility Standards. Pending the outcome of the meeting, staff anticipates that an administrative draft of the master plan will be available in June. Rick Wendling, Dublin United Soccer, commented that it appeared that when this edifice was under consideration, that by the time the citizen input meeting was held a decision had already been made. Sometimes the citizens input is asked, but appears not to be consequential. He indicated that he would be in attendance at the public meeting and that citizen input could bring about some good things for Dublin. Commissioner Downey asked if this meeting will be advertised to the public. Diane stated that a public notice will be published in the newspaper, and a mailing will be done to about 100 people. Commissioners Donnell, Downey and Jones indicated that they would be in attendance. Commissioners Lockhart and Cahn indicated that they would be unable to attend. Old Business - None MINUTES - MAY 14 , 1991 Page Four Other Business Commissioner Cahn asked if there is a pay phone at Shannon, and if not, what is the probability of getting one installed? Also, he indicated that he received his first citizen phone inquiry regarding the unavailability to the restrooms at Shannon when it is closed. Diane replied that there is currently no outside pay phone at Shannon and that she does not know at this time what the chances would be of installing one. There was a restroom added to the downstairs area during the interior renovation, however staff is waiting for the completion of the park before opening it for availability. Signage will need to be looked into. Commissioner Cahn inquired if the rope of the flag pole at Shannon will be secured. Diane replied, yes. Commissioner Downey asked if the parking lot at Shannon will be repaved. Diane stated that the parking lot sits on underground springs which leak beneath the surface. This matter is being looked into at this time. Commissioner Downey asked if there was any way the City can utilize the area between the Swim Center and church. Diane stated that it is currently planned to add picnic tables in the shaded area. Staff Reports The next meeting of the Commission has been scheduled as the annual park tour to begin at 5: 30p.m. , which will be followed by an informal dinner meeting. To date we have one interested student for the Commissioner. Information will be on the daily bulletin this week and next week at the high school . The Commission will be contacted to setup interviews in June before school is out. In regards to our current water situation, the City is currently checking into a well at Shannon and also is in contact with DSRSD to bring in recycled water to use at the Dublin Sports Grounds. A proposal has been submitted and is currently under discussion. Drought restrictions are still voluntary.
