HomeMy WebLinkAbout04-09-1991 PCSC Approved Minutes • CITY OF DUBLIN PARK AND RECREATION COMMISSION MEETING DATE: APRIL 9, 1991 The April 9, 1991 meeting of the Park and Recreation Commission was called to order at 7: 36p.m. at the Civic Center, Dublin, California, by Chairperson Dan Downey. Roll Call Present: Commissioners Downey, Cahn, Donnell , Jones & Lockhart Oral Communications - None Approval of Minutes IT WAS MOVED BY COMMISSIONER LOCKHART AND SECONDED BY COMMISSIONER JONES TO APPROVE THE MINUTES OF MARCH 12 , 1991 AS SUBMITTED. (UNANIMOUS) New Business 1991-92 Update to the Five-Year Capital Improvement Plan Diane reported that preparation of the 1991-92 update to the CIP is underway and input from the Parks and Recreation Commission is needed in order to prioritize those projects identified under the Parks classification. An additional project not currently included in the CIP is the development of the 90 acre Dougherty Hills Park. Diane utilized a facility map on the screen, identifying the location of the projects for the public and Commission. She briefly reviewed the status for those projects included in the CIP scheduled for Fiscal Year 1990-91 as outlined in the alphabetical list provided. The projects included in the CIP for Fiscal Year 1990-91 are as follows: 1 . Park and Pool Signs - Complete 2 . Shannon Park Renovation - Construction Complete; 90-day Maintenance Period complete by June 1991 . 3 . Alamo Creek Park - Complete 4 . DHS Football Field Renovation - Construction complete with exception of punch-list items and scorers booth. 5. Frederiksen Kindergarten Tot Lot - Installation complete; final inspection underway. *6 . Senior Center Kitchen Upgrade - Underway 7. Park & Recreation Facilities Masterplan - Underway; final report due by June 1991 . *8 . DHS Baseball Field Renovation - Design complete; construction delayed until FY1991-92 due to drought restrictions. *9 . DHS Girls Athletic Field Renovation - Design complete; construction delayed until FY1991-92 due to drought restrictions. Those projects identified with an asterisk will need to be caried over into Fiscal Year 1991-92 . Public Comment -Dr. Zev Kahn, resident, stated that it was his understanding that the City committed to complete Mape Park and Dougherty Hills Park as part of the Capital Improvement Plan, however they were not completed. He felt that if the City commits itself to complete a project, they should do so and not use the monies for other projects. Diane stated that Mape Park was included in the CIP for 1992-93 , however Dougherty Hills Park was removed from the CIP two years ago, as it was not given a high priority by the Commission. MINUTES - APRIL 9 , 1991 PAGE TWO Dr. Kahn felt that if the Commission is going to prioritize projects for the CIP, it is important that the projects be completed as scheduled and the monies not used for other projects . In addition, Dr. Kahn felt that the City should maintain the ridgelines to preserve open space in the near future, and not 20 years from now. If the drought is to continue for sometime, he feels that it would not be wise for the City to do field renovations or operate the sprinklers. The pool bathhouse should be completed to make the Swim Center a class one facility. - Christy Gobel , resident/Nielsen PFC, stated that it is great that the City is working with the School District on the Nielsen School Athletic Field and Play Area Renovation. If the PFC doesn't get help from the City for the installation of the equipment, they would have to get help somewhere. Diane indicated that the design and fields are scheduled for FY92-93 and construction for FY93-94 . The Commission will be prioritizing the projects tonight and staff will then determine how it will fit into the CIP. - Dale Skinner, resident/DLL, strongly recommended that if the DHS renovation takes place as scheduled, that the City take steps to renovate Murray School with a 90 ' diamond, as two fields will be lost at DHS. A scratch field would be better than nothing. Commissioner Cahn suggested that perhaps DLL consider playing on Sundays for additional play time. Mr. Skinner pointed out that their District currently does not permit play to be scheduled on Sundays , and would require approval . Commissioner Jones indicated that staff should check with the City attorney as to liability for injury due to field condition, DLL or City? - Cathy Skinner indicated that a 90' diamond could also be used by the younger kids and peewees . The backstops would be pushed away from the houses to keep balls from entering the yards. The school board has approved of the diamond, however the league is still waiting for written approval . She stated that organized sports within Dublin are becoming very popular and are growing very rapidly. She requested that the Commission keep our youth in mind when prioritizing these projects. - Rick Wendling, DUSL/DAS, asked if the City is making any plans to utilize recycled water for watering lawns? Diane replied that this matter involves the Public Works Department and not the Commission, however the Public Works Department is giving the matter their consideration. Mr. Wendling stated that the proposed renovation of the Dublin Sports Grounds includes addition of ball fields but not soccer fields , why? Diane replied that no soccer fields will be lost. Staff has met with representative from the Dublin United Soccer League who indicated that number of fields were adequate. It is not feasible to add additional soccer fields without infringing on other use, however an additional baseball field could be added without infringing on other use. - Terri Harvey, resident, stated that the playground field at Cronin is cut only twice a year and the clippings just left there. She presented photos to the Commission which showed the condition of the field. The field is a safety hazard, as broken glass is embedded into the ground, dirty hypodermic needles have been found as well as other items that are just unmentionable. She has tried to get the parents together to cleanup the field, but cannot get them to donate their time. MINUTE`S - APRIL 9 , 1991 PAGE THREE She strongly urged the Commission to consider moving up the renovation sooner than FY93-94 and if not a complete renovation, at least take out the top 6°' of ground to remove the imbedded glass, remove the grass and add bark, and remove the old apparatus there. In addition, the flooring in the bathhouse at the Dublin Swim Center is unsafe and needs to be replaced. - Steve Lunsford, resident, indicated that he has knowledge of several children being injured at Cronin. The area is a safety hazard and needs to be addressed. - Lori Lunsford, resident, stated that when she moved across the street from Cronin School , it was an eyesore then, but she was of the mind that the City would fix it up soon. However , five years later the playground is still the same. When the City initiated a beautification initiative she felt that something would finally be done, but nothing happened. Children need the playground renovated now, not three years from now. - Lisa Alger, resident, indicated that there is no park in walking distance other than the Cronin playground. She urged the Commission to make this project a priority. - Amy McGwen, resident/youth, stated that kids cannot play at the Cronin playground because it is not safe. Commissioner Cahn stated that every community area should have a park, and if not a complete park, at least a safe park. Commissioner Lockhart stated that the Cronin School area is a disgrace. Commissioner Donnell agreed. Commissioner Jones felt that the Cronin School Playground should be a priority. He suggested that the Commission prepare one list of priorities during the drought, and another priority list for the fields and parks only. THE MEETING WAS ADJOURNED FOR A TEN MINUTE BREAK AT 9 : 20PM, AND WAS RECONVENED AT 9: 30PM. The Commission prioritized the projects and established a list by drought year and fields/parks only as follows: Parks Capital Projects Priority List 1 . DHS Athletic Fields Renovation 2 . Dublin School Athletic Field and Playground Renovation Staff will incorporate the projects into the CIP over the next four years based on the Commission's priorities and the available funding. Diane announced to those in attendance that notification of the City Council meeting date will be mailed to those in attendance tonight that have signed the attendance sign-in sheet, Registration Procedures for Leisure Enrichment Classes Registration for Leisure Enrichment Classes offered through the City's Recreation Department can be done in one of two ways: 1 ) in person at Shannon Center, Monday through Friday, 9 : 00a.m.-4 :00p.rn. or; 2 ) by mail utilizing the registration form included in the quarterly brochure mailed to all Dublin residents. Currently walk-in registration and mail-in registration are accepted concurrently, with walk-in registration given priority over mail- in registration. Over the past several quarters the volume of mail-in registration has increased, amounting to approximately 65% of the total registration. In a recent survey of neighboring recreation departments , the majority of departments accept mail-in registration for approximately two weeks prior to allowing walk-in registration. Their experience has been similar to Dublin's in that more and more registration was coming in by mail as people found it to be a more convenient way of registering. Staff is proposing that the registration procedure for Leisure Enrichment Classes be modified to give people the opportunity and priority of registering by mail before accepting walk-in registration. The proposed registration procedure is as follows: Week One Mail-in registration begins for Dublin residents Week Two Mail-in registration begins for non-residents Week Three Walk-in registration begins Week Four Walk-in registration continues Week Five Classes begin People attempting to register in person during the two-week mail-in period would be allowed to drop-off their registration to be processed with the next business day's mail . MINUTES - APRIL 9 , 1991 PAGE FIVE • IT WAS MOVED BY COMMISSIONER DONNELL AND SECONDED BY COMMISSIONER CAHN TO APPROVE THE CHANGES TO THE REGISTRATION PROCEDURES FOR LEISURE ENRICHMENT CLASSES AS SUBMITTED. (UNANIMOUS) Other Business Commissioner Downey asked when staff anticipates to conduct the annual park visits. Diane indicated that the Commission will discuss scheduling a date and time in June at their May 14 meeting.
