PARKS AND RECREATION COMMISSION
MEETING DATE: FEBRUARY 12 , 1991
The February 12 , 1991 meeting of the Park and Recreation Commission was
called to order at 7: 36p.m. at the Civic Center, Dublin, California, by
Chairperson Dan Downey.

TO APPROVE THE MINUTES OF JANUARY 15, 1991 AS SUBMITTED. (UNANIMOUS)
New Business:
Dublin-San Ramon Lions Service Project, Installation of Handicapped
Playground at Kolb Park
Commissioner Jones stated that he is a member of the Dublin-San Ramon Lions
Club, therefore will not be participating in the discussion nor voting on
this item. Chairperson Downey so noted.
Bob Trimble, Dublin-San Ramon Lions, submitted two larger versions of the
playground project for the Commissions review. He stated that the Lions
have agreed to the Kolb Park location proposed by the City for the
playground. The Lions are donating $20 , 000 for this project and anticipate
that the City will incur little or no cost. The project is proposed to be
completed in three phases; Phase I would include site preparation and
installation of one-third of the equipment; Phase II would include
installation of one-third of the equipment and surfacing, and Phase III
would include installation of the remainder of equipment. The equipment
to be used is specially designed for handicap children, and Husbands &
Associates, Inc. have donated their time to supervise the planning and
construction of the project. Fibar will be used for the playground
surfacing which will provide a cushioned and passable surface for
wheelchairs or walkers . Mr. Trimble requested the Commissions approval of
the project and thanked them for their time.
Diane reported that the Kolb Park location is adjacent to the Kaleidoscope
Activity Center which serves developmentally disabled children. It is
anticipated that the playground at this location would receive maximum use.
The cost to the City for this project has not been determined, however
Staff anticipates that there will be costs associated with site preparation
and construction supervision.
Commissioner Lockhart inquired as to the parks accessibility by other
children, neighborhood approval , police surveillance and parking.
Mr. Trimble stated that the equipment would be accessible to all children,
not just the handicapped. He continued by stating that the park could also
be utilized by senior citizens. Diane indicated that the City will notify
the neighborhood residents and note their opinions. Police surveillance of
the playground can easily be done by driving through the parking lot.
The school district parking area would also be available.
Commissioner Donnell inquired as to the life expectancy of the equipment?
Mr. Trimble indicated that the equipment has a 10 year life expectancy.
Diane added that the equipment is by the same manufacturer as the equipment
at Frederiksen School .

Commissioner Cahn inquired as to the timeline for this project.
Mr. Trimble replied that hopefully site preparation would begin in late
Spring.
Commissioner Donnell expressed her concern regarding the handicap
children being picked on by the other children and roughhousing.
Commissioner Downey suggested that the playground be properly signed to
identify the playground for handicap children.

THE DUBLIN-SAN RAMON LIONS, AND SUBMIT TO THE CITY COUNCIL FOR THEIR
CONSIDERATION. (UNANIMOUS)
Eighth Annual St. Patrick's Day Celebration
Diane reported that the Eighth Annual St. Patrick's Day Celebration is
scheduled for Saturday, March 16 , 1991 . The City Council, at their
September 25, 1991 meeting, approved the parade route and finalized the
location of the community celebration. The parade will utilize the same
parade route as used in the past years.
The community celebration will be held at the Dublin Place Shopping Center
which will bring the celebration in close proximity to the parade.
To date, entries for both the parade and booths for the community
celebration are being received, and entertainment for the celebration is
being secured.
Fall Quarter 1990 Recreation Report
Diane briefly reviewed the activities and programs offered by the
Recreation Department during the Fall Quarter which encompassed the months
of September, October, November and December, 1990.
Adult Sports - A total of "198" teams participated in the Fall Adult
Softball Leagues conducted at the Dublin Sports Grounds beginning September
16 , 1990 and concluding November 9, 1990 .
Afterschool Playgrounds - The first day of the program at Murray and
Nielsen Schools was Monday, October 1 , 1990 . Average daily attendance was
"18" for Murray and "43" for Nielsen. Activities included holiday parties
and special craft projects and games.
In November, children at both sites made holiday ornaments and cards for
service men and women stationed in the Middle East. A special event held
in December was "Santa's Workshop" , a holiday craft and game workshop held
at the Shannon Community Center. A total of "46" children from both sites
attended this special holiday activity.
Leisure Enrichment Classes - Diane reported that a total of "66" classes
were offered during the 1990 Fall Quarter, with a success rate of 68% . Of
these classes, "26" were for the teen/adult age group and "40" for the
preschool/youth age group. The preschool age classes had a success rate of
100% .
Preschool Classes - Two out of the three programs offered in Session I
(September 10-November 30 ) filled to capacity. Special activities included
a picnic at the Oakland Zoo, a visit to the Hagemann Pumpkin Patch, singing
at the Dublin Senior Center, and a holiday pageant in December.

Senior Center - The Senior Center honored it's volunteers with a Volunteer
Recognition Luncheon in September and were presented with a token of the
Center's appreciation. Average daily attendance for September was "70" .
In October the Center promoted the use of Kolb Park by holding a pot-luck
picnic in the park. Community Television filmed the aerobic and line dance
classes for segments on the "Young At Heart" program on Channel 30 .
A new blood pressure screening program was established through Fairmont
Hospital with personnel at the Center on a monthly basis. In the future
the Fairmont Medi-Van will be made available to the Center. Average daily
attendance for October was "69" .
The Mature Driver program sponsored by the American Association of Retired
Persons was offered at the Center in November. The Thanksgiving luncheon
was a success with "115" attending. Average November attendance was "74" .
December was a busy month starting with the Center's first holiday bazaar
on December 1 . The following Saturday the Center presented an elegant
holiday dinner-dance to a sold out crowd. The Christmas luncheon found
Santa (Pete Snyder) giving out goodies to seniors and the Shannon Center
Preschool children entertaining those in attendance. Average daily
attendance for December was "65" .
Special Events:
Halloween Spooktacular - The First Annual Family Halloween Spooktacular was
held on Halloween night, Wednesday, October 31 , 1990 at the Shannon
Community Center from 7 :00-8 : 30pm. This years event was designed for
families to attend, and featured Halloween booths, refreshments, a costume
contest and entertainment. Staff has determined that the low enrollment of
"117" indicates that Halloween night is not a good date for this event.
Therefore, staff will look into offering the event during the weekend prior
to Halloween next year.
Tree Lighting Ceremony - The Seventh Annual City of Dublin Tree Lighting
Ceremony was held on Monday, December 3 , 1990 , from 6 : 30-7: 30pm at the
Dublin Civic Center. At the same time the 17 foot tree at the Civic Center
was lit, the outdoor tree at the Dublin Library was also lit. Following
the entertainment was a special appearance by Santa along with refreshments
provided by the Tri-Valley Lioness. Admission to the event was one non-
perishable food item which was donated to the Children's Emergency Fund.
Attendance for the evening was approximately "150" .
Breakfast With Santa - The Sixth Annual Breakfast With Santa was conducted
on December 7 , 1990 at the Shannon Community Center. The Dublin Band
Boosters served breakfast to "261" adults and children in two seatings.
Teens - The lunchtime activities program at Wells Middle School began on
Wednesday, October 31 . During the Fall Quarter, "13" activities were
conducted with an average of "62" participants and "70" spectators . Staff
was also approached by the faculty at Wells about implementing an
afterschool program. While there are no immediate plans to implement this
type of program, Staff is interested in pursuing it for next year.
Other Business
Commissioner Jones stated that he has noticed that the playground at
Frederiksen seems to be moving along very well . Diane indicated that she
believes that the fibar was delivered today, however the equipment is still
yet to be delivered. It is scheduled to be completed by April 15 .
Commissioner Donnell asked about the status of the old school district
property. Diane reported that it has been sold to a developer for homes
and preliminary plans have been submitted.

Commissioner Cahn inquired as to when the fence at Shannon Park is
scheduled to come down? Diane responded that the play area is open to the
public, however fence around the grass areas is not scheduled to come down
until after the maintenance period has ended.
Commissioner Downey reported that he attended the January meeting of the
Senior Advisory in which they discussed their Goals and Objectives.
He asked if arrangements have been made for the Commissioners to have lunch
at the Senior Center yet? Diane indicated that she will check with Bonnie.
Commissioner Downey reported that the Environmental Committee of the Rotary
Club would like to do something with Dougherty Hills Park, such as planting
trees, trails, and picnic equipment. Diane asked if he would like her to
attend one of the meetings and take a copy of the park plans. Commissioner
Downey indicated that he would.
Staff Reports
Diane reminded the Commission of the Steering Committee Masterplan meeting
scheduled for Wednesday at 7pm in the Regional Meeting Room. Standards for
park acreage, pools and fields per population will be discussed.
The Dublin Swim Center has been opened for the High School swim team and in
the afternoons for practice. It will be opened to the public during Easter
vacation.
