CITY OF DUBLIN
PARKS AND RECREATION COMMISSION
MEETING DATE: January 15, 1991
The January 15, 1991 meeting of the Parks and Recreation Commission was
called to order at 7 : 31p.m. at the Civic Center, Dublin, California, by
Vice-Chairperson Dan Downey:

Present: Commissioner Lockhart, Cahn, Downey, Donnell and Jones

Approval of Minutes
IT WAS MOVED BY COMMISSIONER LOCKHART AND SECONDED BY COMMISSIONER DONNELL
TO APPROVE THE MINUTES OF DECEMBER 11 , 1990 AS SUBMITTED. (UNANIMOUS)
New Business
Election of Officers & Committee Appointments
At the December 11 , 1990 meeting of the Parks & Recreation Commission, the
election regularly scheduled was deferred till January 1991 due to the lack
of a full Commission, as required by the Bylaws & Rules of Procedures.
Nominations were accepted for Chairperson as follows:
COMMISSIONER LOCKHART NOMINATED DAN DOWNEY FOR CHAIRPERSON AND THE
NOMINATION WAS SECONDED BY COMMISSIONER CAHN. IN FAVOR - 5
OPPOSED - 0
COMMISSIONER DONNELL NOMINATED STEVE JONES FOR VICE-CHAIRPERSON AND THE
NOMINATION WAS SECONDED BY COMMISSIONER LOCKHART. IN FAVOR - 5
OPPOSED - 0
In addition to the election of officers, appointments were made to three
committees requiring Commission representation as follows:
Parks & Recreation Facility Masterplan - Steve Jones
Barbara Donnell
Student Commissioner Selection Committee - Steve Lockhart
Randy Cahn
Senior Advisory Committee - Dan Downey
EBRPD - Randy Cahn
Diane indicated that representation on these committees will be reviewed on
an annual basis.
Commissioner Cahn inquired as to when the Student Representative will be
appointed to the Commission. Diane indicated that she has been in contact
with the school and anticipates that the appointment should be made in
March 1991 .
Commissioner Downey inquired as to whether the role and duties of the
student representative have been finalized, and also if the student will
receive payment through the City and credit through the school for their
participation. Diane responded that the City Council feels that the
student representative should have voting privileges to encourage their
participation. The student will receive payment through the City, and
staff is currently pursuing the credit matter with the school .

1991. Easter Eggstravaganza
Plans are presently underway for the 1991 event which is scheduled for
Saturday, March 30 . Staff proposes that this years event be called an
"Easter Eggstravaganza" and be expanded to include new activities in
addition to the traditional egg hunt. During the course of the event,
ongoing activities could be offered including "egg games" such as egg
tosses and egg relays , "egg art" which would be an Easter craft,
entertainment, pictures with the bunny, and face painting. It is proposed
that the event be held at either Kolb Park or Shannon Park, if the
renovation is complete, with the Senior Center or Shannon Center as an
alternate location in the event of rain.
The Commission liked the addition of the new activities to the event and
concurred with the staffs proposed plans.
Lucky Stores/Oakland A's Youth Baseball Fields Program
Diane reported that Lucky Stores and the Oakland A's administer a special
grant program which funds the construction or rehabilitation of youth
baseball fields in selected East Bay communities. In order to meet
the application deadline of February 8 , 1991 , it is necessary to select a
project for submittal .
During Fiscal Year 89-90 a master plan report was done for the Dublin
Sports Grounds. One of the recommended improvements included in the master
plan is the construction of a new 60' baseball field. This project is
included in the Five Year Capital Improvement Program and is scheduled
for Fiscal Year 1991-92 . For this project to be eligible under the terms
of the Lucky/A's program, bleacher seating for 300 and a lighted scoreboard
would need to be added. These items could be accommodated within the
allowable space.
Commissioner Jones asked if a letter from Dublin Little League would be
helpful? Diane replied that their support is needed.
The Commission directed staff to submit the Dublin Sports Grounds project
for this program.
Recreation Department Goals and Objectives
Diane reported that the City Council will be conducting a Goals and
Objectives Study Session in February for the purpose of reviewing the
progress made on 1990 Goals and Objectives , and developing 1991 Goals and
Objectives .
Staff has prepared a year-end status report for those 1990 Goals
and Objectives for which the Recreation Department had responsibility.
Those Goals and Objectives developed by staff for 1991 include the 1990
Goals and Objectives that have not yet been completed along with proposed
additions .
IT WAS MOVED BY COMMISSIONER DOWNEY AND SECONDED BY COMMISSIONER CAHN TO
CHANGE THE STAFF PRIORITY FOR GOAL AND OBJECTIVE #8 (DEVELOP A SLIDE
PRESENTATION PROMOTING CITY RECREATION PROGRAMS, PARKS AND FACILITIES) FROM
LOW TO MEDIUM, AND #15 (INVESTIGATE FEASIBILITY OF OF AFTERSCHOOL TEEN
PROGRAM AT WELLS MIDDLE SCHOOL) FROM MEDIUM TO HIGH. (UNANIMOUS)
Diane stated that after the Goals and Objectives have been reviewed by the
City Council and prioritized, staff will present them to the Commission for
discussion.

Other Business
Commissioner Jones asked if the Soccer League has been contacted regarding
their goals left on the sports grounds. Diane indicated that Soccer will
be meeting with Public Works to discuss relocation. He also inquired as to
whether work has started on the little league fields. Diane reported that
work is underway to prepare the fields for the 1991 season.
Staff Reports
Diane reminded the Commission of the upcoming 43rd Annual California &
Pacific Southwest Recreation & Park Conference and Exhibit Show, scheduled
for March 7-10, 1991 at the Santa Clara Convention Center. The deadline to
submit reservations is January 31 , 1991 . Commissioner Jones and Donnell
indicated that they would not be able to attend. Commissioners, Downey,
Lockhart and Cahn indicated that they would attend.
Adjournment
Being no further business, the meeting was adjourned at 9 : 10pm.
