HomeMy WebLinkAbout12-11-1990 Approved PCSC Minutes CITY OF DUBLIN PARK AND RECREATION COMMISSION MEETING DATE: December 11, 1990 The December 11, 1990 meeting of the Park and Recreation Commission was called to order at 8 :05p.m. at the Civic Center, Dublin, California, by Vice-Chairperson Dan Downey. Roll Call Present: Commissioner Downey, Donnell, Jones and Lockhart Oral Communications - None Approval of Minutes IT WAS MOVED BY COMMISSIONER DONNELL AND SECOND BY COMMISSIONER JONES TO APPROVE THE MINUTES OF NOVEMBER 6, 1990 AS SUBMITTED. (UNANIMOUS) New Business Dublin High School Athletic Fields Renovation Included in the 1990-95 Capital Improvement Program are funds for the renovation of the Dublin High School Baseball Fields and Girls Athletic Fields. The City has entered into an agreement with Singer & Hodges, Inc. to prepare the design and construction documents. Singer & Hodges, Inc. have developed the preliminary design for the project for review by the Parks and Recreation Commission. The total budget for the project is $549,500 and includes $49,625 for improvements and $53 ,250 for design and inspection. It should be noted that the design has been reviewed by both the administration of the Dublin School District and the staff at Dublin High School, and their comments have been included in the design. The scope of the project is as follows: 1. Drainage and irrigation repair and upgrade 2 . Additional turf and drainage 3 . Quarry waste path adjacent to fields 4. Landscaping 5 . Bleachers at Baseball and Softball Fields 6. Backstop repair and replacement 7. Infield renovation 8. Batting cage and scorers booth 9. Site furnishings and fencing The Commission concurred with the design as presented, however developed alternates to the project, in the event that it comes under budget. The alternates include: 1. Replace Existing Sprinkler Heads 2. Additional Landscaping 3 . Scorers Booth 4. High Net Fencing Along Canal The Commission determined that the scorers booth and high net fencing should have a lower priority than the replacement of the sprinkler heads and additional landscaping. Staff was directed to confer with the Public Works Department regarding prioritization of the alternates. IT WAS MOVED BY COMMISSIONER JONES AND SECONDED BY COMMISSIONER DONNELL TO APPROVE THE BASIC DESIGN AS SUBMITTED. (UNANIMOUS) . MJNDTES - December 11 , 1990 Page Two Annual St. Patrick's Day Celebration The Dublin Chamber of Commerce, in an effort to promote the businesses in Dublin, has proposed that the City and the Chamber work cooperatively to expand the scope of the St. Patrick's Day Celebration to include the business community. The proposed expansion would entail relocating the community celebration to the downtown area, utilizing the Dublin Place Shopping Center, and inviting the businesses to participate by operating booths and allowing "sidewalk sales" . Businesses would be encouraged to offer "St. Patrick's Day" promotions and participate in special advertising supplements. Additionally, it has been suggested that a professional arts and crafts show and sale be included in the event. The City Council considered the proposal from the Chamber of Commerce to expand the scope of the St. Patrick's Day Celebration at their meeting of December 10, 1990. The Council is concerned with the timeline for the 1991 celebration, but recommended that we work with the Chamber for the 1992 celebration. Staff has met with representatives from the Dublin San Ramon Lions Club who plan to sponsor the traditional St. Patrick's Day parade. The proposed route follows the same path as the previous two years. In addition to the parade and community celebration, the Dublin Sister City Association plans to host a corned beef dinner and dance at the Shannon Community Center. Diane stated that the Police and Public Works are concerned with cutting off access across any main routes. So any changes to the route need to be revieiwed by these departments and approved by the City Council. Commissioner Jones stated that he would like to see the same route used but felt that it should end where the celebration is scheduled. Commissioner Downey indicated that he would like to see the event continued at the Civic Center. Commissioner Lockhart felt that the businesses should be more involved in the parade. He suggested that perhaps floats could be added to the parade, with the local businesses sponsoring them. Diane reported that in the past, the booths were rented from Boswells and the individual groups were responsible for their own setup. A professional supplier will deliver, setup, takedown and pickup the booths at the cost of $65 each with a minimum order of 10, however the associated cost would exceed the budget for this event. Commissioner Lockhart stated that he liked the idea of using professionals for the booths, but felt that the costs would probably be a problem. Commissioner Jones also liked the idea of using a professional and felt that the additional cost could be recouped through the groups. Commissioner Downey suggested using volunteers for setup and takedown. Commissioner Downey felt that the Lions and Sister City should receive written recognition for their participation in the celebration, in the brochure, flyers, articles, etc. The Commission concurred with the Council , that it was too late to substantially change the scope of the St. Patrick's Celebration for 1991, however felt that plans to include the Chamber of Commerce for 1992 should begin now. Winter League Adult Sports The City's Recreation Department is expanding their adult sports program this winter by offering volleyball and basketball leagues. Adult Coed Volleyball will be offered in cooperation with the Recreation Departments of Livermore and Pleasanton. All games will be held at the Alameda County Fairgrounds and league play will begin in January. MINUTES - December 11, 1990 Page Three Adult Basketball Leagues will be sponsored solely by the Dublin Recreation Department with play scheduled to begin in January. Leagues will be offered for Men's 5 on 5, Men's 6 foot and under, Men's 35 and over and Women's Open Teams. Games will be held at either Dublin High School or Wells Middle School on Sunday, Monday or Wednesday evenings. In addition to organized leagues, an open gym will also be available on Wednesday evenings at Wells Middle School from 6 : 30-8 :15pm beginning January 16, 1990. 43rd Annual California & Pacific Southwest Recreation & Park Conference and Exhibit Show The 43rd Annual California and Pacific Southwest Recreation and Park Conference will be held March 7-10, 1991 at the Santa Clara Convention Center. The conference provides delegates with the opportunity to attend a variety of educational workshops as well as network with fellow commissioners and professionals. In order to meet the pre-registration deadline of January 31 , 1991, staff needs to know how many Commissioners plan to attend no later that January 15, 1990. Funds have been budgeted for each Commissioner to attend the conference. Commissioner Downey indicated his desire to attend and encouraged the Commission to attend. Commissioner Lockhart expressed his desire to attend also. Old Business - None Other Business Commissioner Downey asked if repaving of the the parking lot at Shannon is included in the renovation? Diane replied no, however due to the damage the heavy equipment has done to many areas of the parking lot, it will be necessary for the City to schedule it soon. Staff Reports Diane reminded the Commissioners of the public Master Plan meeting scheduled for Thursday, December 13, in the Regional Meeting Room at the Civic Center. The Bylaws requires that there must be a full five-member Commission to conduct elections. Therefore, the election is scheduled for January 1991. It is anticipated that Councilmember Dave Burton, will be making his appointment to the Commission by the end of this month.
